To Whom It May Concern:
By way of introduction, High End Alternative Energy (HEAE) and High End Inspection & Forensic Testing (HEI&FT) are divisions
of High End Group, Inc. (HEG), a management consulting firm specializing in management, marketing, sales, inspection and
forensic testing.
Before product is marketed on our HEAE website, it is first thoroughly tested by HEI&FT, an independent 3rd party inspection
& testing agency, to determine product integrity. (Reports can be viewed on the HEAE website: www.HighEndAlternativeEnergy.com).
Please notice the reports have supportive data, make specific recommendations in operation and design changes and are
brutally honest, but the numbers are the numbers and the facts are simply the facts.
For over 8-years, HEI&FT has worked closely with Global Energy International, LLC (GEI), owned by Arnie Boyle (of 1950/60s
custom hotrod car fame), in development of hydrogen generation systems and, among other findings, have found that GEI H2
Generation Systems are manufactured of the highest quality stainless steel material (rather than plastic), have no moving
parts and therefore are long-lasting. They are stable in operation and produce a consistent sustainable increase in
mileage/fuel economy, usually double or triple the mileage/fuel economy, depending upon the engine as well as reducing or
eliminating harmful emissions.
First, the good news: GEI has now reduced harmful emissions to Zero. That’s right, Zero with a capital “Z”!
The Crown Vic State of California Certified Emissions Test results (as posted on our website: 2005crownvicsmogtestwithhyd-01) show
that GEI technology has reduced harmful emissions to an astonishing Zero!
Also recently, HEAE successfully attained authorization from the Bureau of Franchise & Taxicab Regulation (BFTR), Los
Angeles Department of Transportation (LADOT) to install GEI Hydrogen Systems on City of LA Franchised Taxi cabs!
Although we have tested other H2 products, so far only one meets with our standards; Global Energy International, LLC. (This is
further explained in the Product Performance Exhibit A included herewith.)
Testing has sometimes been a bit difficult, in that over an 8-year period, there are so many incarnations it’s hard to put a
number on them. Meaning GEI, a well spring of future innovations, often moves technology forward so rapidly we’ve
sometimes been backed up with 3 or 4 new innovations that a-wait testing before we have been able to complete the model
being tested at the time!
GEI Hydrogen Generation Systems, as currently pre-set, run gasoline or diesel engines on about 65% hydrogen with a small
amount of gasoline (about 35%) used as an additive to the hydrogen. Current legislation requiring catalytic converters
preclude running vehicles on 100% hydrogen. (The catalytic converter engine management computer system interferes, thus mitigating the
full potential of the hydrogen).
However, we are working on getting an EPA/CARB exemption, if not eventually ultimately changing the legislation.

Zero Sum Gain: Explained in Product Performance Exhibit A.
Hydrogen actually burns much hotter than gasoline or diesel, but due to the “flame speed” being so much faster, it doesn’t
have time to develop that heat, resulting in the engine actually running cooler, thus contributing to longer engine life.
This results in an almost 100% burn of the conventional fuel, thus using that energy in addition or coupled with the hydrogen
energy. Without hydrogen, one only captures a little over 30% of the energy from conventional fuel, the rest becoming carbon
build-up in the engine, the majority in harmful emissions released into the atmosphere. But, due to the instant/momentary
heat and flame speed of the hydrogen GEI Systems are able to capture nearly 100% of that energy, cleaning the engine,
reducing dependence on foreign oil, eliminating carbon build-up, harmful emissions and cleaning the atmosphere.
GEI Hydrogen Generation Systems use exclusively “free-flowing” hydrogen in its natural “non-pressurized” form, so there is no
danger of explosion, such as with so-called hybrids that use highly pressurized liquid hydrogen, requiring extremely dangerous
on-board storage tanks and costly, hard to find refueling infrastructure, likely to take 50-100-years to construct. GEI Hydrogen
Systems require no refueling infrastructure, no battery recharging and are unlimited in driving range; just add water!
Except for a small water tank, GEI Systems require no on-board storage. The hydrogen is safely stored in the water, no more
dangerous than the hydrogen stored in a glass of drinking water. When the engine is started hydrogen is produced on-board,
ONLY in the amount necessary to run the engine; when the engine is stopped, there is no more hydrogen production, thus,
Hydrogen on Demand!
Which fuel is more dangerous, free-flowing hydrogen, gasoline or diesel? Due to the “flame-speed,” free-flowing hydrogen can
actually be ignited without harm right in the palm of your hand! Try that with just a quarter teaspoon of gasoline or diesel in
your hand and you’ll quickly find out which is more dangerous! (Please do NOT ignite gasoline or diesel in your hand; you will be
severely burned to the bone!)
When free-flowing hydrogen ignites, the hydrogen and oxygen atoms are re-combined into H2O (water), so one must
remember, when igniting free-flowing hydrogen they may be in danger of, . . . . . getting wet!
While major energy companies are frac’ing the earth, destroying our drinking water, building a bridge back to the 19th century,
thinking in terms of only a 100-year supply of natural gas beneath the surface of the earth, we say, when you look at the
oceans, any body of water or even a glass of water in your hand, rather than just seeing ordinary water (H2O), fully realize you
are looking at 2/3s renewable stored hydrogen energy, in virtually unlimited quantity, millions of years supply can be
produced from ordinary sea water and the water is recyclable!
Just think, no more frac’ing the earth, destroying our drinking water, no more mining disasters, oil spills or nuclear disasters!
Rather than a petro-economy we will transition to a hydrogen economy; the technology is here and the future is NOW! And,
THAT’s the way of the future!
In the finale analysis, Global Energy International has created the premier state of the art hydrogen generation systems. To be
certain, even as I write, there are incredible new innovations in energy technology being developed, even in someone’s
garage. But, such technology will take 40-100-years to develop. In the meantime, free-flowing hydrogen is here now.
Does Hydrogen work? It’s been putting the space shuttle up for over 30-years; Detroit and Japan are selling hydrogen hybrids.
Because of Global Energy International technology, we believe they are unquestionably the world’s leader in H2 production
and will revolutionize energy world-wide!
In closing, I can state with certainty, given over 8-years of research and extensive testing of Global Energy International

