CTE Committee Meeting Minutes
November 6, 2015
1:00 – 3:00 p.m.
Meeting Attendees: Leslie Blackie (Laney); Louis Quindlen (Laney); Mary Clarke-Miller (BCC); Gisele

(Laney); Dr. Des Rochers (BCC). GUEST: Vice Chancellor Ron Little, Finance & Administration
1. Articulation
Course agreement – between high school and college. Who teaches, who pays for books. Went
through Title 5 to develop template. 2 page set of prompts. Semester long agreements.

CATEMA - allows us to see classes that have been articulated with the high school and offered
at the high school, web based student records management
Distinction between articulation and dual/concurrent enrollment
 Both provide opportunities for early college credit
 Dual/concurrent enrollment governed by CC process (e.g. enrollment/registration
process, “W” on transcript potential etc…) whether on CC or high school campus
 Articulation course governed by high school process
** CPT goal: Want to get updated articulated agreements from each campus

Enhanced non-credit courses
 Create pathways between Adult School and CC system
 CDCP sequences can serve as these bridges

 Integrating basic skills with math and writing, into CTE curriculum
Berkeley Adult School
 Interested in a weekend course of proficiency study, but realize that there still are some
need pre-req for English and Math skills
Ron Little, VC and District’s CFO
4 priorities:
1. Address ACC/JC District accreditation findings District Recommendations - 1 (Postretirement benefits & liabilities)
2. Resolve audit findings (Now from 12 to about 2 or 3)
3. Equitable allocation of resources (review BAM model)
4. Improve grants management process.
a. Will have a new budget director Dec 1st - he will help with budget processes.
b. Currently, no certified accountants on financial team. Are preparing to hire a
senior accountant.
c. Want to tighten year end close. Year end close dates are real (~Apr 15)
d. Will want to have assistance from college Business Directors
e. Two new task forces are forming. Unified guidance task force (focused on
management of federal grants), time and effort certification group (want to
ensure federal compliance)
Comments from committee:
Question about Grants management module in PeopleSoft - can’t include right now
because system is out of date. Need to upgrade finance and position control modules.
This initial upgrade may go live by FY 17-18. Then can include grant management
module.
Concern about accessing more details about payroll esp. for grants.
Want more timely posting of journal entries from District
Can we get more classified hires (financial specialist, accountants) at the college level.
Business Services and Grant Managers are starting to meet more regularly at District
level
4. Employer Engagement
 Each college will have a staff person specifically focused on employer engagement.
 They will identify which employers/industries faculty are connected to.

Identify a tool to manage connections and relationships (some colleges currently
piloting LaunchPad or Simplicity- but want a unified tool)
Tell CTE faculty that this person will be in this role, and to connect to them.
State wants us to report on what happens to students regarding WBL opportunities,
placements, connection to pathways etc… But, don’t have a systematic way of collecting
this information. Laney use to report this to Career Center.
 Note for us: Should map out possible spreadsheet or google forms for collecting
this information for BCC (identify relevant outcomes - could be good project for
student interns to do lit review). For CPT: We need to tracking WBL
opportunities but disaggregate between internship, mentorship, etc...
