CAREER SUPPORT PROGRAMME
REGISTRATION INSTRUCTIONS FOR EMPLOYERS
SECTION A – CHECKLIST FOR REGISTRATION
Employers are advised to go through the following checklist to ensure that they have
fulfilled the eligibility requirements for the Career Support Programme (CSP) before
registering their interest with the Workforce Development Agency (WDA) Career
centres or the Employment and Employability Institute (e2i).
Requirement of Employers
[ ]
Company is registered or incorporated in Singapore
[ ]
Company will offer prospective new hire (who meets the CSP eligibility
criteria) a monthly gross salary of at least $4000 (basic salary plus any
allowances attracting CPF contribution)
[ ]
Company will place new hire on a permanent job or employment contract
with duration of at least 12 months
[ ]
Company will either provide new hire with WDA-approved structured OnThe-Job (OJT)* training or send him/her for external WDA-approved
training
*Please note that structured OJT must be submitted via SkillsConnect for approval
prior to commencement of training.
[ ]
Company has not applied for or received other wage support or equivalent
(e.g. absentee payroll) for the new hire under CSP or other WDA or e2i
programmes
[ ]
Company has a registered EASY account to submit a claim through WDA
Feedback portal (https://portal.wda.gov.sg/feedback). EASY stands for eservices Authorisation System managed by IRAS that allows companies to
authorise their employees or a third party to access Government e-services
on their behalf.
[ ]
Company will submit a copy of the retrenchment notification letter or
Redundancy Declaration Form if engaging new hire who is made
redundant due to retrenchment.

SECTION B – INFORMATION AND DOCUMENTS REQUIRED FOR
REGISTRATION
Employers are required to register for CSP through either one the following
channels:
Through WDA
Employers can submit registration via
WDA’s Feedback portal
(https://portal.wda.gov.sg/feedback).
Please follow the steps below:

Employers are required to provide the requisite information below when
submitting through WDA’s portal feedback or email to e2i:
1. Company Details:
a. Name of company or organisation
b. Company’s Unique Entity Number (UEN)
c. Name, designation and contact details of company representative/point
of contact (usually HR personnel)
d. Company’s Type (SME/MNC etc)
e. Company’s Industry Type (Based on SSIC 2010)
Employers are required to submit the supporting documents below:
2. Scanned copy of Employment letter / contract showing company’s letterhead,
company’s stamp for the new hire with the following information:
a. Name of prospective new hire and NRIC number
b. Gross monthly salary (basic salary plus allowances that attract CPF
contribution)
c. Work commencement date
d. Employment type, i.e. permanent or contract (please indicate duration).

4. Scanned copy of signed acknowledgement of Terms and Conditions for CSP
(Annex A)
5. Scanned copy of completed Employment and Training Assistance Form

6. Scanned copy of retrenchment notification letter, last payslip showing
retrenchment benefits or signed redundancy declaration form (Appendix A)

WDA/e2i requires 10 working days to verify the employer’s eligibility for CSP and will
provide an acknowledgement via email once verified. WDA/e2i may be contacting
employers or PMEs for additional information required for verification. Details on the
CSP claim criteria and processes will be included in the acknowledgement email.

CAREER SUPPORT PROGRAMME
TERMS
1. The terms set out in this document govern the relationship between yourself and the
Singapore Workforce Development Agency (“WDA”). In applying for registration for the
Career Support Programme, you will be deemed to have agreed to be bound by these
terms.
2. You shall be eligible to make a claim for a Grant only if you have successfully registered
for the Career Support Programme (and satisfied such other conditions imposed under this
document for making such claims). You shall be deemed to have successfully registered
for the Career Support Programme only if you have received a written notification from
WDA or the Employment and Employability Institute Pte. Ltd. (“e2i”) informing you of your
successful registration. You acknowledge and accept that (notwithstanding anything else
set out in this document) WDA has the sole and absolute discretion in deciding whether or
not you are to be registered.
3. To apply to be registered under the Career Support Programme, you must first satisfy the
following conditions:a.
You must be a company or business registered with the Accounting and
Corporate Regulatory Authority of Singapore or a society registered under the
Societies Act (Chapter 311) or, subject to WDA’s approval from time to time, an
entity established or regulated under other written law of Singapore.
b.
You must, as at the time of application, :(i) already be employing a New Hire; or
(ii) have entered into a written employment contract with a New Hire under
which he is to commence employment with you at a specified later date.
c.
You must not have previously applied to WDA or e2i for any other form of
monetary support to defray (whether in whole or in part) the New Hire’s salary,
or have previously received the same from WDA or e2i, as at the time of
application.
d.
As at the time of application :(i) you must not be suspended from receiving funding or Career Services from
WDA under any contract with WDA, or under any scheme administered by
WDA (such suspension includes, without limitation, suspension under Section
12 of the SkillsConnect- General Terms and Conditions found at
https://www.skillsconnect.gov.sg/web/guest/GeneralTermsandConditions
or
such other webpage that may operate in place thereof from time to time); and
(ii) WDA must not have previously terminated any contract with you by reason
of breach or other default on your part.
4. Further, you acknowledge and accept that, unless the New Hire is registered with a WDA
career centre or e2i, your application for registration for the Career Support Programme
will not be approved.

