Open information – adopt open licenses as default
(Crown Copyright), make re-use easy
Open innovation – develop a backstage, work with
community of innovators
Open discussion – look at Commentariat model,
identify relevant online public spaces
Open feedback – develop channels building on all
of the above, focus on efficacy of interaction
