Teacher Quality Goals
NCLB places a major emphasis upon teacher quality as a factor in improving student
achievement. (Title I Section 1119)
2002-2003 - All teachers hired after the first day of the 2002-03 school year and teaching
in a program supported by Title I funds must be “highly qualified.”
August 31, 2006 – All other teachers teaching core academic subjects must be “highly
qualified” by August 31, 2006.
August 31, 2006 – All teachers not currently considered highly qualified must report on
the HiQ system a remediation method to be implemented in 2006-07.

• HOUSSE is designed to assess and document competency of
veteran teachers only
• Requires 100 points (points in at least 3 categories)
(Veteran teachers have completed a total of 3 or more full years of successful teaching.)
