GCCC Chair Chown called the meeting to order.
APPROVAL OF AGENDA
Howell made a motion, seconded by Elsawa, TO APPROVE THE AGENDA. Motion passed
unanimously.
ANNOUNCEMENTS
1. Minutes from the March 17, 2014, meeting were approved and sent electronically.
2. Section D, Items reported for inclusion in the Graduate Catalog by another standing committee
of the Graduate Council. Smith explained that this is informational only, the catalog changes
in the report were forwarded to the Graduate Council from the Standards Committee.
CONSENT AGENDA
Elsawa made a motion, seconded by Zhou, TO APPROVE THE CONSENT AGENDA. Motion passed
unanimously. The following minutes with no graduate curricular items were so received.

COLLEGE MINUTES FOR DISCUSSION
College of Education #11
Chown noted the proposed changes from the Department of Counseling Adult and Higher Education to
change their Ed.D. in Counseling to a Ph.D. in Counselor Education. Chown reported that Bond had
informed him that he would not be able to attend this meeting. Bond told Chown in an e-mail that there is
no reason to hold up the degree change and the department has been positioning for the change for a

couple of years. This will be reviewed by the IBHE as a reasonable and moderate extension of an existing
degree. Zhou asked what are the accrediting agencies that they mention in the proposal. Howell said that
the department has been make modifications to their curriculum to position for the Ph.D., but he was
unfamiliar with the accrediting agencies. Howell added that this proposal mirrors similar programs at peer
institutions. Howell said that he knows that the Ed.D. is accredited, but the Ph.D. is what people in the
industry are now looking for. Chown said that he knows an individual who has the Ed.D., but would have
preferred to have the Ph.D.; this individual feels that there is a stigma attached with an Ed.D. Chown also
noted that the department has worked on a candidacy exam. Howell made a motion, seconded by Elsawa,
TO APPROVE THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF EDUCATION
#11 (3/18/14) PENDING BOT AND IBHE APPROVAL. Motion passed unanimously.
College of Health and Human Sciences #11
Chown pointed out the new course FCNS 504. Howell made a motion, seconded by Zhou, TO APPROVE
THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF HEALTH AND HUMAN
SCIENCES #11 (1/24/14). Motion passed unanimously.
College of Liberal Arts and Science #12
New course HIST 580 was noted among other changes. The department did check with the Department of
Political Science on nonduplication. Chown asked about this being a 500-level course and Smith pointed
out that they are probably offering it along with its undergraduate counterpart. There was a brief
discussion on the course title and whether or not it’s descriptive of the course content. Smith said that
unless there are duplication issues, the GCCC’s purpose is not to wordsmith course titles, descriptions, etc.
Elsawa made a motion, seconded by Zhou, TO APPROVE THE GRADUATE-LEVEL CURRICULAR
ITEMS IN COLLEGE OF LIBERAL ARTS AND SCIENCES #12 (2/26/14). Motion passed
unanimously.

Chown said that this is the last GCCC meeting of the 13-14 academic year and thanked the committee
members for their service.
A motion was made and seconded to adjourn. The meeting adjourned at 10:30.
