II.

Purpose

1.

Main Objectives of the Project:

The purpose of the project was to increase access to information, in particular for ethnic people and vulnerable groups. It also aimed to increase the voice and participation of local communities in the production of relevant information for their own community. This project started as a one year pilot but was furher extended to provide full support for the establishment of Khoun Community Radio in Xieng

Khouang Province. The starting point of the project was to understand what kind of information is available to people in their local communities, where do people look for information, what sort of information they want, and how to better respond to their information needs.

The following objectives were set in the beginning of the project:

The establishment of a local radio station in Khoun district;

News making trainings of public information officers at provincial and district level;

An audience survey of information needs and demands from the local community;

News making training, managing and coaching to community volunteers in Khoun.

III. PROJECT PERFORMANCE AND RESULTS

1.

Contribution to the strategic goals

Intended Outcome

This project contributes to outcome 3.1 of the UNDAF - greater people’s and community participation in and contribution to public policy, local development and nation building. It did this through promoting increased and more equal public access to timely and relevant information, especially in rural and remote areas and among poor, vulnerable populations, particularly women, youth, and children.

Expected CP Outcome(s): Increased proportion of media programming (radio, television and print) available to children and young people to enable them to participate and express themselves on the issues of concern to them.

Progress towards achieving outcome

Khoun Community Radio building was finalized and fully equipped in June 2007. Dormitory for the radio volunteers was finalized in October 2008. During the project lifetime (2006-2011) 988 volunteers were trained on community media production and 586 on the use of radio equipment. Some of these volunteers have become trainers themselves and have provided peer support for other community radios. Khoun community radio has partnered with community radios in the region and other associations and institutions. Through these partnerships, lessons learned have been shared and training on community radio operation and programme production have been organized in Khoun.

Since the station has been officially launched, it has broadcasted over 9,210 hours of 13 different types of programs in 3 different ethnic languages.

Through the implementation of the project and station activities between 2006-2011, information and knowledge regarding agricultural techniques, health care of children and women, sanitation and other relevant issues has increased in Khoun community. In addition, current affairs in Khoun and other provinces that were relevant to the development and people’s lives in Khoun were also broadcasted on

Khoun Radio, widely and in timely manner. Model individuals and families were often invited to the studio to be interviewed for the programmes. Voices from community were also captured and broadcast, as a result of community outreach and mobilisation visits. These provided an opportunity for community members to exchange their lessons in agricultural production and share their opinions on various issues affecting their community.

Health being one of the most challenging areas in terms of bringing development to the ethnic remote and more isolated communities, the district health service could report important changes taking place in priority areas, which was clearly seen by them as resulting from the Khoun Radio:

60-70% more ethnic women use health facilities when pregnant 1 ;

50% more women bring their kids to vaccination compared to before the Khon radio –

increase especially among Hmong community, who used to refuse vaccination;

83% more people use toilet in around Khoun District.

Important decrease in numbers of diarrhea-related illness due to improved practices like water sources & treatment (boiling it);

Parents taking more responsibility for kids’ welfare (before this was left to the school)

People use more bio fertilizer instead chemical fertilizer.

Women, who were kept locked up in the house by their husbands - or who were victims of domestic violence begin to approach the radio via its intermediaries, the volunteer broadcasters, asking for their issue to be taken up. Women’s programme covered these issues and during the monitoring visits to the villages the people have told that such practices are slowly starting to change after they have been discussed in the radio 2 . In the future these women may be able to ask for their right to also be heard and to have a real voice.

Based in workers’ rights programmes, workers start demanding minimum wage. The offices in the district administration has been visited by growing numbers of workers asking for their papers – and pay – to be adjusted to match the value of their work. Rights they had not heard about before the radio started broadcasting. Before they did not know, and they did not dare to ask. This was reported by the ‘Government volunteer’ head of the production group dealing with legal information and workers’ rights in our group interview with the radio board.

Update on implementation of the Vientiane Declaration and its Action Plan

3.