5.
Subject to:(i)
your successful registration for the Career Support Programme; and
(ii)
your:(1) provision of structured on-the-job training to the New Hire, in accordance with
the on-the-job training plan submitted through the SkillsConnect portal and
approved by WDA ; or
(2) sending of the New Hire for a course accredited by WDA and set out on the
SkillsConnect portal (found at www.skillsconnect.gov.sg)
within the first six (6) months of the New Hire’s employment with you,
you shall be entitled to:(a)
submit your Grant claim in respect of the first six (6) months of the New Hire’s
employment with you within twelve (12) months after the date of the New Hire’s
commencement of his employment; and
(b)
submit your Grant claim in respect of the subsequent six (6) months of the New
Hire’s employment with you within eighteen (18) months after the date of the New
Hire’s commencement of his employment.
For the avoidance of doubt, you shall not be entitled to submit any claim in respect of any
other period (any period other than the two periods of six (6) months mentioned above) of
the New Hire’s employment.
6. To submit a Grant claim, you must submit the completed claim form along with the
following documents:(a) copies of records showing the date(s) and amount(s) of salary paid to the New Hire for
the period to which your claim relates;
(b) copies of CPF statements showing your CPF contribution to the New Hire for the
period to which your claim relates; and
(c) in the case where the New Hire was made redundant prior to your hiring him, a copy of
(i) the Redundancy Notification Letter, or (ii) the declaration form at Appendix A duly
completed by the New Hire.
7. You acknowledge and accept that if:(a)
you do not submit the claim form(s) or the requisite documents in accordance
with clause 6 above; or
(b)
the claim form(s) or the requisite documents mentioned in clause 6 above are
submitted after the expiry of the timeline(s) imposed under clause 5 above,
your claim may be rejected by WDA.

9.
Further, if a Grant is disbursed to you, you shall obtain (where the context requires) and
retain the following documents for three (3) years after the date of commencement of the
New Hire’s employment with you, and furnish them to WDA upon request:(a)
original records showing the amount(s) of salary paid to the New Hire for the
period to which your claim related, as well as the date(s) of payment;
(b)
CPF statements showing your CPF contribution to the New Hire for the period to
which your claim related;
(c)
the New Hire’s written employment contract with you;
(d)
copies of attendance records showing the New Hire’s attendance, and (where
available) certificate(s) of achievement showing the New Hire’s achievement, at
the course referred to in clause 5(ii) above (where you have elected to send the
New Hire for the course); and
(e)
in the case where the New Hire was made redundant prior to your hiring him, the
original of (i) the Redundancy Notification Letter, or (ii) the declaration form at
Appendix A duly completed by the New Hire (whichever was previously submitted
to WDA).
Further, if a Grant is disbursed to you, you undertake, warrant and / or represent that you
have not applied, and will not apply, to WDA or e2i for any other form of monetary support
to defray (whether in whole or in part) the New Hire’s salary for the period to which your
claim related, and that you have not received, and will not receive, the same from WDA or
e2i.
10. You acknowledge and agree that (a) whether any Grant is to be disbursed to you pursuant to any claim;
(b) the amount of Grant to be disbursed to you; and
(c) the timing of any disbursement
shall be determined by WDA at its sole and absolute discretion.
11. WDA shall be entitled to recover any Grant disbursed to you in any of the following
events:a)
you are found to have breached any of the terms set out herein (including any
warranty or representation);
b)
you are found not to have satisfied any of the conditions set out in clause 3
above; and
c)
you are found to have furnished inaccurate, false or incomplete information to
WDA or e2i when applying for registration for the Career Support Programme or
when submitting any claim, or otherwise for the purposes of, or in connection
with, these terms.
12. In respect of each claim, during the period of three (3) years commencing from the date of
commencement of the New Hire’s employment, you shall allow WDA and / or its

