Symposium. This day-and-a-half event will focus on the top
compliance issues for both LIHTC properties as well as Section 8 and

Refreshments
Refunds provided less a $75 cancellation
charge if a cancellation notice is received
in writing by March 26th. After March
26th no refunds are provided for any
reason; substitutions allowed at any time
prior to the start of the event. Nonpayment of the registration fee by 3/26
does not cancel your registration. Multiday registrations may not be divided or
shared; partial substitutions are not
allowed. All no shows will be responsible
for payment of the full registration fee.

Conference Sessions*
DAY 1 SESSIONS:
Legal Implications & Evictions: How to Develop and Win Your Cases –This informative
session will focus on the key legal issues impacting the management of affordable multifamily
rental housing. By attending this seminar you will learn about the top legal pitfalls in dealing
with LIHTC and Section 8 Residents. John Raftery and Billy Cannon (Offit Kurman) will cover
in detail how to build a successful case for eviction due to drug and criminal related activity,
non-payment/late payment of rent, failure to recertify and other good cause matters. Also
covered will be the Tenant Responsibility for 3rd Party Conduct as well as the Violence
Against Women Act. Furthermore, John and Billy will review LIHTC Notices, Maryland and
District of Columbia required Notices and proper service of notice considerations. John and
Billy will take questions throughout the presentation and will be sure to leave time for
questions at the end.
Regulatory Review of Environmental Issues for Affordable Housing – This session will
focus on environmental concerns facing maintenance staff including asbestos, lead based
paint, mold, and crime scene clean-up. This session will discuss practical application and
recommendations with respect to testing and abatement of the hazards discussed; Also a
review of applicable regulations which may apply focusing on compliance recommendations
for apartment communities; Particular attention will be given to Maryland’s new lead based
paint regulations.
DAY 2 TAX CREDIT TRACK SESSIONS:
LIHTC Compliance Issue: Income – This session will identify the most common
noncompliance findings due to income calculations and will provide tips for avoiding and
correcting those noncompliance findings. Actual tenant file examples will be provided and
discussed.
LIHTC Compliance Issue: Assets – What is an asset? What is income on an asset? This
session will cover common LIHTC compliance findings related to assets and asset income.
LIHTC Compliance Issue: Annual Reporting and Student Status – LIHTC compliance
review can be daunting - take some stress out of the process with tips for preparing,
reporting, and student status
UPCS Compliance Inspections for Low-Income Income Housing Credit (LIHTC) – This
session will discuss monitoring compliance with low-income housing credit requirements
under the inspection provision using the uniform physical condition standards (UPCS)
inspection. As a “scored” inspection, attendees will learn that some items are more
important or should take precedence over other items when preparing for the inspection.
Tips will also be provided on how to get and keep top scores; the rewards of top scores and
what to do if you score low. Each attendee to the session will also receive a FREE
complimentary copy of the newly updated, color picture, 150 page UPCS Physical Inspector's
Field Guide ($49.95 value).
DAY 2 SECTION 8 TRACK SESSIONS
Recent Changes and the Future of REAC/UPCS Inspections –This session will discuss the
recent changes that HUD has implemented for the inspection process along with where
REAC/UPCS is heading in the future. We will discuss where to focus attention when
preparing for a REAC inspection. Having performed REAC/UPCS inspections since 1998,
Dennis DiBello is fluent on the past, present and future of REAC and can provide his insight
on the process of REAC. Each attendee to the session will also receive a FREE complimentary
copy of the newly updated, color picture, 150 page UPCS Physical Inspector's Field Guide
($49.95 value).
Critical Issues Relating to Site Management of Section Properties - – During this 4.75
hour session provided by AJ Johnson, training focuses on Section 8 Program regulations,
including rent rules, resident eligibility, income restrictions, determining adjusted income,
waiting list and tenant selection, occupancy and lease requirements, and recertification
requirements. The session goes into detail with regard to the changes created by Change 4 to
HUD Handbook 4350.3. The training is designed primarily for those involved in the site
management of Section 8 properties.
