SECTION 1–MESSAGE TO PROGRAM PARTICIPANTS
1.1
Data Submission Deadline
State UCR Program managers should note that August 25, 2006, is the deadline to submit data
to the Crime Statistics Management Unit of the FBI’s CJIS Division for inclusion in the
Preliminary Semiannual Uniform Crime Report, January–June 2006. State Program managers
are asked to share this deadline with their local agencies.

UCR Summary Reporting Forms and Hate Crime Forms Now Available
on the Internet
The UCR Summary reporting forms and hate crime forms are available on the Internet. To access
the forms, agencies should go to <www.fbi.gov/hq/cjisd/cjis.htm> and click on UCR/NIBRS, then
click on UCR Reporting Forms or go to <www.fbi.gov/hq/formssummary.htm>.
The forms are available as Portable Document Format files but are not interactive (fillable); they
must be printed before an agency can use them. To view the forms, agencies must have Adobe
Acrobat Reader 4.0 or a higher version on their computer.

Electronic Availability of the State Program Bulletin
The UCR Program’s State Program Bulletin is available electronically in Corel WordPerfect and
Microsoft Word formats. State Program managers who wish to receive the State Program
Bulletin via e-mail instead of receiving hard copies through the U.S. Postal Service should
provide the CJIS Division’s Communications Unit (CU) with their e-mail address at
<cjis_comm@leo.gov> and indicate State Program Bulletin in the subject line of the e-mail.
Please note that whether the Bulletin is received electronically or in hard copy, it is the
responsibility of the state UCR Program managers to disseminate the information as
appropriate to their staff and local agencies.
In order to serve our customers in the best manner possible, the national UCR Program
would like to remind state Program managers to inform the CU of any changes in their
e-mail addresses.
The current State Program Bulletin, as well as previous editions, is also available via the LEO at
<http://home.leo.gov/lesig/cjis/programs/crime_statistics/state_program_bulletins/state_program
_bulletins.htm>. Users with questions concerning access to the LEO should contact the LEO
Program Office at (202) 324-8833 (telephone) or Mrs. Stacey C. Davis of the FBI CJIS
Division’s Advisory Groups Management Unit at (304) 625-2618 (telephone).

SECTION 3–PUBLICATION UPDATES AND MODIFICATIONS
Crime in the United States (CIUS), Law Enforcement Officers Killed and Assaulted
(LEOKA), and Hate Crime Statistics Being Retooled as Web Publications
In keeping with the President’s E-Government initiative to use technology to improve how the
Federal Government serves its citizens, the FBI is retooling CIUS, LEOKA, and Hate Crime
Statistics as Web publications and will no longer print those books. Data in the Web
publications will be more accessible to the user by being easier to find and use.
Agencies that contributed data to CIUS will be able to view the publication online before the
document is publicly released. The tentative release date is September 18. The Internet address
and password information will be included in the next State Program Bulletin. Please be sure to
keep your local agencies apprised of this information.
