Project Summary:
Under the Jordan Monitoring and Evaluation Support Project (MESP), MSI is conducting a performance
evaluation of USAID’s Strengthening Health Outcomes through the Private Sector (SHOPS) project, a
five year $38 million activity that is ending in July 2015. SHOPS has worked to involve non-governmental
organizations and for-profit entities in increasing availability, improving quality, and expanding coverage
of essential health products and services in family planning. The purpose of this evaluation is to assess
how effective the project was in meeting its objectives of increasing the demand for and supply of family
planning services; to assess the sustainability of project outcomes and practices; to identify factors
contributing to outcomes and sustainability; and to provide recommendations on how to make future
projects with similar objectives more effective and more sustainable.
Position Summary:
The evaluation team will include one or two Technical Specialists to cover the areas of family planning,
grants and capacity building for NGOs providing health services, and cost recovery/private sector
approaches to health services. Technical Specialists will contribute to designing qualitative and
quantitative methodology and data collection tools; pilot testing and revising data collection tools;
analyzing results; formulating recommendations; and producing relevant sections of the final report and
presentation. Technical Specialists will also participate in literature review and field data collection. The
evaluation is anticipated to begin in late April and conclude in June/July, with 25-45 working days/level of
effort (LOE), depending on the consultant’s skill set. Technical Specialists will be located in Amman,
Jordan.
Responsibilities:
 Participate in designing evaluation methodology, analysis approach, and data collection tools to
address evaluation questions using quantitative and qualitative approaches.
 Conduct literature review.
 Participate in training, pilot testing and revision of data collection tools.
 Participate in data collection.
 Participate in data analysis detailing findings, conclusions and recommendations that address the
evaluation questions.
 Produce sections of the presentation and report as assigned by the team leader.
 Participate in presentation findings to USAID and other stakeholders as requested by USAID.
 Any additional responsibilities as assigned by the team leader.
Qualifications:
 Master’s degree in a health related field.

At least ten (10) years of evaluation experience in some of the following areas: family planning,
grants and capacity building for NGOs providing health services, social marketing/behavior
change communications, and cost recovery/private sector approaches to health services.
Demonstrated experience in qualitative and quantitative research, design and analysis.
Excellent oral and written English skills are required; knowledge of Arabic is preferred.
