This position is located at II MARINE EXPEDITIONARY FORCES (MEF), CAMP LEJEUNE, NORTH CAROLINA. Candidates selected for this
position will serve as a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SARC) for II MEF COMMAND.
Major Duties
Serves as the Command Sexual Assault Response Coordinator (SARC) and recognized program expert. Provides direct oversight for an integrated
and transparent response capability and system accountability for sexual assault awareness, prevention, response, training, and victim care
throughout the assigned command. Provides support and oversight of the command’s SAPR program and, in collaboration with the Installation SARC,
will ensure services availability 24/7 for victims of sexual assault, monitors the command’s compliance with SecNav/USMC requirements; provides
guidance and technical assistance to the commander in addressing matters concerning the SAPR program; develops command program guidance in
support of DoD/DON/USMC policies; monitors Serious Incident Reports (SIRs) to ensure reporting requirements have been met; coordinates all
taskers (received/response); assists commander in meeting annual sexual assault prevention, awareness and response training requirements; and
performs other duties as assigned by DoD/DON/USMC. Serves as a special staff officer to the commander and as the command’s SARC. Reports to the commander and will be administratively supported by
Marine Corps Community Services. Supervise command assigned Uniformed Victim Advocates (UVAs) and support Victim Advocates (VAs) to
ensure an integrated and transparent response capability and system accountability. Independently manages day-to-day operations, authorized and
funded by the agency, to ensure compliance with: mission, function, operation, activity, laws, rules and regulations. Works collaboratively with various
divisions and agencies to ensure resources are maximized for the benefit of the program. Acts as the command subject matter expert for training,
inspections and site visits. Monitors trends and activities and takes appropriate action to mitigate risks and/or improve services provided. Performs
complex work and develops reports requiring a working knowledge of legal and regulatory statutes as they relate to varied sexual assault incidents,
counseling and medical support situations, law enforcement actions, records and database management requirements, and training.
Reports to the commander on the status of the SAPR program issues and trends, provides recommendations for areas needing improvement,
effectiveness of case management and command climate. Monitors project activities and resources, as appropriate and/or directed, to mitigate risks

Job Opening
Promotes the SAPR program by encouraging victims to come forward for services, and oversees development of command education campaigns
promoting prevention, victim rights and advocacy services. Ensures the integration of SAPR training, promotions, assessments, etc., into the
command strategic goals and objectives. Responsible for tracking and ensuring initial and refresher SAPR training is occurring for command assigned
UVAs and ensuring leadership training for command teams occurs within the required timeline. Assists UVAs/VAs to ensure annual SAPR training
requirements are met and properly documented. Establishes protocols for accurate and timely collection of specified data, to include but not limited to service referrals, for input into the Sexual Assault
Incident Reporting Database (SAIRD) and other USMC/DoD sanctioned databases, e.g., the Defense Sexual Assault Incident Database (DSAID), or
case management system, as required. Ensures command is in compliance with DON and USMC policies and procedures. Coordinates with VAs and Installation SARCs (or sister service equivalent) to establish and maintain official protocols to facilitate the timely exchange
of information between installation and/or community victim support agencies and/or other commands/activities on cases involving sexual assaults
(e.g., Memorandums of Agreement or Understanding (MOA/MOU) , and/or Interservice Support Agreements (ISAs).
Oversees and is responsible for the content on the SAPR section of the commands website.

Handles sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure. Safeguards sensitive information
and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with
rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104191, and DoD Directive 6025.18. Notifies the higher level supervisor and senders immediately when proprietary information has been released and
advises on how to properly recover, and/or protect information. Coordinates with Staff Judge Advocate on confidentiality issues and reporting
requirements that could cause inappropriate release or disclosure of victim’s identity and/or personal information, and issues that may require an
evaluation of the possibility of legal action and the affect of potential adverse administrative action by the Marine Corps or other agencies.
Develops and implements protocol to evaluate attainment of program goals and objectives, and compliance with DoD, DON, and USMC policy with
emphasis on quality analysis of command procedures and database management. Ensures timely responses to taskers from higher Headquarters. Responsible for articulating and promoting the program’s goals, strategies and achievements, as required.
Formulates, administers and monitors the budget for the program. Compares current and historical data to determine trends and anticipate future
requirements. Presents financial reports to the commander. Due to the nature of work in this position, the incumbent may serve in an “on call” duty status outside of normal work hours that includes but is not
limited to: remaining in a reasonable call back radius, carrying a cell phone or pager; included on the 24/7 Helpline duty rotation; regularly checking
email to respond to crises; remaining in a state of readiness to perform work with limitations on pursuing outside leisure activities; and/or reporting to a
designated post of duty to be ready to or perform work. Cross-training on domestic violence related issues may be required.
Local travel is required. All other related duties assigned, as required.
MINIMUM QUALIFICATIONS: Completion of a four year degree and three years of experience that demonstrates acquired knowledge of one or more
of the behavioral health or social sciences equivalent to a major in the field and skill to: apply specialized knowledge of laws, regulations, and
executive orders to issues relating to victim advocacy, sexual assault and other acts of interpersonal violence. Applicant is required to obtain and
maintain certification/credentialing as required by the National Defense Authorization Act for Fiscal Year 2012 through the Department of Defense
Sexual Assault Advocate Certification/Credentialing Program (D-SAACP) or an agency approved by Headquarter Marine Corps. Applicant should
have the skills to apply specialized knowledge of laws, regulations, and executive orders to issues relating to victim advocacy, sexual assault and
other acts of interpersonal violence and have creditable, specialized experience with social services delivery systems, concepts, principles and
theories relating specifically to sexual assault, victim advocacy and other acts of interpersonal violence. Possess specialized experience with social
services delivery systems, concepts, principles and theories relating specifically to sexual assault, victim advocacy and other acts of interpersonal
violence. Knowledge of a wide range of social science and social work principles, concepts and practices relating to the prevention of and response to
sexual assault or other acts of interpersonal violence; comprehensive knowledge of program requirements and procedures, help techniques for sexual
assault programs; comprehensive knowledge of various techniques of instruction in providing meaningful learning experiences and how to design
methods of evaluation to measure effectiveness. Knowledge of rules, procedures and operations to perform procedural work to include: preparing
and editing documents and locating and assembling information for reports. Skills to: operate a personal computer and associated peripheral
equipment; assess program needs to accomplish goals and objectives; evaluate program status; recommend solutions for improvements, apply tact
and diplomacy under difficult circumstances to advise and inform on complicated, sensitive and controversial issues; and skill to maintain effective
working relationships with individuals and organizations.
