BR functions (CV 161-183) that enhance efficient use:

- supports WRCs, the RRB, the R Sector & the TD Sector

Possible BR Improvements
to Enhance Efficient Use
BR practices that can improve efficient use:
- ensure databases (SNS, SNL) are kept up to date,
particularly for suspended & cancelled networks
- increase transparency of information provided
regarding BIU dates of satellite networks
- improve the BR software & database
- reduce notice processing times for notifications/Plans
- accurately identify & timely publish information
needed by administrations & operators pursuing satellite
network implementation

Solutions in these areas are mainly in the hands of satellite operators
and administrations, and to some extent, the Radiocommunication
Bureau.

COMMENTS ON SUGGESTED METHODS
TECHNICAL - derived and improved by Member States and
Sector Members in the ITU-R Sector, in particular, WP 4A
REGULATORY - proposed and adopted by Administrations
at WRCs and Plenipots.
ECONOMIC - in the purview of Plenipotentiary Conference
& Council (cost recovery), not ITU SGs; in the purview of
Member States for auctions or fines.

ON HARMFUL INTERFERENCE AT ITS LAST
WORLD COMMUNICATION SEMINAR IN GENEVA
(8-12 Dec. 2008):
“Experience shows that it is possible to improve
the use of the frequency spectrum. For that, the
utmost goodwill and mutual cooperation among the
interested parties are necessary.”
SUCH A STATEMENT APPLIES EQUALLY TO THE
USE OF ORBIT/SPECTRUM BY THE SPACE
SERVICES

SUPPRESS REGULATIONS THAT FOSTER ADVANTAGES/DISADVANTAGES
(e.g., eliminate the mandatory requirement of 6 months between dates of API
receipt and coordination request receipt)
TIMELY PUBLICATION OF INFORMATION FROM ADMINISTRATIONS INFORMING
THE BR THAT FREQUENCY ASSIGNMENTS HAVE BEEN BROUGHT INTO USE,
PARTICULARLY WHERE THE BIU DATE IS EARLIER THAN THE SEVEN-YEARS
DEADLINE FOR PLACING ASSIGNMENTS INTO SERVICE

ECONOMIC options suggested by BR staff:
- Fees for non-compliance
This is not the purview of the ITU/BR
per the ITU Constitution and Convention; it rests with
Member States as a sovereign right for national
implementation.
- Fees for maintaining recorded assignments in the MIFR
Cost recovery (CR)? CR dependent on Council decisions;
What costs? Impact on efficient use?

IMPROVING EFFICIENT USE
- RESTS WITH ADMINISTRATIONS AND OPERATORS
- ITU SYSTEM IS A COOPERATIVE ONE BETWEEN
ADMINISTRATIONS/OPERATORS
- COORDINATION IS STRICTLY A BILATERAL OR MULTILATERAL PROCESS BETWEEN ADMINISTRATIONS/OPERATORS
- DECISIONS ON HOW MANY FILINGS AN OPERATOR CAN
MAKE, MECHANISMS FOR IMPLEMENTING THEM (POSTING
BONDS, ETC.) MUST BE MADE BY EACH ADMINISTRATION
- ELIMINATION OF THE DELAY OF 6 MONTHS BETWEEN FILING
OF APIs AND COORDINATION REQUESTS IS ONE EXAMPLE TO
THWART THE SUBMISSION OF EXORBITANT AND “PAPER”
