DEPARTMENT OF PSYCHIATRY (DOP), RESEARCH DIVISION
Request for Approval to Apply for Research Division Resources &/or Extramural Evaluation/Research Funding
Purposes: To provide a process of evaluating requests for DoP resources and pursuing external evaluation-related or research funding,
and to weigh all relevant factors in the decision-making process.
Policy: All research grant/contract proposals must be approved by the DoP, which will take into account such factors as consistency
with the Department’s mission, probability of funding, infrastructure support needed, and compliance with regulatory requirements.
This policy is also applicable to non-funded research projects that will entail resources from the DoP. Not following through on the
procedures of this policy may cause a delay in the processing of the proposal, including possibly not meeting the deadline.
Procedures:
 Notify the Research Council (RC) on your intent to apply for DoP &/or extramural/external resources. [Note: If an
immediate funding opportunity arises and is very time-sensitive, please contact one of the Research Council members
ASAP.]
1. Members: Earl Hishinuma (RC Chair; hishinumae@dop.hawaii.edu), Naleen Andrade, Deborah Goebert, Jane Onoye
2. Meetings: Standing meetings are held monthly or on an “as-needed” basis
 Either:
1. Complete the form to follow, and submit it to a Research Council member either in hardcopy or via e-mail attachment.
2. Attend a Research Council meeting in-person to discuss the questions/topics below; please be prepared to address each
item.
 Subsequently, in consultation with the other Associate Chairs when appropriate, a recommendation by the Research Council
will be made to the Chair of the DoP for a decision.
 Once approved, John A. Burns School of Medicine (JABSOM), Office of Research Services (ORS-UH), and UH policies
must also be followed. This includes using the UH’s myGRANT online system that requires time (e.g., 1-2 weeks) for
review, modification, and processing.

What are the chances for funding (e.g., factoring in # of awards, competition, own project
strengths/weaknesses, etc.)?
Are there any eligibility criteria that may negate this opportunity (e.g., only 1 application per
institution)?
Is/are there competition within the UH system for the same funding opportunity, and if so, how
does the project compete with the other project(s)?
What is/are the project’s purpose(s), and why is this an important priority area?
How is the project’s purpose in line with the DoP’s mission and targeted areas of emphasis?
Briefly, what research approach will be used (e.g., sample/size, research design, measures,
procedures, analysis plan)?
What are the project’s limitations?
Who will be the “champion” of this project (e.g., who will see this project through come rain or
shine)?
What is the PI’s track record related to the topic?
Other than the PI, whose track record(s) will be enhanced?

decrease FTE from other project)?
What additional resources will the project require for success (e.g., in-kind support,
infrastructure)?
How will the project enhance the DoP’s resources (e.g., pay for 10%-20% of administration
infrastructure, upgrade technology opportunities)?
How long will the project be, and what will be the budget amount per year?
Who will fund the project, and what is the reputation of the funder (e.g., timely contract
