Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim

GENERAL
32-1 Academic Research Enhancement
Award (Parent R15) (NIH)
The purpose of the Academic Research
Enhancement Award (AREA) program is
to stimulate research in educational institutions that provide baccalaureate or
advanced degrees for a significant number
of the Nation’s research scientists, but that
have not been major recipients of NIH
support. AREA grants create opportunities
for scientists and institutions, otherwise
unlikely to participate extensively in NIH
research programs, to contribute to the
Nation’s biomedical and behavioral
research effort. AREA grants are intended
to support small-scale research projects
proposed by faculty members of eligible,
domestic institutions, to expose students to
meritorious research projects, and to
strengthen the research environment of the
applicant institution. The scope of the proposed project should determine the project
period. The maximum project period is 3

The University Center for Human Values
invites applications for Laurance S.
Rockefeller Visiting Faculty Fellowships for the academic year 2014-15. Fellows devote an academic year in
residence at Princeton to do research and
writing about topics involving human
values in public and private life. Fellows
are expected to reside in or around Princeton and to be active contributors to the
intellectual life of the Center. The program is open to scholars in all disciplines
provided their research plans qualify. In
recent years fellows have been drawn
from fields including philosophy, political theory, literature, history, classics,
economics and law, but this list is not

32-3 Broad Agency Announcement
for Basic and Applied Scientific
Research (ARO)
The purpose of this Broad Agency
Announcement (BAA) is to solicit
research proposals in the engineering,
physical, life, and information sciences
for submission to the Army Research
Office (ARO) for consideration for possible funding. Research proposals are
sought from educational institutions,
nonprofit organizations, and commercial
organizations for scientific research in
mechanical sciences, environmental sciences, mathematics, electronics, computing science, physics, chemistry, life
sciences, materials science and network
science. Proposals will be evaluated only
if they are for scientific study and experimentation directed toward advancing the
state of the art or increasing knowledge
and understanding. Proposals focused on
specific devices or components are
beyond the scope of this BAA. Prospective offerors contemplating submission
of a white paper or proposal are strongly
encouraged to contact the appropriate
Technical Point of Contact (TPOC).

32-4 Grant Challenges (Gates)
The Bill & Melinda Gates Foundation
and its funding partners in the Grand
Challenges family of grant programs are
inviting innovators to apply for new
grant opportunities. Grand Challenges
Explorations, an initiative to encourage
innovative and unconventional global
health and development solutions, is now
accepting grant proposals for its latest
application round. Applicants can be at
any experience level; in any discipline;
and from any organization, including colleges and universities, government laboratories, research institutions, non-profit
organizations and for-profit companies.
Proposals are being accepted online until
November 12, 2013 on the following topics: Innovations in Feedback & Accountability Systems for Agricultural
Development; Inciting Healthy Behaviors: nudge, leapfrog, disrupt, reach;
Novel Enabling Tools and Models Supporting the Development of Interventions
for Severe Diarrhea and Enteric Dysfunction; and The One Health Concept: Bringing Together Human and Animal Health.

32-5 NIH Small Research Grant
Program (Parent R03) (NIH)
The National Institutes of Health (NIH)
Investigator-Initiated Small Research
Grant (R03) funding opportunity supports
small research projects that can be carried
out in a short period of time with limited
resources. The R03 activity code supports
different types of projects including pilot
and feasibility studies; secondary analysis
of existing data; small, self-contained
research projects; development of
research methodology; and development
of new research technology. Use this

Musicology, Playwriting, and Theatre
Studies (Howard)
The Howard Foundation awards a limited
number of fellowships each year for independent projects in selected fields. The
Foundation targets its support specifically
to early mid-career individuals, those who
have achieved recognition for at least one
major project. Approximately ten fellowships will be awarded in April 2014 for
2014-2015 in the fields of History, Music,
Musicology, Playwriting, and Theatre
Studies.

