Program Description
Mission/Tasks:
The CVN68-Class Refueling Complex Overhaul (RCOH) program is a mid-life depot availability to
accomplish refueling of the ship’s reactors, warfighting modernization and recapitalization / repairs
of ship systems and infrastructure so the ship may adapt to future mission requirements.
Additionally, auxiliary, habitability, and distributive systems are upgraded to enhance habitability
and ensure compliance with environmental regulations.
Notional Characteristics:
• 4 year planning cycle
• 33 month execution
• 3.2 million mandays

• 4 month PSA/SRA

– Contract language allows for high or low estimates to impact the
amount of fee awarded.
– Maximum fee awarded if Contractor expends the money in the
time frame allowed.

– New work (Growth) effects the Government Negotiating Position
– Risk: no defined or contractual product in RCOH

Contracting 101
• Inspection Report (IR)
– The method by which NNS reports recommended work requirements
beyond original scope of what they estimated. Can be (G)overnment or
K(ontractor) responsible
• Field Modification Requisition (FMR)
– The method by which SOS pays and authorizes NNS to conduct additional
work. SOS authorization to NNS to commence work.
– FMRs are an official change to the contracted work package that, once
approved, become part of the “new” contracted work package.
– Contracted work package is constantly changing.

FMR Types
• Waterfront Circuit
– Price agreed on within 10%, negotiated and approved at the waterfront
level (accounts for about 85% of FMRs)
• UPSA
– Unpriced Supplemental Agreement, SOS authorization to NNS to
commence work prior to agreeing on a price. Majority of risk is to the
Gov’t. Implicit in NGNN acceptance of UPSA is that work will not change
delivery date.
• RFP
– Request for Proposal. SOS authorization to NNS to plan work and prepare
a price estimate. Not an authorization to start work, which comes after
formal negotiations and price agreed upon.

FMR Types
• Pre-priced change
– For small value changes , NNS agrees to work and accept fee on a predetermined amount plus cost of work
• Level of Effort (LOE)
– A reserved amount of manhours and material dollars for specific work
items which SOS will allow NNS to charge to without a FMR (eg.
Lagging, painting, non-stock fasteners, etc.)

Other Contract Changes
• Notification of Change
– NGNN identifies work or condition of the ship that requires them to
immediately commence work because failure to do so would affect the
overhaul date. SY must notify the government in writing when they deem
such a condition to exist. Government has 30 days to approve or
disapprove of NGNN assessment. Price is negotiated later (sometimes
much later as work scope may not be fully understood). May or may not
affect delivery date and that assessment is the subject of future negotiations
• Change Order
– Government direction to commence work without an agreement on price or
impact on the overhaul. Only way to get work started when NGNN will
not accept an FMR or UPSA because of potential impact on schedule.
Implicit in this type of change is that NGNN will perform “best effort” on
the work, but not necessarily finish before “delivery.”

Crew Cert Phase II by CCDG-5 (ISIC) evaluation of the state of training of the crew and the
material readiness of the ship for sea trials (para 6.b.4.c). (Similar to App H JFMM Vol II, Chap 3)
SUPERVISING AUTHORITY MAT’L CONDITION READINESS FOR FAST CRUISE AND SEA TRIALS
SUPSHIPNN msg to Fleet CINC (CNAP), info NAVSEA/CO/CNO that all authorized work has been
completed (unless approved for work after sea trials) and that the material condition of those parts of the
ship repaired or tested by the industrial activity is certified satisfactory for post repair trials (para 6.b.3.i).

CO REQUEST READINESS FOR FAST CRUISE and SEA TRIALS
Following receipt of the supervising authority message that the repaired portions of the ship
are ready for sea trials, certify to the Fleet CINC (CNAP) the readiness of the ship to
commence fast cruise and sea trials (para 6.b.5.h). (Similar to App AL JFMM Vol II, Chap 3)
TYCOM REQUEST FOR OPERATIONS ISO FAST CRUISE and SEA TRIALS
When state of training of crew AND material readiness of ship for underway trials determined
obtain permission from SEA 08 for operations during fast cruise and sea trials (para 6.b.4.d).

NAVSEA GRANT PERMISSION to CONDUCT OPERATIONS
NAVSEA authorizes operations for fast cruise and subsequent sea trials (para 6.b.1.b).
CO REPORTS FAST CRUISE COMPLETION
Report by message to the Fleet CINC (CNAP), information to NAVSEA, the successful
completion of fast cruise and recommends commencement of sea trials as scheduled (para
6.b.5.i). (Similar to App AD JFMM Vol II, Chap 3)
TYCOM AUTHORIZES COMMENCEMENT OF SEA TRIALS
Upon satisfactory completion of fast cruise and when satisfied that all other requirements have been
met, authorize commencement of sea trials (para 6.b.4.h). (Similar to App AH JFMM Vol II, Chap 3)
