MANAGER, FINANCIAL REPORTING
Definition
Plans, organizes, and performs divisionwide, advanced level, accounting, complex financial
reporting, accounting process analyses, and departmental training of financial services staff on
governmental accounting standards; performs related duties as required or assigned.
Typical Tasks (illustrative only)
Interprets complex accounting standards and develops implementation plans to ensure
procedural compliance with Generally Accepted Accounting Principles (GAAP) and
Governmental Accounting Standards Board (GASB) rules and pronouncements; develops and
implements a governmental accounting training program, including courses and manuals, for
accounting and budget staff; assists with coordination of the preparation of the divisionwide
Comprehensive Annual Financial Report (CAFR) in accordance with the reporting standards of
the Government Finance Officer’s Association (GFOA) and the Association of School Business
Officials International (ASBO); coordinates the preparation of state mandated annual school
report; prepares the financial statements and schedules included in the CAFR in accordance
with the reporting standards of the GFOA and/or ASBO; participates in researching, identifying,
and implementing divisionwide policies, procedures, and financial best practices related to
divisionwide financial reporting; evaluates divisionwide internal controls for efficiency and
effectiveness and recommends strategies for improvement; work on special projects, to include
participating on the multi-year enterprise resource planning (ERP) project team; manages the
School Other Post-Employment Benefits Trust Fund; and coordinates the annual actuarial
studies and other activities involved in that fund.
Supervision Received/Given
Receives general supervision from a coordinator. May supervise lower-graded employees, as
assigned. May provide guidance and assistance to full-, part-time, and/or hourly employees, as
required.
Education/Experience/Skills
Any combination of education and experience equivalent to a bachelor’s degree in accounting,
business administration or a related field supplemented by course work in quantitative analysis
plus six years of progressively more responsible experience in accounting and financial
reporting. Master’s degree and/or professional certifications preferred. Familiarity with and able
to effectively use governmental accounting automated financial systems; can demonstrate
knowledge of the theory, methods, principles, processes, and practices of GAAP and GASB
rules and pronouncements; ability to research, analyze and interpret complex accounting
standards; ability to develop presentations to explain technical accounting issues in nontechnical terms for utilization by other staff members and senior management; and ability to
communicate effectively, both orally and in writing.
