Course learning objectives: At the end of the semester, students should understand and be able to
assess the main topics in public administration theory as well as understand how public
administration theory applies to the practice of management in public sector organizations.

We begin with a discussion of ethics; one of the central issues or topics in philosophy.
Ethics is a rational or philosophical effort to answer the question: What is good?
Next, we examine the traditional approach to ethics and compliance. Here, public
administrators rely on what I call, “add-ons”; such as ethics boards, ethics codes, and education
and training programs. Organizational processes and structures remain essentially unchanged.
The quality management approach retains these add-ons, but with the recognition that
although ethics boards and the like are necessary, they’re insufficient for optimizing ethical and
compliance behaviors. To accomplish the latter, the quality management approach establishes,
monitors, and continuously modifies processes (e.g., procurement processes) and structures (e.g.,
teams and networks) so that personnel are induced and reinforced to behave in compliance with
social and organizational norms and procedures, as well as constitutional and legal statutes.

Written Assignments:
1. Essay, Main Points, and Presentation: Write an Essay (about 5 pages or longer) on the
Excerpt you are assigned on the Excerpt Assignment Sheet. In your Essay (1)
summarize the Excerpt and (2) assess the author’s ideas. Also, on a separate 1 page,
describe the author’s Main Points. Make a sufficient number of copies of the 1 page Main
Points for your classmates. Hand in your Essay and one copy of your 1 page Main Points
to me on the designated date. After you hand in your Essay and 1 page Main Points, be
prepared, when called upon, to distribute your 1 page Main Points to your classmates,
summarize, in about 5 minutes, the Main Points and your assessment before the class,
and respond to questions and comments. 20% of course grade (Essay: 10; Main Points
and Presentation: 10).

2. Ethics and Compliance Journal: Write a journal that (1) identifies and briefly
describes workplace/organizational processes and equipment (e.g., electronic card
swipes) that foster compliance with workplace/organizational norms/rules/values and (2)
explains how the processes and/or equipment foster compliance with
workplace/organizational norms/rules/values. Make 2 entries in your journal each week,
beginning Sept. 3 through Nov. 28. On the date indicated in the syllabus, present a brief
summary of your partial journal to the class (about 5 minutes), and be prepared to
respond to questions and comments. Hand in a hard copy of your journal to me Dec. 2.
20% of course grade (5 points for presentation, 15 points for journal).
3. Ethics and Compliance Paper: Write a paper (about 10 pages or more) describing how
to improve compliance with workplace/organizational norms/rules/values by improving
workplace/organizational processes and equipment. Base your paper on your journal,
material covered in this course, and at least 2 other sources. Put a hard copy of your
paper in my CUPPA Hall mailbox by Dec. 9, 5:00 PM. 20% of course grade.
4. Final Exam: Take home, distributed Dec. 2. Put a hard copy of your exam in my
CUPPA Hall mailbox by Dec. 9, 5:00 PM. 40% of course grade.
Assignments for Ph.D. Students
1. Same as no. 1 above. 25% of course grade.
2. Write a paper (about 15-20 pages or more) on a topic relevant to this course and to
your program of study and research interests. Also, see the PA 522 Reading List for
addition sources. If you wish, consult with me for additional details and guidance. 75%
of course grade.
Format of Class Meetings/Discussions
In each class session we’ll discuss the topics listed and relevant Cases from Kidwell and
Martin, eds., Managing Organizational Deviance. Also, when designated, Main Points
and assessments and Ethics and Compliance Journals will be presented and discussed.
Submit hard copies of your work rather than files attached to emails. Thanks.
Blackboard: The syllabus is on Blackboard. Check Blackboard every day or so for updates,
classroom changes, class rescheduling, and so on.
