Description of Duties: This position is responsible for training and directing a staff of representatives and
specialists in an inbound/outbound HR call/service center environment. This position
requires working within general methods and procedures, and exercising considerable
independent judgment to adapt and apply the guidelines.
Supervises a staff of human resource service representatives that provide enterprisewide information and human resource services including benefits related services,
transactional and information activities involve SAP Benefit Enrollment, Disenrollment,
Personal data changes, Payroll/deduction changes, ESS/SSS Support, Financial
Disclosure, General HR inquiries. Staff is required to complete detailed analysis of
employee service informational requests to determine what action needs to be taken
to ensure the proper completion. In addition, provides support and problem resolution
to managers and agency human resource offices.
Supervises human resource services specialists who work directly with other Bureau
staff and program partner staff to identify and correct complex issues. Analyzes payroll
errors and determines corrective action that needs to occur. During the 4 hour payroll
processing correction window, works closely with agencies to resolve difficult payrelated problems.
Supervises staff and ensures that a full range of employee related services are being
provided to employees. Works reports via the Error Reporting Tool researching and
analyzing errors and taking appropriate action to resolve. Ensures that trend errors are
identified.
Supervises the "AskHR" work stream of the Enwisen product. This work stream
requires attention to detail and excellent verbal and written communication skills. While
the work will be generated in the form of a written CRM ticket, outreach by phone may
be necessary to clarify with the employee what is to be accomplished.
Supervises the processing of multiple employee service related forms and
transactions.
Is responsible for ensuring professional and exceptional customer service; and quality
assurance, including accuracy and timeliness of employee service transactions and
completion of forms, inbound and outbound call handling and written communication.
Coordinates any potential impacts in employee services with program partners, as
appropriate, where changes including retroactivity affect employee compensation.
Ensure that employee is notified and understands the impact to pay.
Recommends any necessary updates to work procedures, written communication
templates, work flow diagrams, processing instructions and serves on committees to
improve work processes when necessary.
Supervises, coordinates, directs, and monitors staff activities to ensure prompt,
courteous, and accurate responses are provided to our customers.
Selects and trains employee services staff ensuring equal opportunity in hiring and
promoting. Manages leave requests for subordinate staff ensuring proper office
coverage.
Prioritizes and assigns work to employees as necessary.
In accomplishing all of the above, the incumbent must interact with program partners
within the Bureau and Deputate, the Bureau of Comptroller Payroll Operations,
Agency Human Resource Offices, and technical staff at Integrated Enterprise
Systems.
The incumbent must be knowledgeable regarding employee services' transactions,
processing, benefit policies and procedures, SAP Personnel Administration,
Organization Management, Compensation, and Time Managements touch points and
IPPS retroactivity as it relates to benefits.
Performs special projects and miscellaneous duties as assigned.
Performs related work as required.

2 in the area of the parenthetical. OR One year as a Field Human Resource Officer 1, and one year of
professional experience in the area of the parenthetical, OR Two years of experience in the
performance of professional human resource work, including one year of professional experience in the
area of the parenthetical; and a bachelor's degree; OR An equivalent combination of experience and
training.
2. Be a resident of Pennsylvania.
