Programs are designed to meet participant needs for physical activity, social interaction, skill development, and to have fun. OBJECTIVES The objectives of King George County Parks & Recreation Youth Sports program are as follows: To offer these programs to fulfill the recreation needs and wants as a service to the community. To offer an equal amount of participation opportunities to both young men and women regardless of race, national origin, creed, religion, disability or socioeconomic status, or any other legally protected class. To make these programs safe and enjoyable in an atmosphere that promotes learning and participation first and competition second. To have the best possible people volunteer as coaches and to thoroughly train them to do the best that they can. To demand from our coaches that those who need the most assistance are given it, rather than those who are already advanced. To expect that good sportsmanship and fair play are standard behaviors. To ensure that the child’s participation is a worthwhile and positive life experience. PHILOSOPHY OF YOUTH SPORTS King George County Parks & Recreation strongly believes in the benefits of participation in organized sports. Participation in sports has proven to build self-esteem, promote teamwork, develop the body as well as the mind and is an integral part of the maturation process. Therefore, the goal of KGP&R is to provide the program and venue for young people of all backgrounds to participate and enjoy a variety of recreational programs while maintaining a safe, wholesome environment. King George County Parks & Recreation has embraced the philosophies set forth in “National Standards for Youth Sports,” a publication by the National Alliance for Youth Sports based on 1 an assembly of 48 of the nation’s leading experts representing a vast variety of disciplines affecting youth sports. The following standards were established: Standard #1 – Quality Sports Environment Youth sports programs must be developed and organized to ensure, as well as to enhance, the emotional, physical, social and educational well-being of children. Standard # 2- Sports participation should be fun and a portion of a child’s life Youth sports are only one portion of a child’s life that must be balanced with other social and educational experience and activities. Standard #3- Training and Accountability Adults involved with youth sports must receive training and important information about the program and must be held accountable for their behavior. Standard #4- Screening Process To ensure the safety and well being of children in youth sports, individuals with regular, repetitive access or contact with children must complete the screening process. Standard #5- Parents’ Commitment Parents/guardians must take an active and positive role in their child’s youth experiences. Standard #6- Sportsmanship Everyone involved in youth sports programs should exhibit positive sportsmanship behavior at all times. Standard #7- Safe Playing Environment Youth sports programs must provide safe playing facilities and equipment, healthful playing situations and proper first aid applications, should the need arise, Standard #8- Equal Play Opportunity Parents, coaches and league administrators must provide equal play opportunity for all youth regardless of race, creed, sex, economic status or ability. Standard #9- Drug, Tobacco, Alcohol and Performance Enhancer – Free environment. Parents, coaches, officials, fans players and administrators must be drug, tobacco, alcohol and performance enhancer free at youth sports activities. ORGANIZATION The King George County Department of Parks and Recreation shall be the sponsoring agent of the Youth Basketball Program. The Athletic Supervisor or his/her designated representative shall be the supervisor of the program. 2 RECREATION AGE DIVISIONS Instructional Ages 5 Year Old Boys Division Pee-Wee Midgets Juniors Seniors Coed Girls Division Ages Ages Ages Ages 8 and 9 Ages 8 and 9 10 and 11 Ages 10 and 12 12 thru 14 Ages 13 thru 15 15 thru 18 (In School) (Co-Rec) EQUIPMENT All girls divisions will use a women’s basketball, a 28.5 basketball. Instructional, Developmental, Pee-Wee and Midget divisions will use a women’s 28.5 basketball. Junior and Senior divisions will use a regulation basketball. COACHES DUTIES 1. To maintain proper sportsmanship conduct among team members and assistants. 2. To have a minimum of one team/parent’s meeting to explain rules, philosophies, bylaws and parental expectations. 3. To notify all team members of the following. Rules, regulations and bylaws established by the league. Scheduled games and practices. Cancellations and/or make-up games as indicated by the Department of Parks and Recreation. To abide by all rules, regulations and bylaws set forth by the league. To insure that each and every team member participates in this program according to bylaws. To maintain proper conduct among the team members, assistants and their followers. 4. To participate in the National Youth Sports Coaches Association Certification Program offered by the department. Pledge their commitment to provide an enjoyable, healthy youth sports experience by signing a Code of Ethics. 5. To encourage maximum participation by letting participants experience a variety of positions and involving them in making decisions. 6. To apply proper principles of conditioning and nutrition. 