Update on partnerships

Khoun Radio Support Project has worked in close partnership with the government agencies, international organizations, INGOs, Lao National Assembly as well as other UN and UNDP supported development projects. At the implementing level, the main partners are the radio board and community volunteers, who are representatives from all sectors, varying in ages, genders and ethnicities. These people are committed and ready to participate in project and station activities. This gives a sense of achievement to the Project. The project has created a team to work closely with external partners to raise funds and generate contents for the station. Through this partnership, it is hoped that the station will ensure its sustainability when the project has closed.

In the past three and half years of the project implementation, partnership with 6 development projects has been established:

The Poverty Reduction Fund, Sustainable Agriculture Project, Biogas Pilot Project, Mine Advisory

Group,The Agro-Biodiversity Initiative project and Equal Access project. The station has produced 32 spots, 43 magazine programmes as well as news reports and broadcasted them in 3 different local languages for these projects. In return, the partner projects have been providing financial support to the station with a total amount of more than 45 million LAK.

Furthermore, a trainer from University of Glamorgan, UK organized free 5 day training on radio drama production. Eight participants attended the trainining.

The Asian Media Information Center (AMIC) organized a 5 day programme production with community training. Fourteen broadcaster (five from Thateng ethnic community radio) attended the training.

The project has also worked with World Bank’s Water and Sanitation Project. This project organized a five days training on water and sanitation programme production. Fourteen volunteer attended this training.

In addition, Khoun Community radio is a social member of AMARC ( The World Association of Community

Radio Broadcasters) and Isis International. In the past two years, we have work together on technical and caparcity building. KCR and KCRSP have sent two volunteers and two staffs to attend the trainings and conferences that held in Malaysia, Philippines and India organized by AMARC and Isis.

1.3

Construction of a studio building

1.3.1 Design of a building was made in November 2006 and the constructioncommenced in

January 2007 and was completed in June 2007

1.3.2 As volunteers had no place to stay when working with the station, the project together with Khoun district constructed a dormitory for them. The construction was completed in

October 2008. program productions; more programs were produced with variety of styles and contents.

This also allowed more involvement from community in program productions.

1.2.3 Comparing with the number set in the project document, this target has been achieved 100%.

1.2.4 This mobile radio was very useful to be used to raise awareness about radio broadcasting to community members and as an effective training tool for community broadcasters.

1.3.1 The construction was not competed at the desired deadline; the design was not appropriate for a communitybased radio station as there were no windows in the studios.

1.3.2 Volunteers who came from remote areas had a place to stay. And, this also provided an opportunity for government offices to contribute in the development of the station.

1.2.3 Radio receivers procured by the

Procurement Unit were rather expensive and did not meet with the specifications provided by the project. In the future, when procuring equipment, the project should be involved in decision-making with the Procurement Unit.

1.3.1 The design was not appropriate for a community-based radio station due to lack of a radio technical expert. There was also some delay with the construction; it was not completed on time as workers had to take leaves often.

1.4.1 Installation of broadcast and sound equipment in the studios and a transmitter was carried out in July 2007. The station started to test broadcasting in August 2009.

On 22 October 2007, it was officially launched.

1.5.1 Since 2006, the station and project have conducted formal training in program productions as well as basic computing for board members and volunteers, 10 times with

586 participants (participants x sessions), 216 women participants.

1.6.1 Station board was appointed on 2 August 2006, which consisted of 18 members,

7 women. They were selected from different government offices in Khoun, and representatives from villages and zones. The board also consisted of people from 3 different ethnic groups: Hmong,

Khmu and Laoloum.

1.6.2 In early 2009, the station had restructured the board. The new board comprised 7 members, 3 women. It was anticipated that with the small board, the meeting would be more easily and regularly organized.

1.4.1 The volunteers have sound equipment for production programmes and broadcast regulary.

1.5.1 Some volunteers are capable of identifying and trouble-shooting some minor problems with sound equipment and computer.

However, the station still needs assistance from a company when there is a problem with the transmitter.