In searching the Internet, one will find many similar products and, despite the bad rap, in all fairness, several of them actually do
work. The problems being that most are made of plastic, only produce from ½ to 4 or 5 liters of hydrogen per minute (ltr pm), not
enough to really do much and the electrodes corrode, which unfortunately sometimes results in giving GEI product a bad rap.
We found a couple that “claimed” to produce “as much” or “up to” 6-8 ltr pm and one claiming to produce “as much” or “up to” 25
ltr pm; the operative words being “as much” or “up to,” a dead give-away as to actual real-world performance and besides being
made of plastic, ‘are too large in size to practically be installed in most vehicles.
A single GEI reactor produces from 10-13 ltr pm. For instance, a triple reactor system (such as in the Mercedes Benz) produces 28-39
ltr pm; the more reactors, the more hydrogen. Industrial applications, such as power plants, ships, etc., produce much greater
amounts of hydrogen as required by the design.
Early on, GEI electrodes also corroded, but due to GEI advanced technology, a special proprietary water formula based on distilled
water was developed that works adjunct to special alloy stainless steel electrodes, which not only solved the problem, but extracts
more than three times the amount hydrogen from a gallon of water as can be extracted from a normal gallon of water without the
GEI proprietary water formula. Obviously, this gives GEI a massive competitive edge! Depending upon the engine size, about 1,000miles can be realized on a single gallon of GEI formulated water. (See It’s the Water: http://highendalternativeenergy.com/its-the-water/

Apparently other products do not have an Executive Order (EO) from the California Air Resources Board (CARB). If they did it would
seem they would most certainly post it prominently on their websites. Although not necessary for other states or countries
throughout the world, GEI has their CARB EO for Off-Road Engines, proving the product actually works in engines and it is safe, in
that the product must be proved safe in order for the CARB to issue an EO.
GEI is currently in the process of a feasibility study to attain their CARB On-Road EO, Verification & Certification for Gasoline & Diesel

As but one example of GEI product performance, the Mercedes C280 (oft’ considered to be a banana slug on the highway) has been
running on hydrogen for two years, upcoming April, 2012. Hydrogen increased power by over one third and delivers slightly over
105% increase in mileage/fuel economy. Crunching the numbers, based on $4/gal. of conventional fuel, that shakes out to the
equivalent of about $1.85/gal. The icing on the cake being that hydrogen cleans the carbon from the spark plugs and engine,
reducing maintenance and increasing engine life, while reducing harmful emissions to practically zero!
Tested in its “worst gross polluter” condition (before tune up), the mileage without hydrogen had dropped to only about 14 mpg.
Now, with Global Energy International technology, the Mercedes gets a consistent 28mpg/city – 55mpg/freeway.

Zero Sum Gain: In producing energy from one source to another there is always an unavoidable loss in energy. For instance, in
producing electricity in a hydro-electric dam, in over simplistic terms, there is a tremendous amount of energy stored in the water
behind the dam. This water energy rushes down into the bottom of the dam and turns a water turbine, where the water energy is
changed to water turbine energy and therein lay the first loss of energy.
The water turbine energy then turns an electrical generator and therein lay the second loss of energy. The electrical generator turns,
creating electricity AND creating yet another loss in energy; each loss cumulatively reducing the original amount of energy within
each previous part of the process.
If there were only a way to change the energy stored in the water behind the dam directly into electricity, there would be no loss of
energy and an even more incredible amount of electrical energy could be produced. One might call it akin to perpetual motion!
But, unfortunately, that’s just not possible; each time the energy changes forms, there is a net loss, perhaps incorrectly referred to
as a “zero sum gain.” It would seem more accurate to refer to it as a “negative sum gain!”
In consideration of all the energy expended in the production of gasoline, diesel, natural gas, propane, dynamite and even nuclear
power, when adding up all the energy expended in production, there is a cumulative negative sum gain, resulting in nothing more
than “stored energy” and such is the case in producing hydrogen.
The engine alternator produces electricity that charges the battery, where there is a loss of energy. The battery energizes the
electrodes in the hydrogen reactors; ‘another loss of energy. The electrodes crack the water molecule into hydrogen and oxygen
atoms and what do you have? ANOTHER net loss of energy resulting in nothing more than “stored energy!”
Thus, in producing hydrogen, there is not just a zero sum gain but indeed a negative sum gain!
So, where’s the payoff? What to do with all that stored energy; the energy stored in the gasoline, the diesel, natural gas, propane,
dynamite and uranium?
In order to realize ANY of that stored energy, one must “ignite” the fuel!
And, so it is with hydrogen.
Whenever anyone says there is a zero sum gain in producing hydrogen, they are forgetting the most important part of the equation;
IGNITING THE HYDROGEN!!!!!!!!!!!!!
