PRIMARY PURPOSE OF THE POSITION:
The Incident Management Division is a newly established division comprising of 5 existing Units, each with a significant role in Incident Management (Investigations
Unit, HR Support – Misconduct and Incapacity, School Care, Parent Complaint Unit, Legislation & Legal Services Unit).
The function of the Division is to coordinate the receipt, assessment and response to incidents, complaints and appeals, and in particular those which are severe
/critical and/or require urgent attention.
The aims of the Incident Management function are:
 to ensure that parents and carers can be confident and assured that the interests and safety needs of their children are met
 incidents (particularly those of a severe/critical nature), complaints and appeals will be responded to in an effective and timely manner, with respect,
transparently and professionally
The Director, Incident Management will lead the delivery of quality coordinated incident management by:
 setting broad policy direction for the department to support prevention, early intervention and effective management of critical incidents
 leading and coordinating effective case management, resulting in timely and accurate assessment and resolution of complex and significant issues
 reporting to and supporting the CE in providing information, advice to the Minister, school and preschool communities, the Interagency Taskforce and other
agencies about the steps being taken following the report of an incident with a focus on child safety
 establishing ongoing measures, monitoring and reporting against performance standards
 establishing capacity building programs and/or collaborating with existing departmental training and development programs to promote prevention, early
intervention and effective management of critical incidents
NB Incident management is only part of the function of Legislation and Legal Services Unit, this unit has other significant functions that also need to be managed
successfully by the Director.
The department seeks to ensure the existence of an ethical culture through adherence to the Code and its complementary departmental policies, procedures and
guidelines.

1. High level leadership and coordination of complex strategies resulting in

management strategies that contributes to meeting corporate and
community objectives.
3. The design and delivery of effective case management (skilful, timely and
accurate assessment and resolution of complex and significant issues).
5. Leadership for effective incident management is embedded in departmental
culture and processes including promoting a positive relationship with sites
and services, schools, preschools and parents.
KEY CHALLENGES
DECD has significant responsibilities as the South Australian public educator
and has an overall primary role to protect child and student safety and wellbeing. The ability for the organisation to skilfully, quickly and accurately
assess and resolve what can be very complex and significant issues is
viewed as a function of critical importance for the agency.
The scope, complexity and accountability in relation to incident management
have increased as a result of community expectations, media scrutiny and
recent legislative change, particularly in matters of child protection.
The coordination and response to critical/severe incidents, processes,
judgements and decisions exercised in the position are subject to significant
scrutiny and must be effectively managed to minimise risk to the safety of
children and students, the well-being of employees and the reputation and
financial liability of the Department.
6. Leading and managing the Division by addressing issues such as
operational planning, staff development, team management and
communication to ensure effective and efficient deployment of staff and
resources.
7. Initiation of and contribution to interagency initiatives which improve effective
incident management.
8. Establishment and promotion of proactive strategies that build the capacity
of DECD leaders to prevent, intervene and manage critical incidents.
QUALIFICATIONS

Essential – An appropriate tertiary qualification

Desirable – Legal, Investigations, Social Sciences or Human Resource
Management qualifications would be an advantage

Work Status: Eligibility to work in Australia
Location: Adelaide CBD
Required to enter into a performance agreement for the achievement
of specified outcomes
Out of hours work will be required
Intra and Inter-state travel may be required
Appointment on a five year contract

principles of the Premier’s Safety Commitment and the legislative requirements
of the Occupational Health, Safety and Welfare Act, utilising AS/NZS 4360 Risk
