Donor Consultation Group Meeting — 26 May 2014

Main decisions and Action Points
1. OCHA to carry out further consultations with the sectors to verify that malnutrition is being responded to appropriately. ISCG meeting to be
held on 27 May 2014.
2. HC, WFP, UNHCR, UNICEF, WHO and Minister of State Kamal Ali meeting on 28 May 2014 on South Sudan refugees and access to WNS.
3. WFP Update on GoS decision on the food corridor since GoS promised a decision by 28 May 2014

affected areas and the issue of centrality of protection in humanitarian action, as formulated in the IASC EDG mission report

Issue
Key Points/Action
SRP Review
1- The Sudan Response Plan (SRP) revision is currently underway. It was prompted by the South Sudan Refugees
influx into Sudan and the wave of IDPs in Darfur in anticipation of possible growth. The HCT agreed there is no
need to change the four strategic objectives of the SRP (i.e. Saving Lives, Protection, Resilience and Durable
Solutions).
2- OCHA noted that SRP process has surfaced data from the S3M survey that shows an unexpectedly high number of
under 5 children with Global Acute Malnutrition (2.1 million cases) which suggests a rate of 37% compared with
the 16.4% “baseline” reported in the 2014 SRP. UNICEF referred to high levels of “chronic malnutrition” or stunting
and did not confirm the GAM rate calculated by OCHA. UNICEF assured donors that the SRP would focus only on
life-saving interventions, and that a national malnutrition response strategy was under development with the
FMOH and partners to tackle chronic malnutrition.
Action:
1- The ISCG will meet on 27 May 2014 to ask all sectors if they have taken appropriate account of the GAM data, and
to ascertain whether they require additional planning time to do so.
South Sudan Refugees
1- Following a meeting between UNHCR, HAC and NISS in White Nile, UNHCR was informed that a joint letter was
sent by HAC and NISS to the El Salam Commissioner requesting his approval on a newly identified site for the
relocation of Kilo 10 (El Khaira Tawakalna). According to information available at the time of the meeting, the site
is located some 150 km north of Kilo 10 (later information showed that location is 80 km from Kilo 10). The
relocation of South Sudanese refugees will require 10 days to two weeks. In the meantime, it was noted that the
nutrition sector had prepositioned items in Kilo 10 for emergencies. In parallel, UNHCR will proceed with the
distribution of NFIs in Al Alagaya site following a request received from the authorities. GoS’ intentions regarding
the relocation of this site have yet to be clarified.
2- A scheduled meeting involving the HC, WFP, UNHCR, UNICEF, WHO and Minister of State Kamal Ali (previously
with MoFA, currently the lead of humanitarian affairs in Sudan and Head of the Peace and Security Committee) on
28 May 2014 will entail discussions on the relocation of the IDPs in Kilo 10, access of internationals (humanitarian
workers and donors) to WNS, and the importance of the holding donors-GoS meetings. ECHO referred to
confirmations given by Sudan Foreign Minister at the Oslo Humanitarian Pledging Conference for South Sudan on
20 May 2014 giving UNHCR access to refugees. The approval of access was rescinded upon ECHO follow-up in
Sudan.
3- UNHCR met with the South Sudan delegation during its visit to Sudan last week to discuss with GoS the food
corridor and to request that South Sudanese who sought refuge in Sudan be recognized as refugees.
4- WFP gave an update on three options the GoSS presented to GoS for food, which the GoS promised to review and
respond by 28 May 2014 and discuss with WFP. The South Sudan delegation has left Sudan but had given authority
to the South Sudan Embassy to finalize the issue.
Action:
1- HC, WFP, UNHCR, UNICEF, WHO and Minister of State Kamal Ali meeting on 28 May 2014 on South Sudan refugees
and access to WNS.
2- WFP Update on GoS decision on the food Corridor since GoS promised a decision by 28 May 2014
1- President Thabu Mbeki secured a verbal approval from Sudan’s First Vice President on the vaccination campaign.
President Mbeki will also be discussing the vaccination campaign with Yassir Arman. The HC will be writing to GoS
and SPLM-N to follow-up on the summary plan of the UN Integrated Health and Nutrition Plan (UN-IHN) submitted
to them on 21 April 2014.

Darfur
2- A brief discussion ensued on the issuance of public statements against certain violations of IHL (Example, the
hospital that was bombed in South Kordofan). DFID proposed a review with the team on how violations of IHL are
being documented and reported in the next Donors Consultations Group Meeting.
Action:
1- HC to write to GoS and SPLM-N to follow-up on the UN-IHN proposal for SK/BN
2- DFID proposed discussion of documentation and reporting of IHL violations in the next Donors Consultations
Group Meeting
1- Situation is stabilizing but with noted increase in crime rates. However, security remains an issue especially
following the death of a UNAMID peacekeeper in Kabkabiya in North Darfur. The security situation has also
prevented a number of joint assessment missions to take place in Darfur
2- Donor country representatives requested a copy of the Darfur Humanitarian Situation Presentation to be
emailed to them for detailed information on numbers of IDPs and services provided by the different sectors.

UNAMID Mandate
Review
1- Integrated Strategic Framework (ISF) retreat was carried out for two days (15 and 16 May 2014) that brought
together UNAMID and UNCT members to fulfill the Integrated Assessment Planning Policy prescribed by UN
Resolution 2148 on the UNAMID Mandate Review.

1- Humanitarian Donor Working Group noted that they requested the STAIT report to be placed as an item on the
agenda for discussion but was not. The HC noted the oversight and confirmed that a round of consultations will be
carried out on the agenda. The HC proposed any comments on the STAIT report to be sent to the STAIT team
noting that the HCT is accountable for the implementation of the STAIT report recommendations to the
Emergency Directors, IASC, and ERC within a strict timeline.
2- DFID inquired about the possibility of the HC sharing the HCT meeting minutes with the Donor Working Group,
which the HC promised to consult with the HCT on first.
3- ECHO and USAID proposed for the next meeting a review of how the suspension of ICRC has affected humanitarian
aid, especially in North Darfur
10. ECHO requested to consider a strategic HCT to discuss the impact of the ‘Sudanisation” agenda on humanitarian
action, especially in conflict affected areas and the issue of centrality of protection in humanitarian action, as
formulated in the IASC EDG mission report
4- Norway proposed a clear definition of strategic issues and a categorization of subjects for information,
consultation, and decision making, and a possible ToR for the meeting. The HC expressed openness to developing
a ToR for the meeting and to chair or co-chair the meetings.
5- ECHO and USAID expressed the need to be informed of the progress of a number of vital STAIT action points such
as OCHA being reinforced, the development of an advocacy strategy, and the appointment of DHC for Darfur.
6- HC assured the participants in the meeting that his intention is to engage where he will be happy, should the need
arise, to hold more meetings with donors.
Action:
