In addition, the following procedures will be instituted if a Hurricane Advisory/Watch/Warning is
given during hours of Hickam Communities operations:
TCCOR 4  72 Hours
 Notification to Senior Management
 Activate HC phone tree for staff notification to go to TCCOR 4: every employee to
provide confirmation of notification back to your manager/supervisor
 Executive General Manager alert Corporate Crisis Communications Team
 Project Manager to contact construction/DB counterpart
 HC Safety Manager to contact construction/DB counterpart
 Implement advance advisory notification to residents via CallMax, and posting on
Facebook and the HC website
 Community Manager and RSCs to initiate community inspection and perform general
house cleaning, identify and mitigate flying debris/missile hazards, reporting findings
and needs for assistance to Maintenance Team.
 Reschedule meetings and travel (as appropriate)
 Notify Key & Essential personnel and determine who will remain on station during
landfall (as allowed by base authorities)
 Hickam Communities Maintenance Director notify Blue & Gold Teams (Stand-by status)

Hickam Communities Maintenance office notify subcontractors of status update (Standby status)
TCCOR 3  48 Hours (Sustained winds of 50 knots or greater expected within 48 hours):








Notification to senior management
Activate HC phone tree for staff notification to go to TCCOR 3: every employee to
provide confirmation of notification back to your manager/supervisor
Communicate with necessary partners for pre-planned support for preparedness and
recovery
Community Services teams and Maintenance office identify and eliminate flying
debris/missile hazards
Coordinate with construction office/DB to secure construction areas
Communicate with contractors to clean-up and secure work areas
Community Managers and Resident Services Coordinators are available to answer
phones from residents and provide assistance in securing personal items.
Secure items at 211/213 Mercury Street, 200 Kokomalei Street, 210 Kokomalei Street
and 1215 Owens Street. Items around HC buildings will be brought into the buildings.
These may include trash and recycling bins and patio furniture

Consider canceling upcoming travel to maintain workforce for recovery and to ensure
personnel can protect their homes




Activate Island-wide Crisis Communications Team
Property Management will email a Hurricane Advisory flyer to each HC resident.
Although Military members and their families throughout the entire base will receive
information via the Base Channel, Hickam Communities will communicate with
residents providing status updates and information as needed via CallMax, Facebook,
the HC website and email blasts.
Below is a sample notice to be distributed: During an exercise it will read “EXERCISE,
EXERCISE, and EXERCISE”
NOTICE TO OUR RESIDENTS
WE ARE CURRENTLY IN TCCOR 3 (HURRICANE CONDITION OF READINESS THREE). THIS
MEANS THAT A STORM/HURRICANE, WITH SUSTAINED WINDS OF 50 KNOTS OR
GREATER IS EXPECTED TO HIT THE ISLANDS WITHIN 48 HOURS.
 Tune in to radio or TV or go online for current status reports and other important information:

 Secure your home and secure outdoor objects or bring them indoors. Prepare to bring inside
any lawn furniture, outdoor decorations or ornaments, trash cans, hanging plants, and
anything else that can be picked up by the wind.
Tie down or store all loose objects.
Secure trampolines and gas grills and other objects that can become flying hazards
Bring all potted plants into the house.
Remove and store lanai furniture
Unplug electric appliances you may not need to use.
 Turn off utilities if instructed to do so. Otherwise, turn the refrigerator thermostat to its coldest
setting and keep its doors closed.
 Turn off propane tanks. Minimize using the phone, except for serious emergencies.
 Ensure a supply of water for sanitary purposes such as cleaning and flushing toilets. Fill the bathtub
and other large containers with water.
 Stay indoors during high winds. Do not go to “check out the situation”. You could risk your life as well
as the lives of people who may try to help you should you get into trouble. You may also hamper the
work of emergency crews. Please do not leave your house until the base gives the ALL CLEAR signal.
 Please keep yourself and your family members safe by following the rules issued by the Base.
Refer to the base emergency numbers if needed.
TCCOR 2  24 Hours (Sustained winds of 50 knots or greater expected within 24 hours):
 Notification to senior management
 Activate HC phone tree for staff notification to go to TCCOR 2: every employee to
provide confirmation of notification back to your manager/supervisor
 Ensure employees prepare their homes
 Conduct final sweep of residences and HC buildings verifying outdoor objects secure

















Coordinate with subs to confirm final work plan, dismissal schedule, and Key & Essential
recovery personnel
Open safe havens as directed by base
Back-up computer hard drives
Secure resident/personnel documents
Relocate offices that are at risk to more suitable buildings that can withstand hurricane
force winds
Fuel vehicles and generators
Notify personnel on leave and travel of impeding storm
Stop construction work and secure sites
Activate sand bag plans
Protect valuable equipment from water intrusion and flooding
Property Management will continue to operate and will communicate with residents
providing status updates and information as needed via CallMax, Facebook, the HC
website and email blasts
211/213 Mercury Street, 200 Kokomalei Street, 210 Kokomalei Street and 1215 Owens
Street will be inspected to ensure all windows are closed and locked and checked that
no visible signs of existing cracks are in the window panes
Property Management will complete all Move-In and Move-Out Appointments that were
scheduled prior to this time
No new appointments for Showings or Acceptance Paper Work will be taken at TCCOR
2
After all TCCOR 2 responsibilities have been completed, the Property Manager will
inform staff members to return home. Staff is responsible for inspecting the interior of
the facilities by assuring all windows are closed and locked. Staff must have a copy of
the phone roster prior to leaving and everyone is required to be available by phone once
the “All Clear” is given. Instructions on returning to work will be given at that time
Confirm that Key & Essential are accounted for and prepared for TCCOR 1 status
Report attainment status to EOC
TCCOR 1  12 Hours

Notification to senior management

Activate HC phone tree for staff notification to go to TCCOR 1. Every employee to
provide confirmation of notification back to your manager/supervisor AND provide
your “ride-out” location

Key & Essential personnel handling duties and responsibilities

Key & Essential maintain contact and coordination with EOC

Complete evacuation non-essential personnel as needed

Final preparations, final actions by departments to ensure continuity of business
functions will be minimally affected by storm damage
TCCOR 1E

All personnel will shelter in place until all-clear is sounded

Only designated emergency personnel may engage in rescue/recovery operations
during passage of eye of hurricane

Activate HC phone tree for staff notification on “return to work” information; no employee
should return to work until notified to do so EXCEPT both the BLUE and GOLD
Maintenance Teams should return to work at the “All Clear” IF possible. If
communication channel are available coordinate your return with your supervisor.
Recovery period may last for days and weeks after passage of severe storm
Tenants must be prepared to assist with rescue and recovery of personnel
Restoration of critical and mission essential functions
Restoration of normal operation
Property Management and Maintenance will provide residents with updated condition
and recovery information
