WCA COVENANT
We covenant with the Lord and with one another in striving to know the will of God as taught in the Holy
Scriptures, and in our purpose to walk in the ways of the Lord, known or to be made known to us and to be free of
the will of humanity for the purpose of becoming perfectly subject to the will of God. We voluntarily associate
ourselves together for faith, freedom, and fellowship, with Jesus Christ as our only Head. We affirm and maintain
the freedom of individual conscience as enlightened by the Holy Spirit, our only interpreter of the Word of God. We
also claim that each church shall be free, independent, and forever devoid of any and all control by the Association.

45th ANNUAL MEETING MINUTES OF THE WISCONSIN CONGREGATIONAL ASSOCIATION
April 20, 2013
Plymouth Congregational Church
Racine, Wisconsin
Delegates and attendees met at 8:00 a.m. for a continental breakfast and conversation.
Rev. Glenn Lawson welcomed all with prayer and led us in worship on the theme, “Do You Love Me?”
Moderator Kurt Hoefert introduced the theme topic, “Teamwork,” at 9:10 a.m.
Interim Executive Secretary Casey van der Bent gave greetings from the NACCC. The restructuring of
the NACCC is designed to make it more responsive to the local churches.
Rev. Casey VanderBent announced the closing of First Congregational Church of Kenosha, WI, following
175 years of ministry. The NACCC has assisted the leadership and congregation in discerning the
future of the church.
The morning program began with keynote speaker, Wes Block, Youth and Camp Chair of the WCA,
on the topic, “Team Dynamics.” He stated that nothing happens in a Congregational church without
teamwork. He continued with identifying core elements making teams successful, as well as elements
of dysfunctional teams.
Stan Dugas, member of Plymouth Church, Racine, offered insights on “Using Teamwork Tools to Fix
Problems,” based on his experience of working with Boy Scouts and on management teams.
J.J. Masterson, member of Plymouth Church, Racine, spoke on “Making Videos with Kids,” which
offers children experience with learning and sharing scriptural passages.
Todd Davison, of North Shore Congregational Church, Fox Point, shared his experiences with prayer
teams.
Andy Forsaith, member of Heritage Congregational Church, Madison, spoke on the value of written
agendas and reports, in his work on Board of Trustees.
Rev. Peter Ndungu, of Happy Life Children’s Home, Nairobi, Kenya, offered greetings from the
Mission. He told us of caring for and educating orphaned and abandoned children. Currently, 80% of
adoptions in Kenya are by Kenyans.
Pastor Lawson, Nancy Charles and Dr. James McKeever, all of Plymouth, Racine, offered vocal, piano
and organ selections before lunch. Stan Dugas and others provided a delicious soup and sandwich
luncheon.
Following lunch, Pastor Lawson led in a Communion Service.
The Business Meeting was called to order at 2:00 p.m., by Moderator Hoefert. The covenant was read

REPORTS OF COMMITTEES
Executive Committee – Moderator Kurt Hoefert
WCA donated funds to Hurricane Sandy relief through NACCC. The Congregational Symposium was
well attended. Additional donations were made to cover expenses of 2012 Congregational
Symposium. Thanks were given to Rev. Cindy Bacon-Hammer for her leadership of the Symposium.
Second Congregational Church, Beloit, successfully merged with First Presbyterian Church to form
United Church of Beloit.
For next year, a volunteer website manager will be sought, and the Lay Ministry program will be a
team responsibility, rather than a focus on a single leader.
Rev. Paul Ray, First, Rochester, will celebrate the 50th anniversary of his ordination in May.
Arena Congregational Church will celebrate its 150th anniversary on November 9.
Also, First Congregational Church of Beloit will celebrate its 175th anniversary this year. Please pray
for WCA/NACCC churches.
Youth and Camp Committee – Wes Mossman Block
79 youth attended camp in 2012. Attendance increases of more than 10-15% in future years will
cause space issues at the facility at Mt. Morris. Three programs from three directors united all ages
around a common theme.
Camp counselor recruitment was difficult; staff training on the day before camp begins has raised
issues; and multiple Jr. High and Sr. High events in the fall and spring, in combination with limited
church volunteers, made attending all events difficult.
To address these issues in 2013: a sub-group of YCC handled all recruitments; a new camp
administrator will conduct training before camp begins; and planning for two Joint Rallies, for all age
groups, was streamlined and simplified for volunteers, and transportation requirements for churches
were reduced by half.
The first deadline for 2013 Camp registration is May 1st. We will continue to focus on volunteer
leadership training; increasing outreach to WCA churches without camp attende es; and improving
communication between YCC and WCA churches.
Thanks were given to Malynda Johnson for her dedication during her term.
Recognition of Ministry Committee – No meetings in 2012
Wisconsin Theological Society – No report

