Comprehensive Explanation





The initiative covers inter centre (encompassing all type of ATM Units)
voice communication and the links with the ground radio Stations;
The objective forecasts that all ECAC States migrate their ATM voice
services to VoIP by the specified Full Operational Capability 12/2020;
Initial Operational Capability (Forward fit) date is 01/2013 for both intercentre telephony and the links to the ground radio stations on the ground
segment of the Air-Ground voice.
Inter centres voice communications are currently mainly performed via
analogue and partially digital circuits (ATS-QSIG) since 2003.
At present VoIP is identified as being the medium term standard for
ground telephony and ground segment of the Air-Ground voice.

 Voice communications systems have been upgraded;
 The technical file (TF) with evidences of compliance and the EC
declaration of verification of systems (DoV) has been delivered to
the competent National Supervisory Authority (NSA);
 Upgraded voice communication systems have been put into service

 39 States have reported the objective ‘Planned’, while Three (DE,
DK and LU) have reported ‘No Plans’ for the time being;
 The progress compared with the last cycle is as follows: Eight States
(AZ, BG, GE, HU, ME, MT, NO and RS) have developed
implementation planning for the objective in 2012. MAS and TR
have postponed the planning for the completion of the objective by
one year, GR and SK by two years, AL by three years, BA, CZ by
five years and RO by eight years.

 Early implementation
 Allows to get the benefit of the IP infrastructure, and to get early return
on investment
 Increases Airspace flexibility within functional airspace blocks in a multivendor operational setting.
 Facilitates business continuity as Telecom service providers are
phasing out their legacy analogue, 64kBit/s based and later 2MBit/s
based services.

Conclusions
 VoIP in ATM is a mature standard referenced by ICAO;
 VoIP in ATM is ready to be deployed over the IP infrastructure
(PENS and ANSPs IP networks);
 VoIP in ATM will increase Airspace flexibility;
 VoIP in ATM will support and facilitate business continuity.
