CHAPTER
OF THE
KITTY HAWK AIR SOCIETY

Article I – Organization
Section 1. Name: This organization will be known as the Lt Gen Susan J.
Helms Chapter of the Kitty Hawk Air Society. It is named in honor of
Retired U. S. Air Force (USAF) Lt Gen and NASA Astronaut Susan J.
Helms (SJH), whose actions and service paved the way for space exploration
and demonstrates the Air Force Core Value of “Excellence in All We Do.”
General Helms was commissioned from the U.S. Air Force Academy in
1980. She has served as an F-15 and F-16 weapons separation engineer and
a flight test engineer. As a flight test engineer, General Helms has flown in
30 types of U.S. and Canadian military aircraft. She has also served as
project officer on the CF-18 aircraft as a U.S. Air Force Exchange Officer to
the Canadian Aerospace Engineering Test Establishment.
Selected by NASA in January 1990, General Helms became an astronaut in
July 1991. On January 13, 1993, then an Air Force major and a member of
the space shuttle Endeavour crew, she became the first U.S. military woman
in space. She flew on STS-54 (1993), STS-64 (1994), STS-78 (1996) and
STS-101 (2000), and served aboard the International Space Station as a
member of the Expedition-2 crew (2001). A veteran of five space flights,
General Helms has logged 211 days in space, including a spacewalk of eight
hours and 56 minutes, a world record.
Section 2. Sponsors: Faculty sponsors for the Susan J. Helms Chapter will
be the AFJROTC Senior Aerospace Science (SASI) Instructor and/or the
Aerospace Science Instructor (ASI). The ASI will be designated as the
KHAS Advisor.
Article II – Purpose of Organization
Section 1. Purpose: We, the Air Force Junior ROTC (AFJROTC) Cadets of
Higley High School, do hereby organize and establish the Lt Gen Susan J.
Helms Chapter of the AFJROTC Kitty Hawk Air Society for the purpose of
bringing together AFJROTC Cadets who through demonstrated
participation, ability, and desire have strong common interest to further the
goals of AFJROTC. The goals of AFJROTC are to instill the values of
citizenship, service to the United States, personal responsibility, and a sense
of accomplishment. In furthering these goals, the membership seeks to serve

our Cadet Corps, school, and community by encouraging enrollment in
AFJROTC, promoting Cadet Scholarship and leadership, community service
and patriotism, and social development. In doing so, we do herein adopt the
following constitution.
Article III – Membership
Section 1. Classes of Membership: There are three classes of membership
and they are as follows:
Active: Inducted members who meet all the requirements to remain in good
standing.
Probationary: Initiated members who fail to meet all the “Continuing
Requirements” specified below.
Honorary: Past active members and individuals who have been recognized
for making an outstanding contribution to the SJH KHAS or the AFJROTC
Cadet Corps.
Section 2. Active Membership: Membership is limited to no more than 20percent (20%) of the Cadet Corps. Membership requirements will be
adjusted to maintain this 20% limit.
The Lt Gen Susan J. Helms Commander is responsible for advising
membership opportunities at the beginning of each semester, receiving
applications from candidates, reviewing applications with current chapter
members to ensure membership eligibility, and recommending candidates to
the Faculty Advisor.
Section 3. Eligibility Requirements: Prospective members must be
AFJROTC Cadets who set the example for all Cadets. There are objective
and subjective requirements for membership.
Objective Requirements: Candidates must have a cumulative GPA of 3.5,
with an “A” in AFJROTC for the preceding semester (will change in order
to maintain 20% of Corps).

