Amendment to Regulation (EC) 1236/2005
On 16 July, the Commission issued an implementing
regulation (EU) 775/2014 (published in Official Journal of
the EU (17/07/2014, L210/1)) amending Regulation
1236/2005. The amendment concern the annexes and
notably creates new categories for items which would
be used for capital punishment.

Correlation table
On 16 July 2014, the European Commission
published a correlation table between the CN
Code, the TARIC Footnote and the EU Dual-Use
codification.

MTCR
The Missile Technology Control Regime (MTCR) held its
28th Plenary Meeting in Oslo from 29 September to 3
October 2014. In the final public statement, the States
parties highlighted the need to purse effort toward
universal implementation of the guidelines and control
lists, notably through outreach activities.

Japan
On 1 April 1, the Government of Japan, in accordance with
the National Security Strategy adopted on 17 December
2013, set out “the Three Principles of Transfer of Defense
Equipment and Technology” as a set of new principles on
overseas transfer of defense equipment and technology,
which replace “the Three Principles on Arms Exports and Their
Related Policy Guidelines”.

On 15 September 2014, Japan updated its control lists as to
reflect the 2013 WA, NSG, MTCR and AG as well as a catch-all
for Central African Republic.

Sanctions
On July 8, 2014, President Obama issued an Executive Order
broadening the basis for sanctions against the Democratic
Republic of Congo (DRC).
On July 10, 2014, the Office of Foreign Assets Control (OFAC) issued
a final rule implementing the Zimbabwe Sanctions Regulations, 31
CFR Pt. 541.
On September 17, 2014, The Commerce Department’s Bureau of
Industry and Security (BIS) published a final rule amending the
Export Administration Regulations (EAR) to implement additional
sanctions against Russia.

In December 2013, at its fourth conference, the Chaudfontaine Group
met and debated with African experts the needs of the African
countries in controlling the trade of the dual-use items and the
challenges they face in their search for effective and efficient rules. The
objective was to study whether international norms or experiences,
issued by States or organisations, could be used as standardised
models for these countries that are affected by unique security
concerns.
