The regular meeting of the Boyle County Fiscal Court as held on the 14th day of July, 2015 at 10:00 a.m.

Members present at the meeting were:

Ron Scott, Danny Lay, Bethany Rogers, Lyle Hanna, Matt Callahan, Mary Beth Touchstone, Tom Poland,

Jennifer Kirchner, Mary Lawrence and Todd Kleffman.

Judge McKinney called the meeting to order. Magistrate Burke gave the invocation.

Al Cooper, 34 years of service in the military, led the Court in the Pledge of Allegiance. Judge

McKinney made the motion to bestow the title of Honorary Magistrate upon Mr. Cooper. Magistrate Hendricks seconded the motion. The motion passed with all members voting in favor.

Lyle Hanna, Hanna Resource Group, updated the Court on the progress of the employee pay scale analysis project. Mr. Hanna explained the components that are used when doing an analysis. They look at employee job descriptions, management skills and market data and how it compares to surrounding “like” counties and charitable organizations. The pay scale analysis is then rated as to low, mid and high ranges.

The final report should be finished and presented to the Court prior to January 1, 2016.

Judge McKinney introduced Mayor Mike Perros and City Manager Ron Scott as special guests. Mr.

Scott addressed the Court concerning Weisiger Park improvements. Some items for consideration include an interactive water fountain, expansion of the gazebo, updated electricity and landscape improvements. All improvements and changes are targeted to be completed before June 2016. The next Weisiger Park planning meeting will be held on Monday, July 20, 2015 at 5:30pm.

Judge McKinney presented the minutes from the April 7th and May 12 th meetings. Magistrate

Sammons made the motion to approve the minutes. Magistrate Mayes seconded the motion. The motion passed with all members voting favor.

EMA Director Mike Wilder presented an update on the severe weather damage. There are trees and limbs down due to high winds and hail. There were generator problems for repeaters and the 911 Dispatch

Center siren did not activate. Public Works Director Duane Campbell interjected that there were 22 County roads affected by the storm. All are now passable and clean up will continue. More rain is expected for tonight.

Public Works Director Duane Campbell discussed the Flex Fund Road List. The flex funds, in the amount of $50,000.00, will be used on rural secondary roads for additional resurfacing. The list includes Briar

Cliff Road, North Whites Lane and Mill Lane. Magistrate Mayes made the motion to approve the Flex Fund

Road list for resurfacing and authorize Judge McKinney to sign all pertinent paperwork. Magistrate Hendricks seconded the motion. The motion passed with all members voting in favor.

Public Works Director Duane Campbell discussed the Discretionary Fund Road List. The proposed list of roads with partial resurfacing or patching include Upper Salt River Road, Worldstown Spur, Wards Branch

Road, Craintown Road and Whites Road. Magistrate Coffman made the motion to approve the discretionary funds for resurfacing and authorize Judge McKinney to sign all pertinent paperwork. Magistrate Caywood seconded the motion. The motion passed with all members voting in favor.

Public Works Director Duane Campbell discussed the 80/20 Bridge Replacement program with the

Court. The bridges on Cash Road, Mitchell Lane and Craintown Road (at the County line) will be replaced.

Magistrate Mayes made the motion to approve the 80/20 Bridge Replacement program list. Magistrate

Sammons seconded the motion. The motion passed with all members voting in favor.

County Treasurer Mary Conley requested approval of the state price contract for the LGEA project.

Magistrate Sammons made the motion to approve the state contract price for bridge repair. Magistrate

Caywood seconded the motion. The motion passed with all members voting in favor.

Public Works Director Duane Campbell presented the Service Controls HVAC contract extension. The current contract will be extended for three (3) months. Magistrate Mayes made the motion to approve extending the current HVAC service contract for three months. Magistrate Sammons seconded the motion.

The motion passed with all voting in favor.

Public Works Director Duane Campbell requested permission to bid for Courthouse carpet. AOC has approved the new carpeting. Magistrate Caywood made the motion to approve advertising bids for the carpeting. Magistrate Mayes seconded the motion. The motion passed with all members voting in favor.

Public Works Director Duane Campbell requested permission to advertise bids for a new dump truck.

Magistrate Caywood made the motion to approve advertising bids for a dump truck. Magistrate Hendricks seconded the motion. The motion passed with all members voting in favor.

Dan Turcea, Animal Control Director, informed the Court concerning a new hire. He recommended that

Jimmy Davidson be hired to replace Loren Estes. His position will be a permanent part time animal cleaner.

His salary will be $8.00 per hour and immediate start date. Magistrate Burke made the motion to approve the hire of Jimmy Davidson. Magistrate Coffman seconded the motion. The motion passed with all members voting in favor.

Dan Turcea, Animal Control Director informed the Court concerning truck bids. One bid from

Stuart Powell Ford in the amount of $23,063.00 was received. The budgeted amount for the truck is

$27,500.00. An additional camper top will need to be purchased. Magistrate Sammons made the motion to approve the bid from Stuart Powell Ford for the purchase of the truck and approval to write the check upon delivery. Magistrate Mayes seconded the motion. The motion passed with all members voting in favor.