Subjective Requirements: Candidates must be role models as scholars,
leaders, and citizens. Prior to membership, candidates have demonstrated
through participation in AFJROTC activities, the ability and desire to further
goals of AFJROTC. Candidates must also have demonstrated the potential
and desire to serve our Cadet Corps, school, and community by encouraging
enrollment in AFJROTC, promoting Cadet Scholarship and leadership,
community service and patriotism, and social development.
Section 4. Continuing Requirements: Membership is reviewed at the end
of each semester.
In order to maintain good standing, members must maintain a semester “A”
average in AFJROTC and a 3.5 cumulative GPA, participate in all required
AFJROTC activities, maintain their status as a role model for scholarship,
leadership, and citizenship. Furthermore, members must be actively involved
in SJH KHAS activities; including meeting attendance (will change as
needed).
Cadets not maintaining the objective requirements, but who are otherwise
meeting their responsibilities, will be placed on probationary status for one
semester. Cadets still not meeting academic standards will be permanently
removed from SJH KHAS after this probationary period and turn in the
issued shoulder cord and badge (if issued).
Cadets not meeting subjective requirements will be removed when it
becomes noticeable that they are not contributing to the mission of the SJH
KHAS. This usually occurs, but is not limited to, at the end of the semester.
Section 5. Orientation: New members will complete the following tasks
within the first semester of membership to enable them to carry out their
duties:
- Read the Lt Gen Susan J. Helms Chapter of the KHAS Constitution.
- Read the History of the KHAS.
- Read the Cadet Guide and have comprehensive knowledge of it.
- Read the AFOATS Training Manual and complete its Study Guide.
Cadets are encouraged to keep the completed Study Guide as it may
be useful later in AFJROTC.
- Have “paid” club dues (discussed in Article II)

Section 6. Honoraria: Active Cadets receive an Air Force Association
(AFA) Kitty Hawk Air Society Badge when they become members of the
Society. They earn the Kitty Hawk Air Society shoulder cord when they
complete the orientation as explained above (if it is decided to issue such
cords that year by the Faculty Advisor). Honor Stoles are provided to
honorary members. There is no cost associated to receive these items. Cadets
will pay for lost or destroyed shoulder cords or badges.
Section 7. Honor Stoles: Senior SJH KHAS members who have served for
at least one year, have made significant contributions to the Society, and are
recommended by the KHAS Commander will receive the KHAS Honor
Stole for graduation with the KHAS Faculty Advisor’s approval. Members
receiving the Honor Stole agree to meet appropriate dress and appearance
standards when wearing it during graduation exercises, including graduation
practice and class photograph.
Section 8. Club Dues: Club dues will be voted upon and decided in
coordination with necessary purchases (Shoulder Cords, badges, community
service equipment, etc.) and will proposed to and accepted by the Faculty
Advisor. Minimum club dues will be $1.
Article IV – Officers and Assignments
Section 1. Officers: The organization’s officers consist of the SJH KHAS
Commander, a Deputy Commander when possible, and Standing Committee
Chairpersons. The Standing Committees will be as follows: Enrollment,
Scholarship and Leadership, and Community Service and Patriotism.
Section 2. Assignments: The SJH KHAS Commander and Deputy
Commander will be appointed by the Faculty Advisor. The SJH Commander
and Deputy Commander must normally be a third or fourth year Cadet
during the time in which he/she will be serving in office.

The SJH KHAS Commander, with the approval of the Faculty Advisor will
appoint Standing Committee Chairpersons at the beginning of their term of
office which will normally be for two semesters.
The SJH KHAS Commander, with the approval of the Faculty Advisor, will
appoint “temporary” or “sub-committee” Chairpersons as necessary. The
terms of office for these committees will normally be of a short-term nature.
Committee Chairpersons recommend to the SJH KHAS Commander when
sub-committees and their Chairpersons should be established.
The Committee Chairperson is responsible for the performance of the SubCommittee, including continuity files (Club minutes/files/etc).
SJH KHAS General Membership is those members who have been accepted
into the Society. Each member not holding a position of Commander,
Deputy Commander, or Committee Chairperson, must be a committee
member. Members may serve on one or more committees. Which
committee(s) a member serves on will normally be based on the member’s
interests.
Where there is not enough interest for a particular committee, members will
be assigned by the Commander to ensure mission accomplishment.
Movement from an assigned committee post will be through outstanding
performance in that position or resignation from SJH KHAS.
Committee membership assignments ensure things get planned, organized,
and implemented. However, regardless of committee assignment, all SJH
KHAS members are expected to work together for specific events to ensure
activities are successful.
Section 3. Duties: The following are assigned duties:
SJH KHAS Commander: The Commander will have the authority and
responsibility to organize and direct the overall operation of the SJH KHAS.
He/she will chair the meetings, appoint all Committee Chairpersons, and
he/she will command the SJH KHAS whenever they publically appear as a
military unit.

