Position: Trainer for conducting seminars on capacity building of local authorities and involvement of local
community
Programme title:

Duration: 20th of February – 20th of April
Duty station: East- Kazakhstan Oblast, Mangystau and Kyzylorda regions
Brief programme’s description:
The Programme “Raising Competitiveness of the Region through Innovative Approaches to Regional Planning
and Social Services (using Semey as an example)” is aimed to improve the quality of life and progress
enhancement on achievement of Millennium Development Goals in East-Kazakhstan region, particularly in areas
that severely affected by nuclear tests on Simepalatinsk polygon. This Joint Programme of UNDP, UNICEF,
UNFPA and UNV is based on an analysis of population and development of the most affected East-Kazakhstan
region on evaluation of previous programs and recommendations for improving cooperation.
The Programme “Improving the welfare and quality of life in the Kyzylorda region through innovative
approaches to delivering economic, social and environmental services to the local population, including those
most vulnerable”. The Programme is implemented by six UN agencies: UNDP, UNICEF, UNFPA, UNESCO,
WHO and UN Women. Generally, the Joint Programme is focused on diversified economic growth of region
through building capacity of local authorities on planning of balanced economic growth and improving the
effectiveness of regional policy of the state to build centers of economic growth, support settlements, support of
local government and small business.
The Programme “Expanding the opportunities of the Mangystau region in achieving sustainable development and
socio-economic modernization” is focused on development provisions in Mangystau region for sustainable, equal
social and economic development as well as improving the quality on employment access. The Programme is
implemented by seven UN agencies: UNDP, UNICEF, UNFPA, UNESCO, WHO, UN Women and UNHCR
with the participation of Government of Kazakhstan, Ministry of regional development and administration of
Mangystau region.
As a part of the programme that provides activities on building capacity of local authorities, maslikhats and civil
society in planning, budgeting and public involvement in the decision making processes of local problems. As a
result of the activities will be development of one typical demonstration project that has innovative component,
aimed on addressing socio-economic issues of local needs and as an option for future funding from government
programs and UNDP.
Objective: Integration updating on theoretical knowledge of local authorities, initiatives groups and NGOs in the
field of legislation and innovations related to regional development, local government and their implementation in
practice.
Description of work:
The trainer will work under the guidance of the Programme Managers and the overall guidance of Governance
and Local Development Unit. The main duties include but are not are limited to:
1. Development of training modules and presentation handouts to the 2-day seminar on the Kazakh and Russian
languages for distribution;
2. Coordination of work plans, training modules, advice methodologies and handouts with UNDP;
3. Questionnaire development for participants;
4. Provision of educational services through workshops and training sessions on:
 The essence of the local authorities in Kazakhstan.
 International and Kazakh practice model of local self-government.
 Requirement evaluation of local development.
 Cooperation with local authorities and civil society on local problem solving issues.
 The nature and objectives of strategic planning.
 Resource identification and searching for region development.
 Project development and budget proposals according to Code of Budget. Project development on social
and economic problem solving between communities.
 Project and risk management.
 National programmes review of “Regional development” and “Territory development programme”.
 Monitoring and evaluation system.
Subject of workshops and trainings can be partially modified by local partners and executives. All changes will
be communicated to potential pre-executor before signing the contract.
5. Providing personal advices on trainings for participants.
6. Report preparation and introduction on promoted trainings with survey results and recommendations.
7. If necessary, be ready to participate in the discussion of the results and recommendations of the UNDP and
other stakeholders.
8. Reports and recommendations should be on Kazakh and Russian languages.
Expected results and payment:
Qualitative and effective implementation of services in accordance with the above description of work.

Travel:
1 trip to East-Kazakhstan region – 8 days (Ust-Kamenogorsk – 2 days, rayons – 6 days);
1 trip to Mangystau region – 8 days (Aktau – 2 days, rayons – 6 days) and
1 trip toKyzylorda region – 14 days (Kyzylorda – 2 days, rayons – 12 days)
Total number of days in trip is 30 days.

East- Kazakhstan Oblast:
1. Sheminoikha city, 30-35 people
2. Zyranovsk city, 30-35 people
3. Ust-Kamenogorsk city, 30-35 people.
Kyzylorda region:
1. Aralsk city, 40 people
2. Zhalagash city, 39 people
3. Kazalinsk city, 36 people
4. Syrdariya village, 45 people
5. Shiely village, 23-30 people
Mangystau region:
1. Beiney, 30-35 people
2. Mangystau, 30-35 people
3. Karakiya, 30-35 people
Reports and materials should be on Russian language (computer version, MS Word 2007 and higher). Used
font: Times New Roman, size 12, single line spacing.
Responsibilities:


Provide timely and qualitative accomplishment of required scope of work;
Ensure unconditional fulfillment of the requirements of the contract.
Qualifications and Requirements:
 Higher education in social science or relevant fields
 At least 2 years of proven work experience on training and consultants.
 At least 3 years of professional experience on budget management and evaluation.
 Including 3 years of professional experience on evaluation system of budget management.
 Practical experience on civil society development, especially in rural areas.
 Excellent communication skills and ability to work in a team
 Computer skills (Microsoft Office, Internet)
 Knowledge of Kazakh and Russian languages is obligatory
 Knowledge of English is an advantage
 Candidate should be the citizen of Kazakhstan
