EMT Paramedic to provide medical treatment in an emergency situation, transfer and transport services for a population of 17,000 US and NATO forces, DOD Civilian Employees and contractors in Afghanistan.
EMT will be assigned to a Combined Aid Station (CAS) and shall be required to assist in Sick Call Clinic seeing patients under the direction of the Medical Director when not performing emergency response or transport services. EMT shall cover the range of services provided in a civilian medical treatment facility, such as emergency patient care. EMT will report to an onsite Sr. PA Lead and CONUS Program
Management office.
This is a proposed position and contingent upon contract award.
SCOPE:
The EMT will be assigned to treat patients in two settings: (1) EMS Response Teams, (2) Small medical/trauma clinics under the direction of CAS Medical Director when not performing emergency response or transport services, interviews patients, measures vital signs (i.e., pulse rate, temperature, blood pressure, weight, and height), and records the information on patients' charts. EMT may be required to draw and collect blood samples from patients and prepare specimens for laboratory analysis.
The EMT-P will perform emergency skills, such as managing respiratory, trauma, and cardiac emergencies, and patient assessment. Typically, an EMT will deal with bleeding, fractures, airway obstruction, cardiac arrest, and emergency childbirth. EMT will use and maintain common emergency equipment, such as backboards, suction devices, splints, oxygen delivery systems, and stretchers.
EMT-P provides more extensive pre-hospital care than do EMTs. In addition to carrying out the procedures of the other levels, paramedics administer medications orally and intravenously, interpret electrocardiograms (EKGs), perform endotracheal intubations, and use monitors and other complex
equipment.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

High School diploma, GED or equivalent education required.

Completed an accredited Emergency Medical Technician (EMT) course.

NREMT Paramedic certification is required.

Current/valid EMT-P state license

A minimum of 3 years, full time experience practicing as an EMT Paramedic is required.

Current Certification in Basic Life Support Provider (BLS),

Advance Cardiac Life Support (ACLS), Pre-Hospital Life Support Advanced Provider

Current Certification in Pre-Hospital Trauma Life Support (PHTLS)

Knowledge/Experience of Hazard Materials Awareness

Emergency Vehicle Operator’s Course (EVOC), state-approved or Volunteer Fireman’s Insurance
Corporation course

Knowledge of human anatomy and physiology; Emergency medical treatment, to include CPR;
Aseptic and surgical technique; Infection control, communicable diseases; Medical ethics and legal aspects; Operation and maintenance of therapeutic equipment; Medical terminology;
Transportation of the sick and injured; Disaster preparedness procedures

Knowledge of current hospital and pre-hospital protocols, in order to assess, plan, implement, and evaluate care of patients in pre-hospital settings. The EMT may, on occasion, be required to assist with patient care within the MTF when not performing emergency response or transport services.

Knowledge and skill in cardiopulmonary resuscitation and advanced life saving measures used to initiate resuscitation measures when necessary and assist unit in providing support measures.
DUTIES AND RESPONSIBILITIES:
1.
The EMT Personnel shall be responsible for creating, maintaining, and disposing of medical documentation as required. The EMT shall document each emergency medical response, whether it results in a transport to the hospital or not. The EMT shall ensure that a copy of any medical report generated for a patient follows the patient and is handed-off to the receiving medical center staff. The EMT shall submit a report to the COR within 24 hours after the completion of each emergency medical service response. This report shall include: the age of patient; sex of patient; location of call; response time; basic synopsis of the call and the medical condition found; interventions provided; and; patient disposition.
2.
Performs a full range of ambulance type services in the field when performing ambulance type emergency response, transfer, or transport services. The EMT shall practice within the guidelines standard to performance of such duties and/or as established by the Medical
Director. Provides emergency pre-hospital care for all types of patients.

Maintains the service call readiness and preparedness of Government furnished and maintained

Maintain, inspect and service durable medical equipment.
6.
Keep inventory and restock medical consumables.
7.
Utilizes and deploys best efforts in order to respond to to advance life support (ALS) emergency calls within established time frames according to DoDI 6055.06, Table E3.T1: Aggregate
Response Times (ART) for ALS calls will be within twelve (12) minutes for 90% of the calls.
8.
Assesses, plans, implements, and evaluates emergency care for all patients. Workload includes the evaluation and treatment of emergent, urgent, and non-emergent patients.
9.
Recognizes medical emergencies and responds appropriately. Initiates CPR if required, and administers advanced cardiac life support measures when necessary.
10.
Provides/documents complete patient exam on approved forms; provides verbal/written reports to receiving physician and MTF (Medical Treatment Facility). Performs documentation audit after each response is complete, to ensure documentation compliance with peer review standards.
11.
Immediately cleans, sanitizes, and restocks Emergency Response Vehicle(s) with MTF supplies according to established policy.
12.
Responsible for and assists with orientation and training of newly assigned personnel.
13.
Shall provide a program of refresher education to ensure that employees remain certified to the required levels of training throughout the period of the contract.
14.
Participates in base exercises, in-services, and continuing education programs. Maintains training record.
15.
Establishes and maintains good interpersonal relationships with co-workers, peers, and other health team members.
OTHER DUTIES:

All Health Care Providers (HCPs) will document care delivered and follow up care required.

Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.

Maintains the highest regard for patient dignity and observe the precepts of the American
Hospital Associations Bill of Rights for patients.
OTHER REQUIREMENTS:

EMT-P will require a favorably adjudicated for a National Agency Check (NAC). An existing
Department of State Secret Clearance is highly desirable.

EMT-P will sign a CHS Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.

Emergency Medical Response Teams will maintain service 24 hours a day: 365 days a year.

The following requirements apply to all EMT-P:

Participate in training, (including HIPAA training) that may be required by DOD or CHS prior to deployment to Afghanistan.

Must have a valid, current U.S. Driver’s License.

Must have a current U.S. Passport.

All EMT shall be proficient in the ability to speak, write and communicate in English.
PHYSICAL REQUIREMENTS:

EMTs and paramedics work both indoors and out, in all types of weather. They are required to do considerable kneeling, bending, and heavy lifting. These workers are at a higher risk for contracting illnesses or experiencing injuries on the job than workers in other occupations. They risk noise-induced hearing loss from sirens and back injuries from lifting patients;

EMTs and paramedics may be exposed to communicable diseases, such as hepatitis-B and AIDS, as well as to violence from mentally unstable or combative patients;

The work is not only physically strenuous but can be stressful, sometimes involving life-or-death situations and suffering patients;

Must be confirmed by a medical examination to be “medically and dentally fit” in accordance with DOD requirements for service in Afghanistan.


The climate is desert-like, hot, and prone to dust storms.
Hair must not extend below the collar and facial hair, if present, must not interfere with the wearing of an N-95 or similar mask

