FEMA Mission Assignment Roundtable









States need EPA/CG on site pre landfall planning. Potential under FOS or surge staffing.
States need EPA/CG immediate assistance after incident
Commonly done under a FEMA T.A. in the past
PMSA with CG (Clean hands/dirty hands). Most work previously done under a TA now seen as
“dirty hands” should have been under DFA
FEMA agrees they have to do a better job of sharing more information
Direct federal assistance kicks in after a declaration
States are concerned about the lag in time between assistance and incident
Can EPA/CG participate in PDA activities and share that info with States?

o HQ method for responding to disasters is about to change – type 1 incidents, FEMA HQ
will be sitting in IMAT. Full National Response Supervision will be heading the response.
Responses will no longer be managed at a Regional level.
o Lots of changes since Hurricane Sandy (Sandy Recovery Improvement Programs) – Tribal
nations can now ask for declaration of emergency; more Public Relations/ Assistance to
disaster survivors.
o Policy changes coming soon as a result of Sandy Recovery Improvement Programs
o Bruce Kinney retiring 9/7 – looking for a suitable replacement
o Regional Interagency Steering Committee meeting 10/28-29 2013 at GA Tech

implement requirements. We should reach out to them.
Increased lifespan for E-Plan. Seek comments from V. Weeks.
