 Weak- the mayor has little power and the
council has legislative and executive power
 Strong- the mayor has lots of power to carry
out laws

governments?

Special Purpose Districts

Special-purpose districts- created for a
single purpose or group of tasks
 Example- school districts have the sole purpose
of providing education to students
 Other examples- MARTA, Airport districts
It would be too time consuming for the
state to make all educational decisions for
all schools. So local school boards are
elected to do this job.
 Special-purpose districts always exist for
public welfare.