1.6.1 When comparing against the indicator, this was considered successful.

However, this board was not functioning as it should have been as the majority of the board members were heads of different offices with heavy workloads and radio work was something new to all of them.

1.6.1 In the past, the established board was not committed enough due to the reason mentioned earlier. The board members were appointed by the district authority and not volunteering themselves. In the future, the selection of the board should be handled by community members and those who have been selected should volunteer themselves and have worked with the station first.

Output 2: Enhanced news making skills of Public Information Officers at provincial and district levels

2.1.1 An international media advisor from UNV was recruited and worked with the project from September 2006 to April

2007.

2.1.1 An International Media

Advisor (IMA) was assigned to work with the project too early and too short and thus could not assist the project very much.

2.2 Training program designed

(MA) was also on board in July

2007 and has been with the project ever since.

National Media Associate, he took up the Project Manager responsibilities. MA has been gaining a lot of relevant experience through out the project.

2.2.1 The training program was prepared by an International

Media Advisor in early 2007. and project tried to find out the way to improve the capacities of the volunteers by coaching them.

2.3.1 Since 2006, the project and station conducted the training 25 times with participation of 988 headcounts, 38.87% were women.

2.3.1 Looking at estimation of a number of participants in each session, it was about 17-20 people. Thus, when comparing to the set target, it was achieved 100%. 48 people attended the training more than once.

2.1.1 At the initial stage of the project, priority tasks were the construction of a building and the procurement of equipment. Experts with community based media experience are also hard to find.

2.3.2 Study tours were organized 3 times: one visit to the provincial radio with 22 participants, 9 women; one visit to another provincial radios with 16 participants, 5 women, and; an overseas visit to Thai community radios with 17 participants, 5 women. In addition, the project also sent 4 station staff, 2 women

(volunteers and board members) to do an internship in

Thailand for 3 weeks.

2.3.3 Train new station manager regularly on community mobilization, partnership work, radio coaching and station management.

2.3.2 A number of study tours organized was beyond that was set in the plan. They provided an opportunity for the board and volunteers alike to learn more about radio broadcasting work.

2.3.2 Some participants that took part in the training did not stay with the station very long. In the future the selection process of volunteers taking part in the trainings should also included the level of motivation.

Station manger volunteer is working daily in the stationensuring that Khoun

Community Radio is operational.

Most of the programmes were developed in participatory manner and some of them were developed entirely by the people in the communities.

The quality of the programmes have been improving.

New station manager requires further training in media and station management.

3.3 30% of the trainees are women

3.4

Community volunteers produce local reporting

3.3.1 Overall 38.87% of volunteers trained during the project were women.

3.4.1 Since the station has been officially launched, it has been broadcasting about 9,210 hours of 13 types of programs in 3 languages. These programs included 57 magazine programs and features. The rest were live programs. In addition, 75 short dramas and 101spots were also produced.

3.4.2 An outreach activity to mobilize community, generate feedback and produce programs with community members was one of the most important activities that the station and project have been organizing since the beginning of the project. So far such activities have been organized in 22 village clusters out of 50 village clusters in Khoun district.

3.3.1 Women’s participation in the community radio exceeded the original target and is expected to increase further in the coming years.

3.4.1 All programs were produced or hosted by volunteers from both government offices and villages.

The content of programs was aimed at educating community members based on their needs and reality. Approximately 50% of content was obtained from communities and another 50% from experts working in different offices in the district and different development partner projects.

3.4.2 The main purpose of an outreach activity was to engage community members to participate in a community radio. Such activity was welcomed by communities visited. People were very interested and willing to contribute in monetary form and other means. They also contributed their voices. It showed that they knew the importance of the radio to improve their lives. With these contribution and participation, programs were produced with more variety and voices.

3.4.3 Training in program productions and news reporting for village correspondents was organized with 32 participants,

5 women, to increase the flow of news and information from communities to the station.

3.4.4. Mobilisation of inputs from and coaching community volunteers and Project Manager

3.4.5 Communities outreach activities and mobilize new volunteers especially women volunteer in khoun.

3.4.3 Majority of village correspondents who had received training were not active. News and information from community were brought in mainly by volunteers.