The Commander will act as a liaison between the SJH KHAS, the Cadet
Corps Commander, and the Air Force JROTC Instructors. The Commander
will record all meetings, maintain necessary files, and handle routine
correspondence; or appoint someone as Chapter Secretary.
The SJH KHAS Commander maintains a continuity file for all “Society”
activities and programs and updates it as necessary.
SJH KHAS Deputy Commander: The Deputy Commander assists the SJH
KHAS Commander as mutually agreed, and will perform the duties of the
Commander in his/her absence.
Enrollment Chairperson: This Chair heads the SJH KHAS committee to
encourage all current Cadets and their parents to assist with recruiting new
Cadets into AFJROTC. The Chair creates, updates, and maintains a
continuity file of checklists, examples, timelines, photographs, etc. for
everything this committee does, so future Chairpersons have a starting point,
or reference, to prevent re-inventing the wheel each year. The Enrollment
Chair and committee are responsible for the following:
- Keeping and logging membership data
- Keeping contact information for members
- Keeping track of enrollment data and attendance
Scholarship and Leadership Chairperson: This Chair heads the SJH
KHAS committee to improve the academic and leadership ability of all
Cadets. The Chair creates, updates, and maintains a continuity of checklists,
examples, timelines, photographs, etc. for everything this committee does,
so future Chairpersons have a starting point, or reference to prevent reinventing the wheel. The Scholarship and Leadership Chair and committee
are responsible for the following:
- Operating a Peer Tutoring Program (PTP) for AFJROTC (as
needed)
- Find ways to encourage and reward academic excellence
- Finds ways to help Cadets be good scholars, leaders, and citizens
- Encourage responsibility, self-discipline, maturity, and other
positive traits

Community Service and Patriotism Chairperson: This Chair heads the
SJH KHAS committee to improve the academic and leadership ability of all
Cadets. The Chair creates, updates, and maintains a continuity of checklists,
examples, timelines, photographs, etc. for everything this committee does,
so future Chairpersons have a starting point, or reference to prevent reinventing the wheel. The Community Service and Patriotism Chair and
committee are responsible for planning and arranging group community
service events and logging members’ hours of service. The Community
Service and Patriotism Chair and committee will often work alongside the
Special Projects Officer (SPO).
Treasurer Chairperson: This Chair heads the SJH KHAS Chapter to
account for all the financial aspects of running this society. The Chairperson
will not handle money; however, he/she will assist the ASI in the financial
aspects of the society.
Article V – Meetings
Section 1. Meetings and Activity Attendance Requirements: Chapter
meetings will be voted upon by the Society to coordinate the activities of the
entire Chapter.
Committee meetings are held as needed; at least monthly as part of the
Chapter meeting. If additional meetings are required, the appropriate
Chairperson holds it to ensure committee success.
Members must make every effort to attend all meetings and activities.
Members need to advise the SJH KHAS Commander or Committee
Chairperson (depending on meeting/activity) 24-hours in advance if they are
unable to attend.
Members, who miss a meeting without an acceptable reason, even if they
notify the Commander/Chairperson, will be placed on warning. Should this
happen more than once, person involved will be placed on probationary
status. A third episode will result in member being removed from the SJH
KHAS.

Article V – Amendments
Section 1. Amendment Process: Amendments to the constitution will be
proposed by a valid member who sees a fit change to the constitution. This
includes altercations, interpretations, additions to new statutes, and removal
or invalidation of previous sections.
An amendment will be brought forth in any meeting where time is fit and
will be discussed. A written version of the amendment must be present and
read aloud, explained, and voted upon by members of the society. A ¾ vote
is required by the SJH KHAS to ratify said amendment, along with approval
from the SJH KHAS President and Academic Advisor.
Upon ratification, said amendments will be added below and will not be
removed, nor will altercations to the original constitution be made directly,
similarly to the United States Constitution (an exception to this includes
changing academic requirements as said members need to be dynamic with
performance of Cadets to maintain no more than 20% admission).
