Q: In the “3. PROJECT MANAGEMENT APPROACH” section of the RFP (pg 12 of
16), there are numerous products (i.e. estimates, progress reports, schedules,
constructability reviews, value engineering studies, forms, general conditions
budgets, organizational structures, etc.)…do you want a 1-2 page excerpt for each
one of the products listed? How do you want to see all those documents/information
referenced?
A: We are more interested in the process and that your firm has standard processes
that address the identified issues. Please describe the processes your firm uses and
you may include one or two excerpts from example reports. You should identify
processes and reports that may be particularly useful for this project and how they
would apply to this project.
Q: There are several items within Exhibit A, CMGC Designated Services and Method
of Payment, that are listed as “AS REQUIRED.” Will you please let us know which of
these are required? (eg. Are legal-basic services required?)
A: Exhibit A is designed to define who is responsible for which task, if that task is
required. If a given task is not required for this project then you do not need to
include it in the appropriate fee.
Q: In regards to SUBCONTRACTOR BONDS, Exhibit A, CMGC Designated
Services and Method of Payment, states that they are to used “ONLY AS
MUTUALLY AGREED UPON BETWEEN THE PRINCIPAL REPRESENTATIVE
AND THE CM.” Are we allowed to have our subcontractors include a bond for their
services to us?
A: The University needs to be protected by the CM/GC having performance and
payment bonds for this project. It is recognized that requiring subcontractors to have
bonds is part of the cost of the work and increases the costs to the university. Thus,
while it is preferred that the CM/GC carry the full project bonds, it is acceptable to
require the subcontractors to carry their own bonds.
Q: In ¶IV.A.4, we are to provide “References for Owner and Architect as described in
IV.E”. There is no IV.E. Please clarify.
A: Through this answer the following section is added to the RFP:

Q: What permits will be the CM’s sole responsibility?
A: See answer to question on inspecting authority.
Q: Who will be the inspecting authority? City or state?
A: The State uses a multiple permit and inspecting process. The university will hire
an architect that is pre-qualified by the State Architect, to inspect design documents.
The design documents will also be submitted to the Colorado Springs Fire
Department (CSFD) for review and approval. During construction the CM/GC will be
required to obtain permits and call for inspections by the CSFD, the State Electrical
Inspector and the State Plumbing Inspector. The contractor will also be required to
call for inspections by the State designated architect, however those costs will be
covered by the university. Inspections are required at all standard inspection points
during construction.