Majority of the programmes were developed in participatory approach .

The Khoun community clearly understands the purpose of KCR and it is interested in volunteering with radio.

People in each village that the team visited are very interested in producing their own programmes, they gave useful and constructive feedback to the team to improve quality of programmes.

To ensure sustainability, before the end of the Khoun project in

2011,the KCR team visited 6 villages and helped the people to prepared 4 new programme.

More volunteers joined the station from all of the 6 villages.

3.4.3 Some village correspondents did not have acces to the telephone; they lived far from the station; they had no money for transport. And also, the training was rather short, 3 days, which was not enough to prepare them for news reporting.

Therefore, it is important that the information is delivered from the bottomup, and that each village has to contribute some money for village correspondents to do their job. It is also important to provide follow-up training.

The station have a plan to further train them in the near future.

3.4.6 Production of programmes with community

Up until 2011 there has been a steady increase in people volunteering with the station, especially from Khamu and

Hmong ethnic groups.

3.4.7 Organize the follow-up meeting with volunteer trainers in KCR

The volunteer trainers have new training skills and more confidence to train others. KCR trainers can provide training for volunteers from other community radios.

Output 4: A baseline of information needs conducted in Khoun District and a technical cooperation initiated with other radio initiatives

4.1 Series of consultations conducted

4.2

Questionnaire jointly designed with UNESCO

4.1.1 Meetings to discuss about

Khoun Community Radio were held at district, provincial and national levels. In addition, the project also sent representatives from the station to attend workshop/meeting organized overseas, 7 times with 18 (7 women) participants

(participants x sessions).

4.2.1 Audience survey questionnaire was developed by the survey team from UNDP and the survey was conducted in

April 2006, in Khoun.

4.1.1 Organizations of meetings and attending overseas workshop/meeting helped to promote Khoun Community

Radio to Lao government and other countries, to understand its objective and operation. This provided grounding for development of Khoun

Community Radio (KCR) and other future community radios in Laos. They also helped KCR attract interest of potential partners.

4.2.1 The survey used was partly taken from the questionnaire designed by

UNESCO, and partly from that developed by the survey team from UNDP.

4.3

Focus groups organized

4.2.2 Development of survey questionnaire and the conduct of impact assessment of the project were carried out in

March 2009 by a shorterm international consultant.

4.2.3 Communication for

Empowerment (C4E) publication was drafted in late

2009 – Joint mission team from

UNDP Regional Centre and the project conducted field study in early 2009. The study was conducted in 3 districts in 3 different provinces: Khoun

(Xiengkhouang), Nga

(Oudomxai), and Dakjeung

(Sekong).

4.2.4 A user guide on establishing a community radio in Laos has been developed by a short-term international consultant, and this user guide has already been translated into

Lao and submitted to Ministry of Information and Culture

(MoIC) since December 2009 for approval in publishing and distributing it.

4.3.1 Target audiences were identified during the audience survey being conducted and the strategic plan being developed in 2007.

4.2.2 Impact assessment was part of monitoring and evaluation process as set in the project document. This also helped to evaluate the project’s wider impact in the Khoun community.

4.2.3 Although this study was not initially planned in the project plan, this was part of initiative for community media development and promotion of participation of poor community members in Laos and Asia-Pacific. Laos was one of two countries that conducted such study.

4.2.4 This user guide has been developed based on the actual experience of KCR. This was part of sharing lessons learnt and experience of the project with other projects/organizations that are interested in developing similar community media in Lao PDR.

4.4

Field visit of the radio team to

Nong Het organized

4.4.1 Field visit of the project and UNDP to Nong Het district was organized in early and late

2009 to study needs and feasibility of setting up a community radio in the district.

4.5

Joint training with district information officers

4.5.1 3 trainings were organized for information officers from the province and Khoun district.

10 participants (over 50% women) attended each training.

Trainings included basic computing, news writing and program productions. Two trainers of trainers were also trained in Khoun community radio .

