9 th Program Steering Committee meeting was held at PMIU, presided over by the Secretary
Education and Literacy Department, Government of Sindh. Program Director SBEP gave detailed presentation about the overall progress of the program which was appreciated by the different stake holders as well as other agenda points were discussed at length. The meeting was attended by Dr. Randy Hatfield, Representatives of M/s. Halcrow and all other stake holders.
A meeting on communication was held under the chair of Program Director SBEP at PMIU.
The meeting was attended by the representative of USAID, SRP and M/S. JKA.
PMIU has facilitated coordination meeting on pre-construction with stakeholders of five schools of Karachi towns, held on 21 st January, 2015.
PMIU team welcomed year 2015 followed by rejuvenation of vigor and zeal for better performance by every team member. Whole team prayed for the program’s success and prosperity.
PMIU has organized farewell party in honor of Mr. Shaban Panhwar Officer (Construction
Supervision) as he resigned.
HR section conducted an exit interview with outgoing employee Engineer Mr. Shaban.
Payroll of PMIU staff has been transferred from finance and Admin to HR section .
Engineer Agha Mustafa Kumail attended one day training on ‘Managing Contracts of Vendors and Service’s on Jan. 16 th 2015 at ITM Karachi.
Mr. Tameezuddin Khero Program Director attended one day training on ‘Procurement
Consultancy Service’s on Jan. 17 th 2015 at ITM Karachi.
Program Manager Ms. Qurat-ul ain Memon attended three day workshop on “Development and Leadership-The Gender Dimension” from 10 th -12 th January, 2015 at LUMS .

Pakistan.
32 nd Procurement Committee meeting was held on January 12 th , 2015 chaired by Program
Director for review and approval of tender documents. The meeting was attended by other members as well.

PMIU prepared Annual Procurement Plan (2014-2015) for PMIU-SBEP and it was sent to
SPPRA for hoisting on their website.
LR&CM Section got the NOC issued from ELD for District Dadu having 12 schools to be reconstructed under this program.
LR&CM Section coordinated with the DC offices of Dadu and Qambar Shahdadkot for getting the pending land titles clarified in favor of ELD, GoS.
PMIU facilitated web based monitoring system “Pak info refresher session for USAID partners”. The session was facilitated by Pervaiz Pirzado and Kaleemullah Khan from USAID.
M&E section of SBEP prepared the monthly bulletin report and PC III of SBEP for USAID and others stake holders.
Senior Manager M&E and Manager LR& CM visited IBA Sukkur to observe training of
District Education Officers on 8 th January, 2015. During the visit detailed meeting with members of School Management Committee of GBPS Abad Lakha, Sukkur was conducted.
Manager Communications facilitated and web site was updated accordingly. Now SBEP’s website has reached over 1000 hits and is regularly updated. SBEP videos, SRP Reading
Manuals, CMP Case studies and Success stories have also been added onto the website to reach a wider audience.
Manager Communications facilitated and captured the group photo of whole PMIU team.
PMIU leather zipped folders and pens were designed for participants of PSC meeting.
Manager Communications designed visiting cards for PMIU staff and got those printed.
Manager Communications coordinated and attended meeting with Director General
Information Department, Mr. Abdul Haleem Sheikh. The purpose of the meeting was to collect information regarding Government of Sindh’s branding and advertisement policies before revising the SBEP’s communication strategy.
Communications meeting was organized on 27 th January, 2015 in connection with the SBEP communications plan. Sindh Reading Program and Community Mobilization are working on their five-year communications strategy and PMIU will be developing one specific to PMIU.
PMIU has taken the initiative in connection with the program’s awareness and visibility at
District level through dissemination of posters and other program information material in the office premises of District Education Officers. The poster’s design has been approved by
Program Director SBEP.
PMIU coordinated with Directors’ School Education (DSE), DOs (E) – Sukkur, Larkana and
Hyderabad for notifications on school consolidations.
PMIU facilitated SRP and CMP for getting approvals from Secretary Education, Education and
Literacy department, Government of Sind. In this connection series of meetings have been

