DRAFT – 6/8/2010
MEMO TO: Faculty Senate and PSU Faculty
FROM:
Sherril Gelmon, PSU Faculty Representative to PSU/OHSU Strategic Partnerships Task Force
RE:
Input on Academic Collaborations Matrix
The Academic Subcommittee of the PSU/OHSU Strategic Partnerships Task Force has been working on building a matrix of various
kinds of academically-related collaborations that either already exist or are being suggested as potential future collaborations.
The information that the subcommittee has assembled is based on submissions from faculty as well as points raised at various public
meetings. Given the amount of information covered, it is impossible to offer every detail on every item, so most points are listed very
briefly.
Please review the matrix, and offer any editorial comments (additions, clarifications, corrections) – ideally using the “track changes”
function in word. Send your comments to Sherril Gelmon (gelmons@pdx.edu) by July 1, so that she can synthesize the additions and
ensure that the version of the matrix that is incorporated into the Task Force report represents a broad range of input. We realize this
will probably never be a complete document, but would like to reflect as much information as possible.
The Task Force will be developing a draft report over the summer, and will soon announce the date of a public hearing to discuss the
report. This hearing will be held in September after faculty return to campus, and the report will be made available in advance.
Thank you in advance for your input.

Potential Barriers
Recommendation/Feasibility/Risk (cost)
Administrative issues (including:
tuition disparity, transfer of
credits) current teaching load of
PSU professors, clinical/research
obligations of OHSU professors,
faculty members receiving the
correct credit at their home
institution
Establish models for administrative issues based
on existing programs (i.e. collaborative masters
in public health, nursing model of Oregon Center
for Nursing Education).
OHSU graduate students and post-docs
teaching/mentoring in education at PSU
PSU students mentoring at OHSU
PSU graduate students have
teaching assistantships as part of
tuition reimbursement
Organizational issues of tenure,
contracts, union, shared
governance, representations
Different registration and financial
aid systems, learning management
platforms, and budgetary
structures and processes all make
it difficult to design and delivery a
joint program.
Joint shell/model for financial and administrative
issues.
Create clearinghouse made up of representatives
from both institutions to go through potential
overlap and gaps in course offerings
Linkages and articulations with community
colleges (health workers, bachelor’s degrees, prehealth professions)
Would need to develop a system of prioritizing
PSU students to teach but offering any remaining
spots to OHSU students