appointed contractors and agents to access your premises to inspect, make copies of or
take extracts from the documents mentioned in clause 8 above.
13. For the purposes of the Contracts (Rights of Third Parties) Act (Chapter 53B), this
document is not intended to, and does not, give any person who is not a party to it any
right to enforce any of its provisions. For the avoidance of doubt, the New Hire is not a
party to this document.
14. You hereby consent to WDA disclosing to:-
(a) its agents or contractors engaged to perform any activity contemplated under this
document to be performed by WDA; and
(b) the Government of the Republic of Singapore
any information that you furnish for the purposes of, or in the course of, your registration
for the Career Support Programme or submission of any claim.
15. The words and expressions used herein shall have the following meanings:-
“Career Services”
refers to services offered by WDA to assist
employers with the recruitment of employees;
“Career Support Programme”
refers to the programme of the same name
that is administered by WDA with the aim of
helping mature Singaporean professionals,
managers and executives who have been
unemployed and actively seeking
employment for a considerable period of time;
“Grant”
means monetary support given by WDA to
defray your salary payments to the New Hire;
“Gross Monthly Salary”
means the sum of the New Hire’s monthly
basic pay and any regular allowance given on
a monthly basis; and
“New Hire”
refers to an individual who:(i) has not been employed by you prior to the
current employment to which your application
for registration for the Career Support
Programme
relates;
(ii) is a Singapore citizen at the time of your
application for registration for the Career
Support Programme;
(iii)
(iii) at the time of
your application for
registration
for
the
Career
Support
Programme, fits one of the following

descriptions:Description A:(a) aged
forty
(40)
or
above;
and
(b) (1) has been made redundant; or
(2) has been unemployed (for reasons
apart from redundancy) for six (6) or more
consecutive months immediately before
the date of commencement of his
employment with you or the date of your
application for registration for the Career
Support Programme (whichever is earlier);
Description B:(a) aged from sixteen (16) to thirty- nine (39);
and
(b) has been made redundant, and has
been
unemployed
(due
to
the
redundancy) for six (6) or more
consecutive months immediately before
the date of commencement of his
employment with you or the date of your
application for registration for the Career
Support Programme (whichever is earlier);
iv) in respect of the current employment (to
which your application for registration for the
Career Support Programme relates), has
entered into a written employment contract
with
you that has no pre-determined termination
date, or has entered into a fixed-term written
employment contract with you with a term of
at least twelve (12) months; and
(v) receives or will be receiving a Gross
Monthly Salary of at least S$4000 under the
said written employment contract.
“redundancy”
connotes: (i)
retrenchment
of
permanent
employees; or
(ii)
in respect of contract workers,
premature
termination
of
employment contracts
on the grounds that the services of the
employees are no longer needed, and
‘redundant’ shall be construed accordingly.
“Redundancy Notification Letter”
refers to a letter issued by the New Hire’s ex-

employer to the New Hire notifying him that
his employment will be or is terminated on the
grounds of redundancy.
16. You acknowledge and accept that WDA may appoint any third party agent or contractor to
perform, for or on WDA’s behalf, any activity or action contemplated to be performed by
WDA under these terms.
17. These terms shall be governed by and interpreted in accordance with Singapore laws.

Appendix A
CAREER SUPPORT PROGRAMME

provided by me in this declaration form is false, inaccurate or incomplete, without
prejudice to WDA’s /e2i’s other rights and remedies, WDA / e2i shall be entitled to
suspend me from receiving funding support of any nature, and / or bar me from
obtaining any form of career services at the WDA Career Centres / e2i for such
duration as it deems appropriate.
