2013 Tentative Infrastructure Cluster Report
1. Introduction
Mounting pressure on essential infrastructure (from solid waste management, to water and sanitation,
to transportation), is an inevitable consequence of urbanization. CITYNET helps its members take an
integrated and people-centered approach to the management of these demands by training city
managers, facilitating technology transfers and aiding the exchange of policy.
2. Major Activities 2010-2013

Initiated city to city cooperation between Seoul and Palembang on technical assistance for
the TransMusi Project. Palembang has launched over 45 buses through two corridors. The
project is on-going and aims to have 160 buses on eight corridors.

Conducted the 2nd CITYNET International Program on Sustainable Urban Transportation
Policy for Asian Cities in 2010, hosted by Seoul Metropolitan Government.

Initiated city to city study visits and technical advisory services (TAS) between Seoul and
Jakarta for the e-ticketing system for the Transjakarta bus system and metro services.

Signed an MOU between KOTI and CITYNET during the 29th Executive Committee Meeting
on 10th July, 2012, for capacity building of local government officials in the Asia Pacific Region
regarding the urban infrastructure and the public transportation.

Seoul, Suwon and Changwon participated in the 1 st ICLEI Talk4Action ‘Moving the Future –
The Future of Moving’ on 26th April, 2013, to share case studies on sustainable urban
transportation and infrastructure.

Conducted the Sustainable Urban Transport in Asia and the Pacific Region workshop in
Seoul in 2012 in partnership with the Korea Transport Institute (KOTI), the World Bank, and
GIZ. The workshop included 31 traffic and transportation experts from 6 countries.

Organized a joint workshop on Sustainable Urban Transport in Asia and the Pacific Region in
cooperation with KOTI from 2nd to 5th September, 2013, in Seoul. During the workshop, Ms.
Mary Jane C. Ortega, Secretary General of CITYNET and Ms. Dawn Chui, Head of Asia
Pacific Regional Office, International Association of Public Transport (UITP) signed an MOU
for further cooperation and partnership in the Sustainable Public Transportation.

Participated in the Eco Mobility World Festival in Suwon in September 2013 to join the
training activities and experience sharing about the latest developments in sustainable
transportation.
3. Cluster Challenges

The major challenge for the Infrastructure Cluster is to draw participation and commitment from
the cluster members to the cluster activities. In many cases, it is difficult to provide adequate
resources and services to meet the demands from individual members. Most of the cluster
activities are organized and implemented by a limited number of active members.

4. Cluster Plans 2014-2015

The Infrastructure Cluster will work closely with the lead city Seoul and promote city to city
cooperation in the area of transport, solid waste management, water and sanitation, etc.
Seoul plans to expand cooperative programs such as inviting city officials from CITYNET
members for study visits and sharing knowledge on best policy practices.

In specific, there are rising demands from member cities that wish to learn and benchmark the
efficiency and convenience of the public transportation of Seoul. To meet the demands, Seoul
will continuously work with CITYNET and share the knowhow with the CITYNET members.

The relocation of the Secretariat to Seoul in 2013 will enable Seoul to provide more
opportunities to share the technical advisory services (TAS) with CITYNET members based
on its network with partners and donors.

Seminars and forums, such as the Workshop on Sustainable Urban Transport in Asia and the
Pacific Region, are expected to continuously be held in partnership with various organizations
like KOTI, World Bank and GIZ.

Joint programmes will be conducted with other international network authorities such as the
UITP based on the MOU which was signed in 2013.

Training programmes for the capacity building of the local government officials will be held
with partners of Seoul in conjunction with the Kuala Lumpur Regional Training Centre
(KLRTC) Training programme on the theme of Sustainable Urban Infrastructure.
5. Cluster Member List
The Infrastructure Cluster has a total of 37 members – 22 full members and 15 associate members.

6. Conclusion
The Infrastructure Cluster addresses an essential area of the urbanization challenge, and can cover
everything from waste management, transportation, urban resilience, and more. Many CITYNET member
cities have great interest in hearing from the challenges and experiences of Seoul, the cluster lead city.
Through partnership with KOTI and Seoul Metropolitan Government, the CITYNET Secretariat hopes to
expand the Infrastructure cluster activities.
