School Referral Procedures (6-12)
When a student’s teacher or instructional team
feels that more support or intervention is
necessary, the school must involve the student in
an RTI process or a student intervention process.
Sustained and continued lack of progress or
achievement and other data collected during the
RTI or student intervention process may lead the
intervention team to suspect that the student may
be a student with a specific disability.
The team may make a referral to request a
comprehensive evaluation under IDEA. This
request for evaluation will be reviewed by a
school team (ERCC Team) and the request will
either be approved or not approved.
Parent Request Procedures
When a parent requests an evaluation, that
request must be communicated to the student’s
guidance counselor.
 The request can be verbal or in writing
(any format) and can be directed to a
teacher, therapist, administrator or other
school personnel.
The student’s RTI/SIT Chairperson/designee
meets with the parent to:
 Complete question 1 on page 1 of the
Comprehensive Student Review Packet
Cover
 Gather copies of any documents provided
by the parents (i.e., medical reports,
evaluations, prescriptions)
 Complete social history with the parents
 Provide the parents with a copy of ESE
Parental Rights Booklet
The parent is given an explanation of the
school’s intervention/RTI process, and an
opportunity for the student to participate. The
parent is also informed that the request for
evaluation will be reviewed by a school team
(ERCC Team) and the request will either be
approved or not approved.
If the team wants to request a referral for
evaluation, the student’s RTI/SIT Chairperson

defined on page 2 must be collected and/or
completed in a timely manner – generally, no
more than 2 weeks.

If the student has not been receiving
interventions, the data collected will be
present level of functioning. Interventions
should be initiated during the referral process
and data included in the ERCC Meeting.
The completed Comprehensive Student Review

compliance check and data review for evidence
of suspected area of disability prior to the ERCC
Meeting. If speech is the leading concern, the
Review Packet is sent to the Speech Language
Pathologist (SLP).

If items are missing, incomplete, insufficient or
interventions will continue, the RTI Team can
resubmit after corrective actions or interventions
are completed.

will be done in a timely manner.
If an ERCC Meeting is recommended, the
scheduling of the ERCC meeting is the
responsibility of the student’s RTI/SIT
Chairperson.
