Annex 2 – Generator specification

Operating in prime/continuous mode
1) Scope of Work
 The scope of work in this tender shall include, but is not limited to, Design, Manufacture, supply,
inspection and factory testing before dispatch and delivery to the border crossing point at Baba Al
Hawa of the following:
o Any combination and number of diesel generator sets capable of providing at least the
powers specified above
o Diesel generator auxiliary panels in sound-attenuated, weatherproof enclosures
 A package of spare parts for each diesel generator set will also be provided for a period of two (2)
years taking into account the specifications mentioned herein. The details of these will be included
in Annex 1 in each separate tab.
 A comprehensive tool kit should be provided for each generator to enable regular maintenance and
repair to be carried out for all likely scenarios for at least a two (2) year period. The details of these
will be included in Annex 1 in each separate tab.
 Submissions shall include the following information:
o Outline drawings of assembly
o Shop drawings showing plan and elevation views with dimensions
o One line diagrams and wiring diagrams for assembly and components
o Technical data on all major components
o Certification of the emissions performance of the generator set engines by the engine
manufacturer
o Test reports and certifications
o Factory Test procedures
o Operating and maintenance data
o Manufacturer’s product literature and performance data
o List of relevant standards to which the components adhere to
o A detailed list of previous clients to which the supplier has supplied the same or similar
diesel generator sets
o Expected Delivery Timing to the border crossing at Baba Al Hawa
o Details of available warranty on all parts provided under this offer
 The technical and operating data for each generator set shall, show, as a minimum, the
characteristics specified in Annex 1. This can be provided by the prospective supplier in their
product catalogue or as a separate document as part of the offer.
2) Warranty
 The manufacturer’s standard warranty shall not be for a period of no less than one year from date
of initial delivery of the system. Running hours shall not be a limiting factor for the system warranty
by the manufacturer.

4) Technical Specification
i)




General
Work covered by this contract shall include design, manufacture, supply, transportation, delivery,
testing and commissioning of diesel generator sets and auxiliaries required for continuous power
generation.
The generator sets shall operate at 1,500rpm, three phase, 4-wire, 50 Hertz with various maximum
power outputs, ranging from 30kVA to 700kVA, at 0.8 power factor operating under continuous
mode under the site conditions mentioned above.
The generator sets shall consist of a diesel engine directly coupled to an electric generator,
together with the necessary control panel, battery, diesel tank, etc. and accessories to provide
continuous power for up to 22 hours per day, 365 days per year.
The generator sets shall be designed to allow operation at full-rated load in an ambient
temperature under site conditions, based on the extreme ambient conditions.
ii)
Standards
 All electrical controls will adhere to International Protection Rating IP66, as specified in
International Standard IEC 60529 (Ed. 2.1)
 A list of relevant standards to which the generator set conforms shall be provided by the potential
supplier with the offer
iii)
Diesel Engine Generator Sets
 The Diesel Generator Sets shall be provided of required power as stated above in continuous mode,
for use of up to 22 hours a day under the site conditions mentioned above. The engines shall be
four-stroke, radiator and fan-cooled or water-cooled, complete with, where available, a mechanical
governor control system with integral air intake through suitable air filters and exhaust system,
speed regulation system, fuel injection system, lube oil system, cooling water system, silencers,
self-contained piping, instruments and mounted on anti-vibration mounts, with the following
characteristics:
o Turbo-charged, multi-cylinder, four (4) stroke, cold starting
o Engine speed 1,500rpm
o Overload capacity of 10% for one hour in every 12 hours of operation; and 300% of rated
output current for 10 seconds
o Engine cooled with an integral unit-mounted radiator, fan, water pump and closed coolant
recovery system, providing visual means to determine if the system is operating with a
normal engine coolant level. The radiator shall be designed for satisfactory operation in
ambient temperatures as low as -4oC and as high as 50 oC
o Replaceable intake air filter with easy access.
o Fuel pressure lubrication supplied by a positive-displacement oil pump
o Replaceable oil filter with internal bypass
o Flexible fuel hoses, engine coolant and oil discharge valve extensions to enable convenient
engine servicing
o Fan guard installed for personal safety
o

Replaceable fuel filter
An engine fuel system designed for operation using very low quality diesel fuel. A primary
fuel filter, water separator with glass bowl, manual fuel priming pump and fuel shut-off
solenoid and all piping shall be installed in the fuel inlet line to the engine as part of this
contract.
An integral standard skid type fuel tank shall be provided within the generator, allowing 1824 hours of operation at full-rated load. The fuel tank shall be a dual wall tank, and shall
include an interstitial leak detector to provide notification of the presence of fuel in the
interstitial space. This detector shall be wired to the safety shutdown monitoring system
and shall have a dedicated indicator light. The tank will incorporate an integral fuel pump
and motor.
iv)
Engine Mounted Instruments Panel
 A flexibly-mounted instrument panel on the engines shall be complete with the following, as a
minimum:
o Emergency Stop Switch
o Reset Switch
o Analogue voltmeter, ammeter, frequency meter and kilowatt meter, with appropriate
warning markings for excessive readings
o Display Indicating (as a minimum):

Weatherproof enclosure
 The diesel engine generators shall be factory-enclosed in a standard steel enclosure. The enclosure
shall have large, removable and hinged-access doors to allow complete access to the engine,
alternator and control panel. Each door shall be fitted with stainless steel, lockable hardware with
three sets of identical keys, and shall include retainers to hold the door open during service.
Openings shall be screened to limit access of rodents into the enclosure. The enclosure shall come
equipped with a heater for the prevention of condensation within the enclosure, and pre-installed
lifting eyes to enable movement of the whole unit.
vii)
Remote Communication
 The generator set shall be provided with a network communication module to allow real-time
communication with the generator set control by remote devices. The control shall communicate
all engine and alternator data; alarm, shutdown and status conditions.
viii)
Display/Manual Language
 All display items shall, wherever possible, be in the Arabic Language.
5) Factory Testing
 The generator set manufacturer shall perform a complete operational test on the generator set
prior to shipping from the factory, for which a certified test report shall be provided. All testing
shall be performed with calibrated metering. This factory testing may be witnessed by the client,
given a minimum of two weeks’ notice.
 Generator set factory tests on the equipment shall be performed at rated load and rated power
factor, as well as 1.0 power factor. Tests shall include, but are not limited to: run at full load,
maximum power, voltage regulation, transient and steady-state governing, and function of safety
shutdowns.
 A certified test report, in English, shall be provided documenting the results of these tests.
6) Spare Parts & Tool Kit
 A package of spare parts for each generator for a period not under two (2) years shall be provided
with the generators. A list of recommended spare parts, taking into account the conditions
specified above, shall be supplied with the offer.
 A comprehensive repair tool kit, suitable for usage for all potential service and maintenance issues,
shall be provided with the generators and the list of its contents provided herein.
 A service schedule shall be provided, detailing maintenance required, and shall be in the Arabic
Language, where possible
 Service Manuals detailing operating instructions, a parts book, preventative maintenance
instructions, routine test procedures, troubleshooting chart and wiring diagrams shall be in the
Arabic Language, where possible.
