ROLE PROFILE
TITLE: Deputy Humanitarian Programme Manager
TEAM/PROGRAMME: Humanitarian
GRADE: TBC
LOCATION: Myanmar, based in Sittwe,
Rakhine State
CONTRACT LENGTH: 6 months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; or because they are responsible for implementing the
police checking/vetting process staff.
ROLE PURPOSE:
The Deputy Humanitarian Programme Manager is a management role which will support the overall
management of Save the Children’s emergency response in Rakhine State, Myanmar. The response is large
size (over $13m annual budget) and is growing, and it operates in a highly dynamic and sensitive context.
The post holder will play a key role in grants and programme management, ensuring timely and efficient
implementation of the humanitarian portfolio in Rakhine state.
SCOPE OF ROLE:
Reports to: Rakhine Humanitarian Programme Manager (dotted line to Humanitarian Operations
Manager)
Dimensions: The context in which the emergency response operates is a complex and multi-faceted one.
This role is designed to support the Humanitarian Manager and sector Programme Managers to ensure day
to day grants management of all emergency projects and to ensure that all obligations for grants are met
Staff directly reporting to this post: Sectoral programme managers (currently 4), including both
international and national staff.
Budget responsibility: No direct budget management, responsible for staff who are budget holders of
approximately $10-12m
KEY AREAS OF ACCOUNTABILITY:
Grant Management
 Under the direction of the Humanitarian Programme Manager –Rakhine, ensure the effective and
efficient implementation of the Rakhine emergency response grants. .
 Directly line manage the sector Programme Managers to implement multiple grants across multiple
sectors
 Liaising closely with the Yangon operations team, ensure clear roles, responsibilities and timelines
are set for all project requirements such as reports, budget realignments etc.
 Work with sectoral Programme Managers to ensure that reports are delivered according to Save
the Children and donor contractual requirements, within the agreed timescale and budget.
 Ensure coherence between narrative and financial reports and ensure narratives are edited to
donor standard, ready for submission
 Alongside the Humanitarian Programme Manager and the Humanitarian Operations Manager,
support the sectoral managers to develop sector response plans and budgets, procurement plans
and provide guidance and solutions to problems to ensure smooth, quality implementation and
achievement of log-frame objectives and results.
 Ensure the compliance of programmes with internal Save the Children requirements and any
relevant external donor requirements.
 Support Programme Managers to manage programme budget lines and act within scheme of
delegation for sign off of budget lines

Ensure effective financial planning of the grants, including ensuring Programme Managers re-phase
budgets and review Budget vs Actuals (BvAs) on a monthly basis
Proposals
 Liaising closely with the Yangon programme development and advocacy team and sector
Programme Managers, ensure clear roles, responsibilities and timelines are set for all project
proposals and needs assessments
 Work closely with the Programme Development and Advocacy Advisor to ensure member
comments on proposals are clearly addressed and in a timely manner
Monitoring and Evaluation
 With the Programme Managers, coordinate with Yangon and the field level sector M&E staff to
ensure sectoral M & E plans are in place, ensuring this links to reporting requirements
 Work with all programme teams to ensure monthly update of output tracker and other
monitoring tools as appropriate
 Ensure technical field staff have the capacity to carry out the monitoring work required of them
 Work closely with Yangon Programme Development team / sector Programme Managers to
ensure evaluations are carried out when required; ensure clear ToRs for evaluations, support
contract process when using external consultants, ensure appropriate level output e.g. donor
ready report, lessons learned for programme team
Other
 Where applicable, contribute to the refinement of Save the Children’s overall response strategy.
 Work with Programme Managers to identify opportunities for sector integration
 Work with Programme Managers to identify and realise opportunities to improve the quality of
programming taking place in the field and to help set strategies to achieve these
 Take steps to document lessons learned from the programme, for wider dissemination.
 Working closely with the Humanitarian Programme Manager and Human Resources team, identify
field level project staffing needs for emergency programmes, and ensure rapid recruitment,
induction and training of new staff.
 Work with Programme Managers to ensure sectoral managers supply needs are clearly defined
and coordinating well with the logistics team in Sittwe and Operations in Yangon
 To ensure that the minimum standards of humanitarian relief are maintained in accordance with
the Sphere Charter and Red Cross Code of Conduct.

QUALIFICATIONS AND EXPERIENCE
Essential
 At least 5 years overseas experience with international organizations (UN, bilateral agencies,
NGOs)
 Minimum five years field experience of humanitarian project management and programme
coordination, implementing programmes within donor constraints, on time and within budget
 Strong budget and grant management experience, preferably managing multiple funding sources
across a multi-sector programme (including experience of managing major institutional donors
such as DfiD, ECHO, AusAid, OFDA)
 Prior experience of working within a programme management role within a complex country
programme in an emergency response or fragile state
 Demonstrated experience of NGO emergency programme cycle management, and with
experience of working within a complex and matrix organisation structure
 Significant knowledge of international humanitarian systems, institutions and donors, and of
procedures, accountability frameworks and best practices in emergency management
 Substantial experience and knowledge of effective financial and budgetary control and managing
grants (e.g. ECHO, OFDA, DIFD etc grants).
 Solid project management skills and proven history of delivering results.
 Proven history of leading international, multi-cultural and cross-functional teams
 Ability to analyze information, evaluate options and to think and plan strategically.
 Excellent communication skills
 Strong influencing skills and experience in advocacy
 Politically and culturally sensitive with qualities of patience, tact and diplomacy
 Fluent in written and spoken English
 The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes
insecure working circumstances.
 Commitment to the aims and principles of SC. In particular, a good understanding of the SC
mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable
 Experience of working and living in Asia (Myanmar preferred)
 Specific experience of designing and managing DFID and ECHO projects
 Specific experience of working in consortia projects.