7. To demonstrate sportsmanship and not allow excessive score domination. 8. Coaches should notify the department when a player quits. 9. Each team is allowed two (2) coaches; one (1) head coach and one (1) assistant (1) scorekeeper. All coaches must be approved by the Parks and Recreation Department and go through our coaches’ certification program. 10. A basketball coach shall be sure his/her behavior sets a good example for the players on his/her team. He shall always remember to: Not criticize players in front of spectators, but reserve constructive criticism for private or in the presence of the team so all may benefit. Accept the decision of the officials on the court as being fair and called to the best ability of the officials. Not criticize the opposing team, coaches or fans by word or gesture or encourage fans to do so. Do not allow a player to re-enter any game if injured. 11. Abide by the doctor’s decision in all matters of a player’s health and injuries. If a player is injured in a game or practices, they must give their coaches a doctor’s excuse before playing or practicing again. 3 12. Coaches must fill out an incident report to any injury that may occur and report it to the Parks and Recreation Department immediately upon his or her awareness of the injury. 13. All players must participate in all games unless injured or sick. The department requires a minimum of four (4) periods playing time per player. Note: Said guideline is minimum playing time. Coaches are encouraged to play children more than the minimum. 14. If a player misses practices or games without notifying the coach or is being disciplined by a coach because of behavioral problems playing time may be limited. However, two (2) periods per game is recommended. 15. Coaches are not allowed to confront an official concerning a call. Coaches should not leave the bench area. MANDATORY PLAY RULE The purpose of the mandatory play rule is to ensure that every child is given the opportunity to develop their basic skills. Implementation and direct enforcement of the mandatory play rule will be the responsibility of each coach; however, final decisions will be made by the Athletic Supervisor or his/her designee. All eligible game day players must play in the game by the 6 period. 2/16/2010 Every player who is dressed and on the bench must play. Note: Substitutions may be made only between each period. The only exceptions being to replace a player(s) due to injury, if a player has received a technical foul or if a player exhibits poor behavior such as arguing with referees, taunting opposing playing or if mandatory play rule is complied with. A player, who arrives after the game has started but before the second period begins, will still be required to play the minimum. A player arriving after the start of the second period will only be required to play one period (4 minutes) of said game. Note: If a player is removed from the game because of a technical foul said player is credited with playing (1) period. If a player arrives after one half, said player is not guaranteed playing time however coaches are encouraged to attempt to play the child. ENFORCEMENT OF THE RULE The procedure to follow if the rule has been violated: Notify official scorekeeper and opposing coach that game is being contested because of suspected playing rule violations. Program Supervisor and the coach should notify the Athletic Supervisor within 48 hours of the nature of the violation including player (s), name(s) and number (s). The Athletic Supervisor will investigate said complaint and deal appropriately with said coach and team. Said team(s) in violation of the mandatory play rule may result in forfeiture of the game. Exception to the rule: 4 A player who has not fulfilled the requirements of the playing rule is injured and unable to return to the game. An injured player who re-enters the game in order to fulfill the requirements, but fails to do so due to lack of time remaining (applicable only in the final period.) A player who has not fulfilled the requirements of the playing rule fouls out of the game. Procedures. All games will be played in eight (8), four (4) minute periods. (Exception in 10-12 Girls Division and 1518 Boys Division) At the end of each period there will be an official time out for (one) minute. The possession arrow will determine which team receives the ball at the start of the next period. Teams will have the opportunity to substitute at the end of each period. Example: Periods: Players 1 (1,2,3,4,5) 2 (6,7,8,9,10) 3 (1,2,3,9,10) 4 (4,5,6,7,8,) Periods: Players 5 (1,2,3,7,8) 6 (4,5,6,9,10) 7 (1,2,3,4,5) 8 (6,7.8.9.10) When there are less than ten (10) players on a team some players may be needed to play consecutive periods, however NO PLAYER MAY PLAY THREE (3) CONSECUTIVE PERIODS.) If less than eight (8) players are present for said game, some may play three consecutive periods, however we strongly recommend that players should be rested periodically. If a team has 8 to 10 players, no players should play more than 2 consecutive periods in a row. If a team has 7 players, no players should play more than 3 consecutive periods in a row. If a team has 6 players, each player has to sit out one period per game. UNSPORTSMANLIKE AND UNACCEPTABLE BEHAVIOR 1. The Director, Athletic Supervisor, Program Supervisor and the game officials have the right to eject a player, coach or spectator from the premises for UNSPORTSMANLIKE conduct. Any player or coach ejected is prohibited from further participation until reinstatement by the Department of Parks and Recreation. 