The Purpose of Te Poutama Ārahi Rangatahi
To provide a comprehensive and integrated residential treatment programme for up to 12
adolescent males who have engaged in harmful sexual behaviours and have been referred
by Child Youth and Family Services offices throughout New Zealand. All these young
people are assessed to be at high risk of repeating harmful sexual behaviour. The
Residence is responsible for the care and accommodation, education and therapy to assist
residents establish non-abusive lifestyles.

Objectives of this position
To work within a team of Residential Youth Workers and to contribute to the maintenance of
an abuse free environment by effectively implementing the integrated model of treatment,
residential routines, and engage youth in programme and educational activities.

Key accountabilities











Residents are motivated, assisted and supported to:
a) comply with rules, routines and expectations
b) reach their short and long term goals whilst in residence
c) participate in all aspects of the daily programme.
Ensure youth are regularly monitored and assessed to ensure that the team can
predict and plan the appropriate interventions to ensure safety, consistency and
achievement for residents.
Have a full and current knowledge of, and can demonstrate consistent application of:
a) The Residential Care Regulations
b) The protocols and practices of Te Poutama Ārahi Rangatahi
c) Each resident’s Intervention Plan, Safety Plans, and other plans which
support the care and treatment of young people.
Assist Residential Youth Workers to develop, facilitate, monitor and evaluate
programmed activities for all residents at all times during assigned duties.
At all times ensure the use of appropriate language, conversation, touch, personal
space and personal disclosure in all involvements with residents of Te Poutama
Ārahi Rangatahi.
Ensure that residents are managed using positive behaviour management models
and that these are consistent with behaviour management practices and the
Residential Care Regulations.
Assist with educational delivery and behaviour management during the school day
when required.
Complete all administrative tasks accurately and within required timeframes.
Undertake tasks as requested by residential staff to ensure that shift objectives are
achieved, and participate in team meetings and brief/debriefs as required.
Comply with all lawful and reasonable instructions by the Residential Leaders and
Senior Leadership Team.
Ensure that the environment is safe, clean and has a homely feel in which youth are
able to thrive and grow.

 Play a leadership role in ensuring all employees engage in Barnardos values, Ngā Pou e
Whā (Māori Strategy) and strategic plan.
 Have a sound understanding of the principles of Ngā Pou e Whā, the Treaty of Waitangi
and the ability to apply them to everyday practice.
 Ensure that all relationships are built with consideration of the Barnardos values, core

Health and Safety
 All staff have individual responsibility for Health and Safety practices and will:

ensure that any safety equipment is used correctly at the all times
o Be familiar with policy and procedures
o Establish and insist upon safe methods and safe practices at all times.

o For the health and safety performance for work areas over which they have
control
o For their continued management competence in health and safety
o By ensuring that all employees and contractors understand and accept their
responsibility to promote a safe and healthy workplace

The key accountabilities of the role may change from time to time so that Barnardos is able
to adapt to changes in the business environment.
Required skills, experience and qualifications
Experience and Qualifications
 Experience in working with young people who present challenging behaviours.
 Previous experience in residential care and/or treatment (highly desirable).
 A relevant professional qualification or studying towards one (highly desirable).
 Registration with the Canterbury Youth Workers Collective, or the willingness to
register.
Knowledge and Skills
 Able to work in a structured environment, and have the ability to observe and
document key behaviours.
 Understand, or have the ability to acquire an understanding of, the ‘therapeutic
community’ model of residential treatment and be able to work in a therapeutic
residential environment.
 Have an awareness of the issues faced by staff members who work within residential
and/or treatment environments and have good self-awareness and self-care
strategies in place.
 Demonstrated awareness of the Treaty of Waitangi and the ability to apply these
principles into everyday practice within a residential environment.
 An ability to respond to the needs of clients whose culture is different from their own.
 Demonstrated and well developed conflict resolution skills and have the ability to
manage pressures of the environment.
 The ability to communicate clear expectations and boundaries with warmth, firmness
and respect.
 Demonstrated ability to utilise a diversity strategies when interacting with young
people.
 The ability to talk and listen to young people without passing judgement or allowing
professional boundaries to be compromised.
 Effective written and oral communication skills.

Level of authority
Ability to act outside this job description, Barnardos policies or budgets must have prior
authorisation from the Manager. As defined by Barnardos Policies, Budgets and Delegated
Financial, Operational and Staff Authorities.
