Singapore Education System and NIE
“the quality of an education system
cannot exceed the quality of its teachers1”
NIE’s crucial role in developing teachers has been cited as a key reason
the Singapore education system is rated as one of the top 5 in the world
The Singapore education system has been recognised internationally as
one of the best-performing in the world2. This is attributed to :
• Getting the right people to become teachers
• Developing them into effective instructors
• Ensuring that the system is able to deliver the best possible instruction for
every child
NIE works in partnership with both MOE and the schools to achieve the
Desired Outcomes of Education for Singapore youth :

Research Centres of Excellence
Research started in March 2003 with a grant of
$48m from MOE.
The body of research data from studies carried
out in Singapore schools seems to suggest that :
• Teachers need a stronger dose of PCK
(Pedagogical Content Knowledge)
• Teachers need a deeper understanding of the
nature of the disciplines they teach
• Teachers need to develop capacity to initiate
their students into the knowledge and practice
of the discipline
• Teachers need a sophisticated understanding of
the fundamentals of lesson planning,
questioning and feedback, capacity for
differentiated instruction, strategies
for effective peer work and inquiry
approaches
The NIE Story 2010 ©
Research started in March
2005 with an initial grant of
$12m from CRPP and MOE
Strong body of research projects based on
needs of schools eg.game based learning
Funding of $2.4m awarded by National
Research Foundation for design and
development of 2 games :
• Legends of Alkhimia – a multiplayer
computer game designed to foster authentic
learning of chemistry by lower secondary
students in fictionalised game environments.
• Statecraft X
A 24/7 persistentworld multiplayer
game for students
to construct meaning and identifies in
the context of citizenship education
and social studies.

Staying Relevant in the 21st Century
Relevance, Responsiveness, Quality & Excellence
Recognising its crucial role in Singapore’s education system, NIE has to ensure that it continues to
provide the best teacher education to aspiring and in-service teachers. To this end, NIE has embarked
on two key strategic thrusts :
3:3:3 Roadmap
- NIE’s 5 Year Strategic Plan for 2007 to 2012
“3:3:3” represents the 3 pillars that articulate our aspirations; the 3 core strategies that will propel us forward into
the next phase of growth and development; and the 3 enablers fundamental to our future success.
TE 21
The report "A Teacher Education Model for the 21st Century” presents six key recommendations that aim to enhance
the delivery of teacher education at NIE, leading to a stronger teaching force.
