Terms of Reference for consultants to be recruited from NGOs
Capacity Building Coordinator (national, 22 person-months) - will be recruited from
an NGO with significant presence in Tajikistan . Presence in the project target areas is
highly desirable. The specialist will be responsible for the coordination of the capacity
building activities and delivery of support for mobilization and training of communities
participating in the Project , with specific focus on outputs 1 and 2, namely flood
protection and irrigation. The specialist will have preferably more than 1О years of
experience in leading and managing teams of multinational
experts in different
disciplines . S/he will have expertise in institutional development / reform, and training
and capacity building, and knowledge and understanding of climate change, water
resources, river basin management and development, and working with communities.
Experience in working in а development environment within Tajikistan is essential. Will be
responsible for capacity building.
Climate Change Consultants (international, 5 person-months; national, 12
person-months) - shall be recruited from NGOs that have significant presence in
Tajikistan will have preferably more than 10 years' experience in climate change,
water resource and river basin management, with the international specialist having
experience in the Central Asia region . Under the direction of the Capacity Building
Coordinator the specialists will review the knowledge base and practices on climate
change and water resource management of РМО, PIOs, local government , WUA and
DRМCs to assess their capabilities in addressing these issues and, as necessary,
design and implement appropriate capacity building measures of the organizations in
these areas. The national specialist will assist the international specialist in all areas of the
assignment including documents review, arranging consultation with the associations ,
translation and report preparation. Will b e responsible for climate change.
Institutional Development Consultant (national, 12 person-months) - will by recruited
from an NGO with significant presence in Tajikistan and will have preferably more than
1О years of experience in institutional development with particular experience in community
mobilization within Tajikistan. The specialist will undertake а diagnostic assessment of the
community organizations in the subproject areas, including irrigation WUA, and DRМC
and design organizational reform and capacity building programs to strengthen the
organizations to meet the climate resilience objectives of the Project. Under the direction
of the Capacity Building Coordinator, the specialist will play а lead role in the design and
delivery of capacity building at community level. Will be responsible for institutional
development.
Irrigation Systems Operations Consultant (national, 18 person-months) - will b y
recruited from an NGO with significant presence in Tajikistan and will have preferably more
than 1О years' experience in irrigation and water resource management. The specialist,
working closely with the National Agricultural Specialist and the International Drip Irrigation
Specialist will review the present irrigation systems and water resource management in the
WUA under the Project to assess the efficacy of the systems and design and implement
improved systems as considered necessary. Will be responsible for irrigation systems
operations.
Agriculture Consultant (national, 18 person-months) - will be recruited from an NGO
with significant presence in Tajikistan. The specialist will hold а degree in agriculture or
irrigation agronomy and will have preferably more than 10 years' experience in the
planning and implementation of irrigated agriculture within Tajikistan. Working under the
direction of the Capacity Building Coordinator and in conjunction with the National
Irrigation Specialist, the International Drip Irrigation Specialist and the Climate Change
Specialists, the specialist will review the knowledge base and agricultural practices of
farmers in the WUA within the project areas to assess their capabilities and recommend
adaptive measures to enhance resilience to the impact of climate change and variability
on crop production. Will be responsible for agriculture.
Disaster Risk Management Consultant (national, 12 person-months) - shall be
recruited from an NGO with significant presence in Tajikistan and will have preferably
more than 1О years of experience in disaster management , disaster risk reduction and
preparedness. The specialist will work under the direction of the Capacity Building
Coordinator and will liaise closely with the Institutional Development Specialists and the
Climate Change Specialists to review the present natural disaster management system
existing in the DRМC under the Project to assess the efficacy of the system and design,
and implement improved systems. The specialist will also train staff of the DMC on
disaster management. Will bе responsible for disaster risk management.
Early Warning System Consultant (national, 16 person-months) - will bе recruited
from an NGO with significant presence in Tajikistan and will hold а degree in Information
and Communication Technology (IСТ) and will have preferably more than 7 years'
experience in the field of community communication systems. Under the direction of the
Capacity Building Coordinator and working closely with the Climate Change and
Institutional Development Specialists will review the existing system for the transmission
of reports and advice on weather and climate issued bу Hydromet and on natural
disasters issued by the Committee for Emergency Situation (CES) and will recommend
and design а more robust system for effective dissemination of such information to rural
communities in the Pyanj River Basin. Will be responsible for early warning system.
Legal Specialist (national, 6 person-months) - will bе recruited from an NGO with
significant presence in Tajikistan. The specialist will bе а qualified lawyer and will have
preferably more than 10 years professional legal experience in Tajikistan. The specialist
will provide legal assistance to the РМО (ALRI) to ensure that all Project activities, both
physical and non-physical , are carried out in accordance the law of Tajikistan. The
specialist will рау specific attention to the provision of advice to WUAs and DMCs on their
legal rights and obligations. Will be responsible for the legality.