2. Parents must be a positive role model exhibiting sportsmanlike behavior at games, practices and home giving positive reinforcement to their child and support to their child’s coaches. 3. The use of alcohol, tobacco or other illegal substances by coaches, players or spectators will not be tolerated at games or practices. Anyone under the influence of alcohol or illegal substances will be ejected from the premises by the program supervisor. 4. Any player, coach or spectator guilty of striking an official in any manner during or after a game shall automatically be suspended indefinitely from participation in all leagues sponsored by the King George County Department of Parks and Recreation. 5. If a coach is ejected from a game he/she must leave the gymnasium. 6. If a player is ejected from a game he/she must remain on the bench, under the strict supervision of the coach or assistant coach. 7. A coach, player, substitute or team follower shall not commit an UNSPORTSMANLIKE foul such as: Disrespectfully addressing an official. Attempt to influence the official’s decision. Use of profanity. (Automatic Ejection) Disrespectfully addressing or baiting an opponent. 5 Object to an official’s decision by rising from the bench and using gesture. Incite undesirable crowd reaction. Inciting squad members seated on the bench at any time. 8. The penalty for violating any part of Rule 7 will be a technical foul. The second technical foul called for said violation shall cause the violator, coach or spectator to be removed from the premises. Refusal to comply may result in forfeiture of the game. 9. Only the authorized coach, 1 (one) head coach and 1 (one) assistant coach may occupy the players bench in addition to the uniformed players. 10. Any player, coach or spectator guilty of striking anyone whether initiating or in the act of defending oneself, in any manner during or after a game shall automatically suspended indefinitely from participation in all leagues sponsored by King George County Department of Parks and Recreation. Upon an outbreak of a fight, or potential fight, individuals shall dispense and report to an adult immediately. Any adult engaging in disruptive behavior may be subject to civil and criminal laws. SCHOOL RULES The following will apply while using school facilities. Non playing children and spectators should remain in the gym and out of the hallways. No food or drinks are allowed in PES or KGES gyms. Food and drink is allowed only in designated areas at King George Middle School. Children should remain seated on bleachers while in the gym. No smoking on school property. No pets. PLAYING RULES 1. NO ONE is allowed on the playing floor in street shoes. 2. No balls are allowed in gym other than those provided by Parks and Recreation. 3. Do not cut your team shirt. Proper uniform is required. Game shirts must be worn and tucked in. 4. All players should be at the gym fifteen (15) minutes prior to their game time. 5. If any player is found in unauthorized places in the school, that player will be suspended for one game. If the offense is repeated, the player will be suspended indefinitely. 6. No team or player will be permitted on the playing field/court area during games. 7. Designated coaching areas should be observed. 8. No jewelry, earrings or hard hair pieces may be worn during games. Soft hair bands are permitted. Medic alert or religious jewelry must be taped to the body. 6 9. Players who wear external hearing aids should have them fastened securely with tape if necessary so that they may not be jarred loose. 10. Hard casts, hard splints or any such material is considered illegal equipment. 11. Participants wearing glasses must secure them with eyeglass strap. 12. Standings in each league, when appropriate, will be determined by: League Record Head to head competition between tied teams Pre-season drawing 13. Children are placed on teams allowing for equability. 14. The scorebook is official and the referee’s decision is final. 15. The team must have at least four (4) players to start the game. 16. Practices will be limited to one (1) hour per day. No more than two (2) days per week, pending on gym availability. 17. Only the authorized coach, one (1) and one (1) assistant coach may occupy the player’s bench in addition to the uniformed players. 18. Games will begin as scheduled; a five (5) minute grace period will be allowed for the first game only. 19. Teams are required to comply with the mandatory play rule. If a player misses a scheduled practice without notifying the coach or is being disciplined by a coach because of behavioral problems, playing time may be limited. If this situation occurs, coaches must inform the official timekeeper or program supervisor prior to the start of the game. Penalty: The game may be forfeited and the player who did not play the recommended amount of time will have to play the entire next game. 20. No dunking will be allowed. The penalty for dunking is a technical foul resulting in ejection from the game as well as the following game. 21. Physical examinations for all youth participating in the league are highly suggested prior to the beginning of practices, but are not required by the department. 