Earthquake Situation (Data Source: Central Weather Bureau) The early morning at 3:57 on 6 February 2016, at 22.93 Lat (N), 120.54 Lon (E), that’s the site at 27.4 kilometers north-east of Pingtung County government (Meinong Dist., Kaohsiung City), Richter 6.4-earthquake happened with 16.7 kilometers deep. Seismic intensity of each area: Level 6: Caoling in Yunlin County Level 5: Chisan in Kaohsiung City, Santimen in Pingtung County, Nanxi in Tainan City, Tainan City, Caosan in Chiayi County, Chiayi City Level 4: Pingtung City in Pingtung County, Kaohsiung City, Chulu in Taitung County, Douliu City in Yunlin County, Dongjidao in Penghu County, Eushui in Changhua County, Mingjian in Nantou County, Makung City in Penghu County, Wufeng in Taichung City, Changhua City 2. Disaster Response (Data Source: National Fire Agency, Ministry of the Interior) 1. Activated the Central Emergency Operations Center, Ministry of the Interior to set up Level-1 Central Disaster Emergency Operation Center with total 20 handling reports, 4 press conferences and 16 press releases. 2. Dispatch military forces 5,074 times with 5 times of helicopters, 493 various vehicles; Airborne Corp 10 aircrew with 2 times of helicopters; 23,176 Policemen (including obligatory and civil fire fighter), 5,028 various vehicles; 66 times of Coast guarders with 15 times of various vehicles, special rescue team of National Fire Agency along with 19 municipalities/counties total 4,047 times (including obligatory fire fighter), 1,043 various vehicles, 147 rescue dogs (times). 3. Mobilize to support critical water supply: (1) Set up 158 water supply stations at suspended areas. (2) Ministry of Economy, Fire Agencies and Ministry of National Defense have supported 84 water carriages for water supply. 1 4. Water tank of Nan-chi Textile Co at No. 43, Sec. 1, Mingsen S. St., Guiren Dist., Tainan City fell and hit one female employee (Cheng Tsai Yueh-ying, female, 56) and she died. 3. One employee (Chen Cheng-san, male, 44) of San Shing Fastech Corp. was harmed by fallen goods at warehouse of the company located in No. 355, Sec. 3, Chung-san Rd., Guiren Dist., Tainan City. The victim was sent to Tainan City Hospital by his colleague for first aid, but declared dead. 2. To match with demand from Chia-nan Sanatorium of Ministry of Health and Welfare (supply 35 and 10 tons of water respectively everyday), continue water supply each day. 2. For seriously damaged pipe section, 2,000mm 0 of main pipe at Nanhua downstream water supply, it can only be repaired when rescue at collapsed Building Wei-Kuang Jinglong came to an end to implement repair. At present, 5,000 households are with suspended water. 1. These are 420 households at collapsed buildings and unable to recover. 2. About 17:00 on 12 February 2016, rescue project broke the cable 420 and caused 79 households power cut; 69 households were repaired and estimated to recover the remaining 10 households on 13 February 2016. 1. 191 households are at collapsed buildings, no need to recover. 207 2. No need to recover gas supply. To match with rescue works at collapsed Wei-Kuang Jinglong Building on 10 February 2016, take use of excavation of underground boxes. But, to prevent from second risk, stopped the pressure adjustment station at Fu-shing Road as instructed by city government, so that 2,156 households at Rende District with pressure-reduced gas supply which can be recovered after getting city government’s further instruction. Until 21:00 on 10 February 2016, 63 households with gas leak reported and suspended temporarily; now, 15 households repaired, estimated to recover the remaining 48 households on 14 February 2016. 3 antenna towers toppled down and estimated to repair on 29 February 2016. 4 stations at collapsed place which are unable to repair. 8 Mobile base stations and 10 free local calls were set at disaster sites in Tainan City. Traffic Situation (Data Source: Ministry of Transportation and Communication) 4 (1)Road, bridge interruption and repairing Road interruption and repairing situation: 2 sites are under repair 1. Provincial Highway No. 20 12K+050 ~ 12K+150 (Sinhua Road) running water pipe exploded, road was closed for repair. Initially planned to open two-way transportation at 17:00 on 11 February 2016, but, Taipower cable was broken during repair, so estimated to finish repair at 12:00 on 14 February 2016. The substitute roads are planned. 2. Provincial Highway No. 86 16K (Tai-tam ~ Guiren section) supports of Bridge No. 24 eastbound line were moved wrongly which was closed preventively from 5:00 p.m. on 6 February 2016; estimated to finish repair on 6 May 2016. The substitute roads are planned. (2) Ordinary roads and national highways for communication, national highways, THSR, TRA, airline and ships transportation are all at normal operations. 4. Water Facility damages and repairs (Data Source: Ministry of Economy) (1) There are 4 cracks at dam of Hutoubei without dangerous problem assessed from surface cracks and have been filled already. (2) Chien-shan anti-water embankment road of Tsengwen River cracks about 600 meters; in addition, slope works in front of embankment sinks about 600 meters with crack phenomenon, already surveyed by experts along with scholars and no immediate danger was found and under repair and filling. Besides, Rixin Embankment of Tsengwen River has two sites about 500 meters of collapse. The site was closed and surveyed by experts. No immediate danger and safety problem were found and under construction to fill the earth. 5.