PMIU facilitated Engineering section in preparing the feasibility for two additional schools in
Sukkur through coordination with Director Schools Education office, Sukkur.
Package 1: Construction of six (6) Schools in District Khairpur
Construction work is on-going in all six schools as per schedule.
4th milestone of 2 schools named Koro Goth and Tando Mir Ali is almost completed and
5 th is in progress where shuttering, steel cutting etc of super structure columns is on the way.
3 rd milestone of 2 schools named Bozdar Wada and Tando Nazar Ali is completed and 4 th milestone is in progress where preparation is on the way for shuttering of roof.
3rd milestone of 2 schools named Setharja and Gaghri is completed and 4th milestone is in progress where preparation is on the way for shuttering of super structure columns.
Over all physical progress for this contract is 21% achieved against 24% planned
Package 2: Construction of Nine (9) Schools in District Khairpur
Construction work is on-going slowly in all 9 schools.
3 rd Milestone of Jhaj Regulator School is completed and 4 th Milestone is in progress where preparation is on the way for final concrete pouring of roof.
2 nd Milestone of 6 schools named Karoondi, Sami, Satabo, Pir Essa, Kolab Jail and
Hussuainabad is completed and 3 rd Milestone is in progress.
2nd Milestone of 2 schools named Drib Mehar Shah and Fakirabad is completed and 3rd
Milestone is in progress where preparation is on the way for backfilling and shuttering of short columns respectively.
Overall physical progress is 14% achieved against 26% planned
The contractor is being instructed to expedite the progress of all schools.
Package 3: Construction of eleven (11) Schools in District Sukkur
Construction work is on-going slowly in all 11 schools.
3 rd Milestone of Arian School is completed and 4 th Milestone is in progress where roof shuttering is on the way.
2 nd Milestone of 4 schools named Abad Lakha, Kamal Khan Indhar, Bedil Bekus and
Dodanko is completed and 3 rd Milestone is in progress where pouring of plinth beam is on the way.
2nd Milestone of 2 schools named Mulla Ali and Bhellar is completed and 3rd Milestone is in progress where back filling is on the way.

1st Milestone of 4 schools named Modern, Numaish, Hussain Kalwar and Bakhshan
Chakrani is completed and 2nd Milestone is in progress.
The overall achieved progress is 12% against planned 16%
Package 4: Construction of seven (7) Schools in District Larkana-1
Construction work is on-going in all 7 schools.
Engineering fill is almost completed on 3 schools named Kehar, Phulpota-I & Ali
Muhammad Chawro. Plat load test is required to test for bearing capacity.
Excavation has been done in Zakrio Mahear and stone soling is in progress.
Lean concrete is done in Wikiya Sangi School and 1 st pour of raft foundation is in progress.
Temporary academic facility is done in Saidu Dero and dismantling of existing school is complete.
The work is in progress smoothly at all sites as per schedule
The overall achieved progress is 4% against planned 6%
Package 5: Construction of five (5) in Karachi ( Karachi-1)
Construction contract was awarded in first week of January 2015.
Sites were handed over to the contractor on 25 th January 2015
A coordination meeting was held among all stake holders including head masters of the schools, officials of Education and literacy Department, UASID, CMP, and SRP at
PMIU on 25Jan, 2015.
Contractor is organizing mobilization on site
Package 6 & 7: Construction of Schools in Larkana ( Larkana-II) & Sukkur (II)
NIT was issued for package 7 (Sukkur II), on 26Jan 2015.
Bids will be opened on Feb 16, 2015.
PC I for package 6 and 7has been submitted to the P&D Department, Government of Sindh for approval.
Package 6 ( Larkana II) will be tendered on around Feb 15, 2015
Package 8 & 9: Construction of (12) Schools in District Dadu (I & II)
Six schools in Taluka Dadu & Johi are taken up in first package. Six more schools of
Mehar and KN Shah are included in Dadu-2.
Land acquisition of seventeen schools has been completed and documents are in process.
However, upon the request of the community, site for one school ie. Pat Gul Mohammad is being changed.
Subsequently completion of all land title issues, NOC has been issues by Secretary D is done. Education and literacy Department.
M/S Halcrow Pakistan has finalized the design of the schools and cost estimates have been submitted to PMIU.

Package 10 & 11: Construction of 24 schools in District Kambar Shahdad Kot
A list of 29 schools ( 29-24 schools will be constructed) has been shared with the Deputy
Ccommissioner Kambar Shahdad Kot for confirmation of land titles. Mutation of the land is in progress at DC Office.
Furniture Procurement :
Design and tender documents are complete and its expected that tender will be published in
2 nd week of February, 2015.
PC -1 for furniture and other misc items is under preparation at PMIU.

