OPERATIONS PLAN
In addition to this plan, Fire Department personnel will refer to the following Standard Operating
Procedures:


600-112 Storm Preparedness Guidelines
600-108 Condition 4 Procedures
CONDITION 5: Tropical Weather Outlook – Monitoring Tropical Activity
 Review Disaster Plan with Command Officers, including specific duties and
responsibilities and possible alternatives in the event of an emergency.
 EM Planner will ensure that the Pinellas County Hurricane Guides are distributed
throughout the following departments: City Hall, Technical Services, Library, Police
Department, and all Fire Stations.
 Check all portable generators and communications equipment and perform
maintenance as needed.
 Supply clerk to check water and non-perishable food supplies in Hurricane Storage at
Station 33.
CONDITION 4: Hurricane Alert-Advisory Indicating Potential Threat
 Provide storm updates to office staff.
 Office staff to handle inquiries from the public regarding storm preparation
 Initiate check of all apparatus and service vehicles.
 Review all response areas for high water routes.
 Check all storage for operating supplies.
 Check all batteries and emergency systems.
 Initiate area clean-up at station sites.
 Recheck all medical supplies, stock, and availability.
 Recheck all communications equipment and recharge extra batteries in storage.

CONDITION 3: Hurricane Watch – Landfall Minus 48 to 36 hours
 Begin to secure all Fire Department facilities to protect records, equipment, and
supplies from potential water damage. Where possible, store records in a safe location
to reduce the threat of water damage.
 Notify all on-duty personnel of specific assignments.
 Suspend non-emergency services (training, inspections, public education, etc.)
 Fuel all vehicles and top off all tanks, including generators, pumps, boat motors, spare
fuel cans, etc.
 Initiate combined parking of fire and special apparatus at station areas.
 Review Special Needs procedures and update files as needed
 All off-duty department personnel placed on standby for recall. Rotation schedule for
added staffing established.
 Supply clerk and/or Director to purchase supplies per Hurricane Food List.
CONDITION 2: Hurricane Warning - Evacuation Order- Landfall Minus 36 to 24 hours
 Review staffing needs and availability of emergency critical employees
 Non-critical employees should be released to begin personal/family preparedness
 Off-duty employees should call into the PPFD Storm Information line (727-369-0696) for
updates and instructions
 Evaluate and release critical personnel as appropriate for personal/family preparedness.
 Start storing water at designated areas.
 Cover all exposed windows and doors.
 Retrieve water and non-perishable food supplies from Hurricane Storage and distribute
to stations.
 Retrieve “saw kits” from Station 35 loft and distribute to stations.
 Recheck batteries and communication equipment.
 Recheck fuel supplies.
 Open UOC and begin preparations for activation.
 Take UOC front desk phone off forward.
 Begin pre-evacuation calls to special needs residents.
 Inspectors' vehicles returned to Administration for assignment.
 Supply Clerk and/or Director to complete purchase of supplies per Hurricane Food List.
 Fire Chief and Deputy Chief attend meeting or conference call of County ROC Group if
requested.
 Upon notice of an Evacuation Order from the County, initiate Special Needs Evacuation
Procedures.
CONDITION 1: Landfall Minus 24 to 12 hours
 Complete collection of water, food, and toilet items.
 Continue Special needs Evacuation Procedures

District Chief/EMS to check open shelters for adequacy of medical support.
Relocate motors, apparatus, and generators to designated areas as required.
Recheck communication equipment and batteries.
Recheck fuel supplies.
Fire Chief and Deputy Chief report to EOC.
District Chief/EMS and District Chief/Training to Station 33-UOC.
Implement Task Forces as needed, based on service demands.
o Task Force Implementation (Condition 1)
 All Task Forces to be deployed and staffed as needed.
 Task Force response in operation, as needed, based on intensity of storm
 Field Command coordinated by Deputy Fire Chief/Operations.
 Operations governed by Fire Department SOP 600-5 (Adverse Weather).
 Minimum Task Force Size - 2 units (Both of which must have fire pumps and
tanks and one of which must have Advanced Life Support capability.)
 A commander for each task force is to be identified and assigned.
 Additional equipment and personnel held in reserve (assigned as required).
LANDFALL MINUS 12 TO 0 HOURS
 Ensure all special needs evacuations have been completed.
 Fire and Police responses will be coordinated with EOC by call priority.
 Emergency response vehicles will be taken off the road at 40mph sustained winds.
 All essential personnel report to station or assigned shelter upon sustained winds of 40
mph or upon recall.
POST STORM / RE-ENTRY
 Assess current condition of respective personnel, equipment, and property.
 Report conditions to UOC.
 Once conditions are considered safe, begin Initial damage assessment of critical facilities
and assigned grids.
 Maintain control of apparatus and personnel.
 Search and rescue of storm victims.
 Request mutual aid, if necessary.
 Begin cleanup.
 Initiate repairs.
 Maintain comprehensive record system.
 Release personnel on rotating basis after recording all pertinent payrolls and other
necessary information.
