Prof. YANNIS TYRINOPOULOS, Technological Educational Institute of Athens Athens, Conference Hall, Ministry of Infrastructure, Transport and Networks , 5&6 November 2015 TITLE OF THE SLIDE Aims of the research This paper aims to: • investigate the degree of awareness on the International Standard ISO 39001:2012 by the Greek transport community, • investigate the intentions of Greek companies and organizations throughout the entire transportation system, regarding the future implementation and certification of an effective Road Traffic Safety Management System, and • provide information to organizations / companies, all interested parties and social partners concerned with road safety, of the existence and benefits of this International Standard. 2 TITLE OF THE Aims SLIDE of ISO 39001:2012 This International Standard aims to: • reduce risk of serious injury or loss of life (and death) in a road accident Improving the performance of the company / organization in the field of road safety through the reduction of road accidents • reduce the burden on the health system and the pension system • reduce of GDP burden from man-job losses and production 3 TITLE OF THE SLIDE Implementation topics of ISO 39001:2012 This International Standard is applicable horizontally to any organization, regardless of type, size and product or service provided. The implementation field of this International Standard is wide and includes: • Use of road transport for the movement of workers to and from work • Transport of goods and passengers through the road transport system • Activities that generate traffic to or from points where organizations control or influence • Services for road transport system, such as transportation, handling, construction and maintenance of infrastructure 4 TITLE OF THE SLIDE Certification by ISO 39001:2012 Benefits through Companies and organizations that adopt this International Standard can achieve: • Reduction of road accidents • Reduction of insurance claims and compensation • Reduction of staff person days of absence from work • Reduction of maintenance costs / fleet repair • Improvement workplace safety company image • Improvement in the area of ​corporate social responsibility • Improvement of company’s image to the public advantage participation in public tenders • Competitive advantage 5 TITLE OF THE39001:2012 SLIDE ISO – Risk Assessment Is the most critical part of Road Traffic System and involves: • Identification of the role of organization/company in the Road Traffic System • Identification of the needs and expectations of interested parties • Recognition, Evaluation and Risk Analysis • Determination of factors in Road Safety Performance, establishing targets and monitoring indicators • Establishment of Action Plans for systematic measurement, monitoring, analysis and evaluation of the degree of achievement of interim Road Safety Performance Goals 6 TITLE OF THE39001:2012 SLIDE ISO – Risk Assessment Risk Identification: The factors can create dangers in the road network: • The driver • The vehicle • The route Identification of people exposed to the risk: • The driver • Passengers • Other road users Risk assessment and control adequacy of existing measures: • Evaluation of risk potential event • Preventive risk reduction measures (e.g. preventive vehicle maintenance) 7 TITLE OF THE SLIDE European practice • Countries such as Portugal (IPAC), Latvia (SIA), Serbia (ATS), Netherlands (RvA), Lithuania (LNA) and Slovenia (SA) have not certified companies and organizations according to the Standard ISO 39001:2012 • On the other hand, Northern European countries such as UK and Sweden have achieved great improvement in Road Traffic Safety targets, as a result of establishment, implementation and certification according to this International Standard 8 TITLE OF THE SLIDE Survey profile • Two appropriately structured questionnaires have been designed and sent to businesses and organizations • The first investigated the intentions of companies to adopt the Road Traffic System based on the ISO 39001:2012 • The second investigated the experience of already certified companies • 380 companies from diverse business topics were approached, from which 43 questionnaires were collected • 39 companies completed the first questionnaire • 4 questionnaires completed the second questionnaire • It is stressed that only 4 Greek companies have been certified according to the ISO 39001:2012 9 TITLE OF THE SLIDE Survey results 47% 50% 45% 40% 29% 35% 30% 25% 20% 13% 15% 10% 8% 3% 5% 0% None Very Low Low High Very High Chart 1: Estimation of the degree of improvement that the implementation of the Road Traffic System will bring to the performance of road safety. 1 TITLE OF THE SLIDE Survey results 39% 40% 34% 35% 30% 25% 16% 20% 11% 15% 10% 5% 0% 0% None Very Low Low High Very High Chart 2: Estimation of the degree of reduction of road accidents and related losses by the implementation of the Road Safety Management System 1 TITLE OF THE SLIDE Survey results • 58% of companies / organizations were not aware about the existence of this International Standard • All companies / organizations intend to put forward their customers their certification with the Road Safety Management System • 42% companies / organizations responded that they intend to be certified according to this International Standard within the next three years 1 TITLE OF THE SLIDE Conclusions Threats and barriers that prohibit the adoption of the International Standard ISO 39001:2012: • Ignorance about the existence and purpose of the Standard • Traditional reluctance of the Greek companies in new methods and standards • Economic recession • Extremely low visibility and awareness of the Standard 1 TITLE OF THE SLIDE Conclusions • The Greek market faces a significant time lag in implementing innovative management systems comparatively with European and International companies • Companies with culture and experience in Management Systems appear more mature and positive in adopting and implementing the new Road Traffic System • Companies that interact directly with the road traffic (e.g. transport of goods or passengers) appear more positive in adopting and implementing the Road Safety Management System 1 TITLE OF THE SLIDEISO 39001:2012 THANK YOU FOR YOUR ATTENTION!