Solid Waste Coordinator Donna Fechner informed the Court concerning the Household Hazardous

Waste grant. The grant is in the amount of $14,000.00. She requested permission to send out the proposals for bid. The date has been set for November 7 th at the fairgrounds. Magistrate Sammons made the motion to approve bidding proposals for the Household Hazardous Waste grant. The Contractor will remove all waste collection and be on call for emergency spills. Magistrate Burke seconded the motion. The motion passed with all members voting in favor.

Solid Waste Coordinator Donna Fechner informed the Court concerning the State Waste Tire

Collection. The tire collection will be held at the State Highway Department on October 15-17. Magistrate

Hendricks made the motion to authorize Judge McKinney to sign any and pertinent paperwork associated with the tire collection. Magistrate Caywood seconded the motion. The motion passed with all members voting in favor.

Solid Waste Coordinator Donna Fechner informed the Court on the upcoming deadline for the solid waste hauling contract. Judge McKinney requested that a special meeting be set for July 20 at 9:00 a.m. The request for proposals will be discussed.

Judge McKinney presented the second reading of the Soil Conservation District budget to the Court.

Magistrate Caywood made the motion to approve the second reading. Magistrate Mayes seconded the motion. The motion passed with all members voting in favor. The Ordinance will be recorded in the County

Clerk’s Office.

Jailer Harmon requested permission to advertise for a new jail van. The item is budgeted at

$38,250.00. Magistrate Coffman made the motion to approve advertising for bids and comparing bids to the state price contract. Magistrate Hendricks seconded the motion. The motion passed with all members voting in favor.

Jailer Harmon gave the joint jail update. The inmate ratio will be calculated between Boyle and Mercer at 65/35 respectively. Magistrate Mayes made the motion to approve the ratio. Magistrate Coffman seconded the motion. The motion passed with all members voting in favor.

Jailer Harmon informed the Court concerning the jail video arraignment equipment purchase. There are two options to consider. One is to fix the current equipment, which may not be compatible, at a cost of

$11,804.00. The second option is to purchase the updated equipment at a cost of $14,589.00 plus an additional service cost of $865.00. Mr. Harmon recommended purchasing the new equipment. Magistrate

Sammons made the motion to purchase the new jail video arraignment equipment at a cost of $14,589 and include the service cost of $865 per year. Magistrate Hendricks seconded the motion. The motion passed with all members voting in favor.

County Treasurer informed the Court concerning HRA premium transfers. Employees that are covered by a spouse’s insurance plan can opt out of the County employee insurance plan and participate in the health reimbursement fund. Currently, there is a $50,000.00 surplus in the HRA account. Mrs. Conley would like to pay the premium payments from the surplus fund and not the individual County, Jail, Road and EMS accounts.

Magistrate Mayes made the motion to authorize payments from surplus for HRA premium payments and not make transfers. Magistrate Sammons seconded the motion. The motion passed with all members voting in favor.

Bethany Rogers, Heart of Danville, informed the Court concerning tax credit awards. The Kentucky

Heritage Council awarded $62,345.00 to the County in tax credits. The tax credits will go into the endowment after paying expenses. Magistrate Hendricks made the motion to authorize bidding out the sale of tax credits to the financial institutions. Magistrate Sammons seconded the motion. The motion passed with all members voting in favor.

The May 2015 financial statements were submitted to the Court. The Court acknowledged receipt of the reports.

County Treasurer Mary Conley requested approval for the General Obligation Bond Issue expenses.

The Bond Counsel Services and the Professional Services will be paid out of the Cost of Issuance Fund. The

Perfection Group Draw #1 Reimbursement will be paid out of the Construction Fund. Magistrate Mayes made the motion to approve the payment of expenses. Magistrate Sammons seconded the motion. The motion passed with all members voting in favor.

Magistrate Sammons discussed the Helping Hands brochure.

Magistrate Mayes made the motion for the Court to go into Executive Session to discuss property acquisition. Magistrate Caywood seconded the motion. The motion passed with all members voting in favor.

Magistrate Caywood made the motion to return to open session with no action taken. Magistrate

Hendricks seconded the motion. The motion passed with all members voting in favor.

County Treasurer Mary Conley explained the payment to Grider Furniture in the amount of $1,000.00.

Mr. Grider paid a bond for a Going Out of Business Sale approximately three years ago. He has requested that the bond be refunded to him as pursuant to statute of limitations.

County Treasurer Mary Conley requested the following transfers, Joint Jail $123,500.00, Joint Jail Debt

Service $14,474.15 and EMS $26,083.84.

Magistrate Coffman made the motion to pay the bills, approve the transfers and adjourn. Magistrate

Caywood seconded the motion. The motion passed with all members voting in favor.
