TENDER NO TARDA/EOI/113/2015-2016
TENDER NAME: DETAILED FEASIBILITY STUDY AND DESIGN OF TWO
SMALLHOLDER IRRIGATION SCHEMES IN MASINGA AND NAROMURU
Tana and Athi Rivers Development Authority (TARDA) is a state corporation
established in 1974 by an Act of Parliament Cap 443, to manage the resources
within the Tana and Athi River basins through integrated planning and development
coordination.
The Government of the Republic of Kenya has received financing from Adaptation
Fund Board through National Environment Management Authority (NEMA) as
National Implementing Entity (NIE) towards the cost of Integrated Programme to
build resilience to climate change & adaptive capacity of vulnerable communities in
Kenya. Executing Entities (EE):Tana and Athi Rivers Development Authority
(TARDA) and Caritus Nyeri intends to apply part of this finance for consultancy
services for the detailed survey and Design of Masinga smallholder Irrigation Project
In Machakos County (Lot 1) and Thome Smallholder Irrigation Project in Laikipia
County ( Lot 2)
The service of the Consultant is required to review feasibility study, survey and
design of Smallholder Irrigation Projects: Specific objectives of consultancy services
include but not limited to the following:
a) Analyze preliminary data for the identified areas for irrigation and carry out
investigations to get information and data needed for best practice at the
design level,
b) Map the proposed irrigation area and corresponding infrastructure sites as
well as other typical structure sites and prepare corresponding drawings,
plans and maps.
c) Prepare detailed design criteria, approaches and working detailed drawings of
all irrigation and drainage infrastructures to be constructed or improved for the
proposed irrigation project, intakes, spillway and associated regulation and
control facilities,
d) Prepare tender documents, complete with detailed specifications, engineer’s
estimates and plan for mobilization, organization and involvement of irrigation
Water Users’ Associations (WUAs) in the design and O& M
The Authority therefore invites eligible consultants to express their interest by
submitting their proposal to the Managing Director TARDA.(Lot 1) and Director
Carius Nyeri (Lot 2) Interested firms must provide information to demonstrate that
they are qualified to perform the services through description of similar assignments
undertaken in the last two years, experience of proposed staff, methodology of
carrying out the assignment etc. Further the consultant should submit the following
mandatory documents together with their bid:
i.
Certificate of Registration/Incorporation
ii.
Copy of PIN/VAT certificate
iii.
Copy of valid Tax Compliance certificates
iv.
Audited Accounts for the last three years
v.
List of proposed key technical staff and their curriculum vitae
vi.
Evidence of works of similar nature carried out by the firm with brief details of
the project capacity
vii.
Litigation history
Only shortlisted consultants will be contacted and asked to submit Request For
Proposal (RFP). The selection of a firm or consortium of firms will be done in
accordance with Public Procurement and Asset Disposal Act, 2015.
Expression of Interest documents in plain sealed envelopes clearly marked