Learning (REAL) (NSF)
The Research on Education and Learning
(REAL) program represents the substantive foci of three previous EHR programs:
Research and Evaluation on Education in
Science and Engineering (REESE),
Research in Disabilities Education
(RDE), and Research on Gender in Science and Engineering (GSE). What is distinctive about the new REAL program is
the emphasis placed on the accumulation
of robust evidence to inform efforts to a)
understand, b) build theory to explain,
and c) suggest interventions (and innovations) to address persistent challenges in
STEM interest, education, learning, and
participation. The program supports
advances in research on STEM (science,
technology, engineering, and mathematics) learning and education by fostering
efforts to explore all aspects of education
research from foundational knowledge to
improvements in STEM learning and
learning contexts, both formal and informal, from childhood through adulthood,
for all groups, and from the earliest developmental stages of life through participation in the workforce, resulting in
increased public understanding of science
and engineering. The REAL program will
fund research on human learning in
STEM, learning in STEM learning environments, and broadening participation

32-8 CISE Research Infrastructure:
Mid-Scale Infrastructure - NSFCloud
(CRI: NSFCloud) (NSF)
The CISE Research Infrastructure (CRI)
program drives discovery and learning in
the computing disciplines by supporting
the creation and enhancement of worldclass computing research infrastructure.
This Mid-scale Infrastructure - NSFCloud
solicitation constitutes a track within the
CRI program specifically supporting
research infrastructure that enables the
academic research community to develop
and experiment with novel cloud architectures addressing emerging challenges,
including real-time and high-confidence
systems. CISE anticipates two phases of
activity for NSFCloud. This solicitation
enables Phase I, which will support
required infrastructure design and rampup activities, as well as demonstration of
readiness for full-fledged execution. An
anticipated future solicitation will enable
Phase II, during which funded infrastructure is expected to become fully staffed
and operational, fulfilling the proposed
mission of serving as a testbed that is used
extensively by the research community.

32-9 Catalyzing New International
Collaborations (CNIC) (NSF)
The Catalyzing New International Collaboration (CNIC) program is designed to
promote professional development of US
Science, Technology, Engineering, and
Mathematics (STEM) researchers and to
advance their research through international engagement. Support of international activities is an integral part of
NSF’s mission to sustain and strengthen
the nation’s science, technology, engineering, and mathematics (STEM) capabilities. Awards from the International
Science and Engineering Section of the
Office of International and Integrative
Activities (OIIA/ISE) contribute to NSF’s
mission by supporting research and education activities that present unique
opportunities and offer potentially high
benefits through collaboration with scientists, engineers, and STEM educators
abroad. NSF will consider proposals from
US institutions for collaborative work
with any country that is not explicitly proscribed by the Department of State. Activities can be in any field of science and
engineering research and education supported by NSF. This program offers support for the initial phase of international
collaborations with clear expectations that
the next phase will be submission by the
US investigators of follow-on proposals
to NSF core programs for continued funding of the research initiated with CNIC

32-10 Resident Scholar Fellowships
(SAR)
Resident scholar fellowships are awarded
each year by the School for Advanced
Research (SAR) to four or five scholars
who have completed their research and
who need time to prepare manuscripts on
topics important to the understanding of
humankind. Resident scholars may
approach their research from the perspective of anthropology or from related fields
such as history, sociology, art, and philosophy. Both humanistically and scientifically oriented scholars are encouraged to
apply. SAR’s beautiful campus nourishes
the scholarly spirit, combining solitude
and freedom from institutional responsibilities with a lively exchange of ideas.

Stimulant Co- Addiction (R01) (NIH)

32-12 NSF Science, Engineering and
Education for Sustainability Fellows
(SEES Fellows) (NSF)
Through the SEES Fellows Program,
NSF seeks to advance science, engineering, and education to inform the societal
actions needed for environmental and
economic sustainability and human wellbeing while creating the necessary workforce to address these challenges. The
Program’s emphasis is to facilitate investigations that cross traditional disciplinary
boundaries and address issues of sustainability through a systems approach, building bridges between academic inquiry,
economic growth, and societal needs. The
Fellow’s proposed investigation must be
interdisciplinary and allow him/her to
obtain research experiences beyond his/
her current core disciplinary expertise.
Proposals with a primary focus on topics
covered by the Directorate for Engineering (ENG) are considered out of scope for
this revised solicitation; however, proposals may include such topics as a secondary (or tertiary) focus. The Principal
Investigator (PI) on the NSF SEES Fellows proposal must be the prospective
Fellow. No co-PIs are allowed. To be eligible to submit a proposal to the NSF
SEES Fellows program, an individual
must, as of the proposal deadline date,
meet all of the following criteria: Be a
U.S. citizen, national, or permanent resident; Have earned the doctoral degree, or
expect to have earned the doctoral degree,
