• Outlawed Slavery
• Banned forced labor
• Served the enslaved African Americans

• Discrimination still existed
• Black Codes were passed
• Defined US Citizenship
• Everyone must have “equal protection under the law”
• Wanted to end people being treated unfairly.

• No state may deny the right to vote because of race