Output 5: Project Support

Indicators:

5.1

Project support team recruited

5.1.1 Project support team was recruited since the beginning of the project. There were 4 positions filled: Project

Manager/Media Associate

(1/7/2006-31/12/2010),

Translator (14/7/2006-

15/2/2010), Accountant

(4/5/2007-31/12/2010), and

Driver (30/5/2007-31/12/2010). that potential listeners were facing. These factors were dicussed prior to every tailormade program production.

4.4.1 After the field visit of the project to Nong Het district, it was concluded that people of

Nong Het wanted to establish a community radio. Support for

Nong Het was planned as a part of the UNDP programme 2011-

2014 on supporting community radios in Lao PDR.

4.5.1 Each training organized by the project and the station alike was attended by information officers. This helped to build human resource for the community radio sector in Laos and also to build technical partnerships other stations in the country (mainly Thateng).

5.1.1 Originally the project document contained only one project support staff: Media

Associate. However, since the project was widened significantly after the piloting phase, the project requested

UNDP to recruited additional staff.

5.2

Equipment/veh icle(s) procured

Operations & maintenance costs covered

5.2.1 Three laptops, 3 sets of chairs and tables, and other items for the project and station were procured.

5.2.2 Project mini bus for the project was procured and delivered to the project in mid

2007. And a pick-up truck has been procured since Q3 of 2009

5.3.1 The project management was implemented in accordance with recommendations of NIM and Audit each year. In addition, there were also staff from UNDP providing supervision in implementing the project regularly.

5.2.1 All the equipments needed to implement project efficiently were procured.

5.2.2 Procurement of all vehicles was based on needs to implement project activities, and agreement between the project and UNDP.

5.3.1 Project spending in activities was effective.

4. Update on gender mainstreaming

The project and station have ensured that participation from women, especially women with ethnic background, is taken into account when planning activities. Thus, when activities were organized women were specially encouraged to participate, reflecting in percentage of women attending the workshop/training or meeting organized by the project and the station or by other organizations. The participation rate increased from 39% in 2008 to

43.38% in the end of the project. 28.57% of board members are women and the board has been chaired by a women. In addition, about 39.58 % of broadcasters are women (19 out of

48 people). Based on the above percentage, participation of women compared with that of men was still rather low but satisfactory when comparing with the target percentage in the project document (at least 35%). The project as well as the station will continue to encourage and create opportunities for women to take part in decision-making as much as possible. Furthermore, ethnic women who live in remote areas are also engaged in information production and encouraged to express themselves and through that be part of socio-economic development and improvement of their lives.

5. Update on audit recommendations

All Audit recommendations have been regularly follow-up.

6. List main challenges and issues (if any) faced during reporting period

Problems with a transmitter: a transmitter had problems with batteries and a timer; the

project contacted a relevant company to solve the problems. Now, the station is able to broadcast 7.5 hours daily.

Appropriate compensation for volunteers: many volunteers live far from the station;

Insufficient fund to run and maintain the station: Khoun community radio built

partnerships with development partners to be able to cover running costs of the station.

Continuous effort needed to maintain partnerships and build new ones.

Maintaining volunteers’ and community ownership: if community members do not feel

attached to the station, the station will no longer be titled as a community radio. Therefore, community participation and ownership needs to be encouraged constantly.

Measuring an impact: it is challenging to measure or clearly identify an impact that the

station has toward the community. However, the 2009 impact assessment was able to identify many positive impacts that the station has had in the area.

Lacking of strong and committed leadership: the station still lacks a committed and

responsible leader who has a clear vision to lead volunteers toward archiving the station’s vision and strategic plan. Leadership training will need to be strengthened in the future.

Transformation of media as development tools: Awareness of community radio as an

effective development tool needs to be further increased in Lao PDR.

V. FUTURE WORK PLAN

Khoun Community Radio Support Project will be integrated into Community Participation and Communication Support Programme (CPCSP). Khoun volunteers can support other community radio volunteers and share lessons learnt.
