Description of Duties: This position provides supervision for a team in the investigation and conciliation of complaints
of discrimination in employment, education, housing, commercial property, and public
accommodations alleged to have occurred because of their protected class such as race, color,
sex, national origin, ancestry, religious creed, familial status, age, disability, and/or retaliation.
This position ensures a team of HRR1s and HRR2s applies the proper investigative procedures
and theories in analyzing complaints of discrimination; and also oversees the proper usage of
the Commission's internal computer software, "Case Management System" (CMS) and
"TEAPOTS", if applicable, within the team.
The incumbent:
Maintains working knowledge of PA Human Relations Act, PA Fair Educational Opportunities
Act, and other laws, policies, and procedures relating to illegal discrimination. Incumbent uses
this knowledge to guide staff in the proper investigation of complaints.
Leads team meetings to discuss, gain knowledge, and receive feedback from the entire team
regarding unique or complex cases which require prompt legal direction. Reports information
discussed at the Team Meetings to the Regional Director using the prescribed template. Also
participates in all other required meetings.
Ensures that investigative and administrative work is completed in accordance with established
Case Investigative Procedures and that deviations from established procedures are
documented. For example, the incumbent reviews and approves the HRRs service package
prior to issuance and verifies that preliminary analysis has been completed and entered timely in
CMS. The incumbent also reviews and approves the HRRs final analysis and collaborates with
legal staff as needed for each case.
Follows up with team members on the status of all pending investigations. Makes CMS entries,
which indicate supervisory directions given for each complaint. Reviews the team's work
products for accuracy and thoroughness.
Meets with each team member monthly to conduct case audits and to provide written direction
for the next four weeks.
Submits monthly reports to the Regional Director which reflects case closures, pending cases,
and cases that are considered priorities by the Commission.
Conducts quarterly and annual performance reviews to reflect each team member's work results
and overall level of performance.
Ensures employee leave usage is monitored and entered timely into ESS.
Issues directives and memorandums when needed to train, guide, direct, or otherwise inform
team members of proper procedures to follow.
Provides constructive feedback to the team throughout the year. Identifies and recommends to
the Regional Director the team's training needs.
Administers disciplinary action or takes corrective action as appropriate.
Addresses public inquiries and answers questions about complaints from internal and external
sources.
Effectively communicates with the public, all parties, and staff.
Reviews Fact Finding Conference agenda questions and notes to verify that they are
comprehensive, clear, and concise.
Conducts Conciliation Conferences as needed and recommends Public Hearings if the
conciliation fails.
Testifies at public hearings and/or civil proceedings, when necessary.
Performs outreach and conducts training presentations on behalf of the Commission.
Performs other duties as assigned.

1. Meet the minimum experience and training required for the job: One year of experience as a Human Relations
Representative 2; OR Three years of professional administrative, criminal, or regulatory investigative experience
involving the gathering of evidence, interviewing, and reporting investigation findings, which includes two years of
experience investigating compliance with local, state, or federal anti-discrimination laws; and a bachelor's degree;
OR An equivalent combination of experience and training that includes three years of professional administrative,