Wisconsin Congregational Minister’s Fellowship – Julie Smith
The Fellowship met monthly, from September through May, for prayer, mutual edification, and
fellowship. Meetings are rotated among member churches, with devotions, business discussion, and
presentation, followed by grace and lunch together.
Special thanks were given to Rev. Sue LeFebre, for her services as secretary and treasurer.
Audit Report – Andy Forsaith
At the April 2012 Annual Meeting, the Wisconsin Congregational Association had appointed Carol
Taylor and Glenn Lawson to conduct a review of the Association’s checking account along with
Treasurer Andy Forsaith. Due to the difficulty in arranging schedules, the Executive Council authorized
the Treasurer to recruit two members of Heritage Church in Madison to conduct the review instead.
Norm Rood and Jill Severson agreed to serve.
The review was conducted on April 7, 2013. The Treasurer’s income and expense tracking sheet was
compared to the March 31, 2013 checking account balance at Associated Bank; they balanced.
Check carbons for May 2012 through April 2013 were reviewed; all checks written were for legitimate
WCA business. Checking account bank statements for May 2012 through March 2013 were reviewed.
All deposits and withdrawals were for legitimate WCA business.
Report of the Treasurer – Andy Forsaith
A motion was presented: That budgeted mission dollars will be limited to the current budget year.
Forsaith/Merkel.
After discussion a motion was made to strike “limited to the current budget year,” and to replace with
“will not carry over to subsequent years.” Hartley/Fredrickson. Motion carried unanimously.

Nominating Committee Report and 2013 Nominees – Pastor Stu Merkel
Please note that all the positions are filled for the WCA Board and the Youth and Camp Committee.
The committee discussed what to do about the Credentials and Ministry Committee. We decided not to
fill these positions because the interest level for pursuing the endeavors of the Credentials Committee is
very low. Should the Credentials Committee need to be convened it makes sense that the WCA Board
direct the positions to be filled at such time. Further discussion may need to happen on this from the floor
of the meeting.
The Nominations Committee for next year should be elected from the floor of the meeting.
Julie Sheridan Smith, Malynnda Johnson, and I want to thank the Board for supporting us in our efforts to
fill the positions. The suggestions made and time allowed for this project proved to make for a successful
process.

REPORT OF THE MODERATOR
I can’t believe that my term is almost over. Where did the year go? I do believe that the Moderator should be a
two years, a one term year is not enough. You barely get started and your term has ended.
One of my many goals was to get our website up and running with the help of Kurt Hoefert and Emily Campbell
who has volunteered to be the go-to person. This is starting to happen.
The second goal was our youth camp. As you know, Wes Mosman Block and Rob Fredrickson have put together a
program for the WCA Camp 2014 starting July13-19. The Camp generates a lot of activity for our young people.
The experience the camp provides is inspiring, which promotes growth in the faith. It balances fun and learning,
spiritual and social concerns, work and action, self discovery and service to others.
Concerning our mission work: we funded two trips, both of them to Mazahua, Mexico. The churches involved
were Pilgrim Congregational Church in July and Ozaukee Congregational Church in December. Both trips were a
great experience helping people that are less fortunate and do not have many resources. There will be a mission
trip paired up with Ozaukee Congregational Church and North Shore Congregational Church to go to Hosanna
Industries Pittsburgh in June 21, 2014. I would like to see more mission trips in the future. We are increasing the
budget for 2014/2015 by $500 so overall we will have a budget of $1,500 for missions.
The WCA Executive Committee has worked very hard this year, doing our best to communicate to other churches
within the state and the NACCC. We have a balanced budget and are carrying over some funds into the 2014/2015
budget. We have met a total of four times via conference call. Overall this worked out great since no one had to
do any travelling.
I thank everyone for all their hard work and dedication to the WCA. As I pass the role of Moderator on to Randy
Kohls, I will try to help him any way I can. We have much more work to do, and it will be a team effort!
Blessing and peace be yours,
Bill Read, Moderator, Wisconsin Congregational Association

WCA, Secretary
REPORT OF YOUTH AND CAMP COMMITTEE
First Fridays
In 2012-2013 the YCC consolidated its fall and spring rally program from age-separate weekend events
to combined age-level weekend events. This was done to try and make it easier for volunteers to
attend, churches to send youth, and parents to coordinate rides. Attendance did not improve as a
result.
16
During the week of summer camp, campers and counselors discussed alternatives for meaningful
programming during the school year that would:
● Provide more frequent fellowship opportunities
● Be structured in a way that “fit” better with busy schedules
The result was the First Friday program. The structure of the program was finalized during the August
YCC meeting and began the first Friday of October 2013. Rather than a weekend event, youth gather for
a few hours on Friday night at a rotating location. During the school year the following churches hosted
an event at least once:
North Shore Congregational
Ozaukee Congregational
Fox River Congregational
First Congregational Wauwatosa
Faith Community Church
Heritage Congregational
In 2012-2013, the WCA saw a total attendance of roughly 55 through the fall and spring rally program.
The First Friday program saw total attendance of over 150 during 2013-2014. In addition, the February
event was an overnight 30 Hour Famine program for all ages.
While the Friday night events are shorter, the resulting increase in attendance was significant. Youth
were happy with the programming and were provided with more opportunities for fellowship
throughout the year.
Communications
The YCC also made a point of improving its communications with churches, parents, and youth
throughout the year. The First Friday facebook page was launched; a WCA email account was created
with a list of updated contacts for churches and parents; and greater time and effort was contributed to
the creation of flyers, brochures, and announcements.
The WCA youth programs could not be possible without the members of the Youth and Camp
Committee, the assistance of WCA member churches, and many other volunteers. Thank you to those
whose support provided many youth the opportunity to connect with God throughout this past year.

