DICLE UNIVERSITY POSTGRADUATE EDUCATION AND TRAINING REGULATION FOR INTERNATIONAL CANDIDATES AND TURKISH CITIZENS LIVING ABROAD PART 1 Objective and Scope Article 1-(1) The objective of this regulation is to regulate the procedures and principles related to application, acceptance and registration for postgraduate education and training programs applied at Institutes at Dicle University for international applicants. (2) This regulation covers the provisions related to postgraduate education and training programs carried out by Institutes at Dicle University. (3) This regulation has been prepared in accordance with The Regulation on Postgraduate Education and Training by Higher Education Institution and The Regulation on Postgraduate Education and Training by Dicle University. Definitions ARTICLE 2 - The terms mentioned in this regulation mean: a) University: Dicle University, b) Institute: Institutes at Dicle University, c) The Board of Institute: The board of the relevant institute, d) The Board of Directors of the Institute: The board of Directors of the relevant institute, e) Postgraduate education: Masters with thesis, non-thesis master’s degree, doctorate and work of art for Qualifier in arts, f) The Regulation on Postgraduate Education and Training: The Regulation on Postgraduate Education and Training by Dicle University, g) Rector: Rector of Dicle University h) Senate: The Senate of Dicle University, i) TUS: The Examination for Specialty in Medicine, j) Department: Departments at the relevant institute k) YDS: Foreign Language Exam. Determining and Announcing Quotas ARTICLE 3 – Student quotas and the qualities required for the candidates for international applicants and Turkish citizens living abroad are determined by institute department commissions in accordance with the institute’s academic calendar and submitted to The Board of Institute. Quotas examined by The Board of Directors of the Institute are submitted to the Senate for announcement. Language Requirements for International Applicants ARTICLE 4 – (1) While accepting students for Master, Ph.D. and Qualifier in Arts programs which are not taught in Turkish, language proficiency is not required for applicants whose native language, official language of their country and undergraduate degree program’s language is the same as the postgraduate program they apply. However, other candidates are required to have at least 65 or higher scores in YDS or an equivalent examination approved by the Interuniversity Council. (2) While accepting students for Master programs which are taught in Turkish, language proficiency is not required for application. However, in line with the Postgraduate Education and Training Regulation, it is compulsory to have at least 45 in YDS or an equivalent examination approved by the Interuniversity Council. Language proficiency is not required in Master’s programs for applicants whose native language, official language of their country and undergraduate degree program’s language is the same as the languages approved and enlisted in the Postgraduate Education and Training Regulation. While accepting students for Ph.D. programs, however, applicants should have the required language qualifications, 55 in YDS or an equivalent examination approved by the Interuniversity Council, as mentioned in the Postgraduate Education and Training Regulation. (3) While accepting students for Master, Ph.D. and Qualifier in Arts programs which are taught in Turkish language, candidates are required to have the following criteria, except those aforementioned: a) to have at least 60 in TOMER Turkish Language Exam, b) to certify that Turkish is the mother tongue, c) to succeed in examination to be conducted by Dicle University, (4) Candidates who have level of scientific achievement required but do not hold Turkish language qualification are accepted into the program; these candidates are allowed to receive education and training in Dicle University Turkish Training Center or TOMER for a period of six months up to twelve months, in order to ensure that language requirement. Those who succeed to have this requirement during this period are registered to the program in the following semester and continue their education. Those who do not succeed to have this requirement during this period can be allowed to have another one year by The Board of Directors of the Institute (EYK). Provisions Regarding Admission of International Applicants ARTICLE 5 (1) Except from language requirements, international candidates applying to the programs should also have a four-year undergraduate or masters with thesis diploma recognized as “equivalent” by the Council of Higher Education, and a GPA at least 60 for undergraduate degrees and 70 for postgraduate programs. (2) The candidates can apply to graduate programs determined by The Board of Directors of the Institute and declared upon approval by the Senate within the quotas, rules and procedures. (3) It is mandatory for international candidates to submit the following documents to the institutes during their application: a) the originals of the certification/s of graduation for undergraduate and master’s degree (approved either by the Ministry of Education or the relevant government agencies of the country in which they graduated), b) the original copies of undergraduate and postgraduate transcripts (approved either by the Ministry of Education or the relevant government agencies of the country in which they graduated) c) Notary endorsed Turkish translation of the certification/s of graduation for undergraduate and postgraduate degrees and transcripts documents, d) a reference document [as explained in Article 4.3] to certify that they have proficiency in Turkish to follow the postgraduate programs which are taught in Turkish language. The candidates applying for programs taught in foreign languages are exempt from Turkish language requirement. Evaluation of the Application of International Students ARTICLE 6 (1) The evaluation of the application of international students is made based on the candidates’ transcripts. (2)To evaluate the foreign nationals’ applications, a jury of 3 or 5 persons will be created for each department or discipline, upon the approval of the Board of Directors of the Institute. (3) During evaluation of the applicants, quotas are distributed on an equal basis in proportion to the number of the countries. (4) The results regarding applicants accepted for admission to the program are announced and acceptance letters are sent for the candidates. Other Issues ARTICLE 7 (1) Regarding issues not covered in this guideline, international students are subject to the Regulation on Postgraduate Education and Training of Dicle University and guidelines for Postgraduate Education and Training by the relevant institute. (2) International students are responsible themselves to fulfill their obligations arising from laws and regulations,