COMPONENT 1: Increase communities’ involvement in the GOS reform of merging, consolidating, and upgrading schools
A Trainings of ELD District level official by IBA Sukkur is in progress. So far 226 participants trained including 29 District Education Officers and 197 Supervisors and Taluka
Education Officers of District Khairpur, Sukkur, Jacobabad, Kashmore, Dadu, Karachi,
Kamber Shahdad Kot and District Larkana.
Conducted SMC/SMC subcommittee meetings and planning meetings for program activities on regular basis in all SBEB districts.
Conducted PRA exercise with communities in villages for village profiling. And 15 village profile Developed in 06 construction and 07 neighboring schools of in Taluka Dokri and
Bakrani district Larkana.
CMP District Khaipur team organized Sports day in GBHS Sethraja Taluka Thari Mir Wah.
A large number of community, parents and students participated in the event.
Formed seven SMCs sub committees of Cross cutting (Gender, Watson and DRR), seven of

COMPONENT 2 - Improve community and district government coordination for increased

928 children including 361 girls and 567 boys have been enrolled in month of January thus far as a result of CMP activities in SBEP targeted districts.
Coordination meetings with ELD officials in all CMP districts for confirmation of participation in DOEs trainings in IBA Sukkur.
Coordination meetings with SMCs/ subcommittees/ communities and school management on community involvement in CMP activities, SMP/SIP development, neighboring schools notification, increasing girls’ enrollment, planning activities.

Program and Health and Nutrition Plan. o Meeting with Medical Officer at BHU Moladad, and BHU Abad for collection of missing data of BHU in Jacobabad District.
CMP team conducted meeting with the parents in village M. Yaqoob Bijarani UC Karampur to orient them on CMP. The team also conducted health and hygiene session with the community. A large number of women participated in the meeting.
CMP Team conducted health and hygiene session in GBHS Umeed Ali Junejo, UC Jamali in district Qambar- Shahdadkot.
COMPONENT 4: Pilot EMO System
CMP is pleased to share that ELD GOS has issued an addendum for its Schools
Consolidation Policy. The addendum was issued through a notification issued by ELD GOS on January 22, 2015. CMP provided technical assistance and coordination support to RSU,
ELD GOS and its field formations for this addendum.
Coordination, meetings with private sector, organizations for PPP. CMP held a meeting with
ACTED (Pakistan) to explore possibilities of collaboration. ACTED is implementing an
Education program in 100 government schools in Jacobabad and Kashmore.

Gender:
33 out of 44 recently appointed female teachers in Khairpur District got appointed in CMP
Mix schools as a result of coordination of SMCs and CMP team with ELD officials in
Khairpur District as a result of Gender Mainstreaming/Assessment workshop.
Component 1 - Improving Teacher Competencies for Effective Early Grade Reading and
Mathematics Instructions

Program (SRP)
New Training Model “on the job training” for teachers has been developed. Two IPs
(MDC and VTT) have been selected and recruitment of 96 Teaching Learning Associates
(TLAs) have been finalized. 12 Teaching Learning Associates (TLAs) per district will implement the “on the job training” in their respective districts.
Reporting Tools for TLAs have been developed.
Component 2 - Improve Early Grade Reading and Mathematics Assessment Practice

The project team worked on the production of two summary reports for each Sindhi and
Urdu languages with major descriptive. Moreover, eight separate district reports have been developed highlighting major descriptive with some possible factors effecting the lower or higher reading and numeracy skills along with certain guidelines for teachers, head teachers and district administrator for meeting the challenges of improving reading and numeracy skills.
Component 3: Improve Student Access to Supplementary Reading and Mathematics

STLM Kits distribution plan has been prepared
STLM Gap analysis report has been prepared.
Procurement of STLM 682 kits consisting of 100 books per kit has been completed from publishers.
Masoom Shah Library which is updated by SRP. 5000 books, including 200 primary books & 100 for civil, Two computers, 1 Scanner and 1 year internet service has been provided..

A&E Services
Under the Technical Assistance Program new ‘Sindh Capacity Development Project (SCDP) has been developed to build the capacity of PMIU and ELD, GoS in the following key areas: Back
Office support for PMIU, implementation of SBEP’s M&E plan, Educational Research and strengthening Education Reforms in Sindh.
Site adaptation and design of 12 schools in district Dadu for package 8 & 9 is complete
Engineer’s estimates are submitted for 12 schools for package 8 & 9.
Tender documents prepared and provided engineering estimates for Larkana -2 (six schools), and additional two schools in Sukkur.
Halcrow is fully mobilized in field and supervising construction of 33 schools sites of
Package 1A, 2, 3 & 4, in districts Khairpur, Sukkur and Larkana through a regional office in Sukkur, Larkana and a staff house in Khairpur in addition to head quarters in
Islamabad and Karachi.

During this month milestone # 2 was completed and certifies issued of Hussianabad, Drib Mehar shah. In addition to that Tando Mir Ali MS 4, Tando Nazar Ali MS 3, Mulla ali MS 2, Arain MS
3 are completed.