Wes Mosman Block

REPORT OF THE WISCONSIN CONGREGATIONAL ASSOCIATION MINISTERS’ FELLOWSHIP
It has been a pleasure to meet with ministers of the Wisconsin Congregational Ministers Fellowship. We have held
gatherings on the second Wednesday of the month, rotating location at a variety of our churches. The host church
provides a devotional and topical program and hospitality during our meetings. We meet at 10 am sharing in joys
and concerns as well as business aspects of the group, followed by devotions and program. The meeting concludes
at noon although there is an open invitation to lunch together as well. It is a time of fellowship and sharing that
connects us more deeply with God and each other.
During our presentations this year we have discussed topics in leadership in the local church, learned more about
the vitality of our Youth and Camp activities, discussed self care, a presentation on NA Alive, Rev. Casey
VanderBent, the Interim Executive Secretary of the NACCC gave an update on the status of various projects and
priorities within the NA, held a discussion around vicinage council, and an informative presentation on the
geography and historical culture in the Middle East.
Most vital to this group is the way we support each other and our churches in prayer struggling with the many
challenges that we face as pastors as well as those issues that our members face. In addition we have prayed for
the students in our WCA Lay Ministry training program.
The WCMF does carry a bank account. During the 2013-2014 year we made a donation to Indian Trials Mission (in
honor of Paul Ray's 50 years of ordained ministry) in the amount of $500.
At our March meeting discussion was held concerning use of funds to support Wakefield Fund (youth camp
scholarships) and to help churches with pulpit supply travel expenses. It was moved and seconded that $500.00 be
given to the Wakefield fund and a fund of $100 be available to assist with travel expenses if a church deems they
need it to help garner pulpit supply. The motion passed. Our current account balance stands at $705.11
I wish to thank this fellowship for the encouragement we offer each other and also thank Reverend Rob
Fredrickson for communication and leadership as Secretary/Treasurer this year.
Faithfully submitted,
Rev. Julie Sheridan-Smith
President, Ministers’ Fellowship

Financial Report and Proposed Budget
2013-14 Treasurer’s Report
April 26, 2014
Income for the Association in the past year totaled $24,829.17, and expenses totaled $24,348.48, for a
net gain of $480.69.
The Association’s checking account balance totaled $15,456.75 as of April 26, 2014.
Member churches generously contributed $3,960 for general expenses and the Wakefield Fund.
Donating churches were:
o North Shore
o Wauwatosa
o Faith Community
o Roscoe
o Rochester
o Heritage
o St. Jacobi
o Plymouth Racine
o Wisconsin Congregational Association
In addition, North Shore and the Center for Congregational Leadership gave a total of $1,330.17 to cover
the remainder of last year’s expenses for the Congregational Symposium.
As always, the large majority of income and expenses related to P.F. Camp and rallies.
In addition, we spent $1,000 for mission projects by member churches.
The Association has a single checking account. However, we keep track of separate “funds” on our
financial spreadsheet. The Wakefield Fund ended the year at $2,009.73, down from $3,034.73 at the
beginning of the year. This is the net effect of $755 in new donations and $1,780 spent for the 2013
camp. The Camp Fund decreased from $2,662.42 to $795.93. The General Fund increased from
$8,730.31 to $12,329.70.

Nominating Committee Report and 2014 Nominees
Nominating Committee Report
Report of the Nominating Committee – Stu Merkel
Nominations Committee would like to present to the WCA Delegation the
nominations for the 2014-15 year. Please note that all positions for the WCA
Board and Camp Committees are filled. One remaining lay position is available on
the Recognition of Ministry Committee. The Nominations Committee will be
elected from the floor of the meeting May 17.
Last year the committee discussed what to do about Credentials and Ministry
Committee, now known as the Recognition of Ministry Committee. In 2013 we
decided not to fill these positions as interest levels for pursuing the endeavors of
this committee was very low. Some reflections following the meeting cause this
year’s Nominations Committee to rethink their standing and attempt to fill the
positions. We expect all to be filled by the time of the meeting. It is our
understanding that the Recognition of Ministry Committee has not convened this
year but some pending discussion may be necessary. Further discussion may
need to happen on this from the floor of the Meeting.
Rev. Julie Sheridan Smith, Malynnda Johnson, and I want to thank the Board for
supporting us in our efforts to fill the positions.