22. After the completion of a game both teams and coaches shall form two lines to congratulate each other and show sportsmanship. 23. Play will be governed by the National Federation of State High School Associations. All rules will be followed except for the above changes. 24. Three (3) point shots will be in effect for all age groups where the three point arc is on the floor. 7 DIVISIONAL RULES Pee-Wee (Ages 8 and 9) Boys 1. Free throws will be shot from the regulation foul line. 2. The three (3) second violation will be called 3. Each team is allowed four (4) time outs per game, two (2) per half. 4. The games will be played in eight (8), four (4) minute periods with a running clock for all but the last one (1) minute of each half. 5. Half time will be fine (5) minutes in length. 6. Ball size will be a 28.5. 7. No back court pressure. Pressure will be only allowed at the top of the free throw circle. A technical foul may be called if the rule is not adhered to. 8. In the last minute of the 8th period, teams can start their defense at the half court line. 9. No ten (10) foul rule. On the 7th team foul per half the team will shoot one and one. 10. The official game clock will stop for foul shots. 11. The basketball goal height is set at 9 feet 12. There will be NO OVERTIME. 13. Only Gray or White Tee-Shirt under Uniform. 14. All other rules applying to this division are used by the National Federation of State High School Associations. Pee-Wee (Ages 8 and 9) Girls 1. Free throws will be shot from the regulation foul line. 2. The three (3) second violation will not be called in this division. 3. No Scores will be kept in this division. 4. Each team is allowed four (4) time outs per game, two (2) per half. 5. The games will be played in six (6) four (4) minute periods and one (1) eight (8) minute period. The clock stops only for timeouts, mandatory substitutions, all foul shots, technical fouls, and violations of the last two minutes of the game. 6. Half time will be five (5) minutes in length. 7. Ball size will be 28.5. 8. No back court pressure. Pressure will be only allowed at the top of the free throw circle. A technical foul may be called if the rule is not adhered to. 9. In the last minute of the 8th period, teams can start their defense at the half court line. 10. No ten (10) foul rule. On the 7th team foul per half, the team will shoot one and one. 11. No full court pressure is allowed. Defense can pressure the ball at half court, but no trapping or double teaming is allowed. 5. There will be NO OVERTIME. 6. No ten (10) foul rule. On the 7th team foul per half the team will shoot one and one. 7. The official game clock will stop for foul shots. 8. Ball size will be a 28.5. 9. Only Gray or White Tee-Shirt under Uniform. 10. All other rules applying to this division are used by the National Federation of State High School Associations. Midgets (Ages 10 and 12) Girls 1. The three (3) second violation will be called 2. Each team is allowed four (4) time outs per game, two (2) per half. 3. The games will be played in six (6) four (4) minute periods and one (1) eight (8) minute period. The clock stops only for timeouts, mandatory substitutions, all foul shots, technical fouls, and violations of the last two minutes of the game. 4. Half time will be five (5) minutes in length. 5. No full court pressure is allowed. Defense can pressure the ball at half court but no trapping is allowed. During the last two(2) minutes of the game backcourt pressure can be applied. However, once a team gets up by ten (10) or more points, backcourt pressure will not be allowed. 6. A team cannot apply defense until the ball has crossed the red line (which is located between the three-point line and the half court line). The defensive player may pick up a loose ball in any area of the court. Once the ball handler crosses the half court line she has 5 seconds to advance the ball beyond the red line. 7. There will be NO OVERTIME. 8. No ten (10) foul rule. On the 7th team foul per half the team will shoot one and one. 9. The official game clock will stop for foul shots. 10. Ball size will be a 28.5. 11. Only Gray or White Tee-Shirt under Uniform. 12. All other rules applying to this division are used by the National Federation of State High School Associations Juniors (Ages 12 -14) Boys 1. Free throws will be shot from the regular foul line. 2. The three (3) second violation will be called. 3. Each team is allowed four (4) time outs per game, tow (2) per half. 4. The games will be played in eight (8) four (4) minute periods with a running clock for all but the last one (1) minute of each half. 5. Half time will be five (5) minutes in length. 6. Cancellations due to inclement weather will be announced on, KG Alert, King George County Parks and Recreation – kinggeorge.recdesk.com/recdeskportal or by calling the department after hours and weekends at 540-775-4386 ext. 110. Please listen for the announcements. If weather conditions are questionable and you do not hear a cancellation announcement or get a call from your coach, you should report for your game. 2. Coaches will be notified when cancellations occur and they will call you. 3. The Department of Parks and Recreation reserves the right to arrange postponed games at its convenience in order to catch up with the schedule. The department also reserves the right to cancel games of necessary due to conditions beyond our control. 11
