Welcome Remarks and Determination of a Quorum
The meeting was called to order at approximately 10:00 a.m. by Chairman Davis upon confirmation
that a quorum was present. There were 13 members present in person, 2 present by phone, and 8
absent.
A motion was made by Scott Field, seconded by Scott Kellar, to approve the January 13, 2014 meeting
minutes. There was no additional discussion. All voted aye; motion approved.
Briefings and Presentations
a. Colorado Association of Police Chiefs, Dwight Henninger
i. Gave a brief overview of the organization; primary mission is to be the voice for law
enforcement.
ii. Their annual conference is being held in June.

Old Business
a. Update on Flood Recovery Efforts
i. $50 million in public assistance projects have been written so far.
ii. Damages exceed $3.2 billion; approximately $1.1 billion in aid has been identified thus
far.
iii.
There is going to be a forum on spring runoff in March.
b. Update on Emergency Management Conference
i. Approximately 400 people are attending this year − three hotels are being utilized to
accommodate everyone. There are 32 vendors.
ii. HSAC members are only staffing the HSAC booth during breaks. A schedule was
provided for those who are staffing the booth.
iii. Mike Gavin will provide an overview of the Strategic Plan during opening remarks due
to time limitations.
c. Additional information was requested on IP Gateway. Jory Maes will provide information as it
becomes available.
New Business
a. Chairman Davis stated that members of HSAC are eligible to obtain secret clearances if they
don’t have them already. Once obtained, members will be able attend classified briefings at
the CIAC. The FBI and NCTC also do briefings at the CIAC. Briefings are now held once a
month in the afternoon. The next briefing is February 26 at 1:00 p.m.
b. Legislative Update, Kevin Klein
i. HB14-1004: Would eliminate the Colorado Emergency Planning Commission and
transfer its responsibilities to DHSEM. It would also give the governor the ability to
provide financial assistance before a federal disaster declaration.
ii.
SB14-127: Statewide Radio Communications New Committee and Report – Directs the
executive director of the department to undertake a needs assessment and formulate
a business plan, in consultation with the subcommittee, regarding statewide radio
communications and to report the findings to the joint budget committee prior to
2015.
c. Risk-based Formula Strategies, Ezzie Michaels, Dana Reynolds, and Bruce Holloman
i. See attached documents (presentations).
ii. Numerous concerns were expressed over the risk-based formula. Chairman Davis
stated we need to spend some more time working on the formula and develop a
subcommittee to discuss it in greater detail. Dana Reynolds disseminated an email on
creating an ad hoc task force to discuss and make recommendations for the proposed
risk-based formula.
d. CIAC Update, JP Burt
i. The CIAC will be getting an intelligence analyst from the Department of Homeland
Security (DHS). As of now, there are only four DHS intelligence analysts for the 78
fusion centers. They will be writing products for the CIAC. The tentative start date is
the end of February.
e. Restructuring of DHSEM, Kevin Klein
i. The leadership team is still working on the reorganization. The goal is to balance the
Division to avoid overlap. An official announcement is planned for the Emergency
Management Conference.

b. Upcoming HSAC meetings – March 10 and April 14
