United States Aides the Allied Powers
• The US passes the Neutrality Act of 1939 –
cash and carry policy goes into effect.
• During the September of 1940 the Axis
Powers, Nazi Germany, Fascist Italy, and
Imperial Japan, signed the Tripartite Pact.
This solidified their military alliance.

• US Congress Passes the Selective Training
and Service Act. Also an increase in Defense
Spending.
The Great Arsenal of Democracy
• The US had to help defeat
the Axis threat.
• Roosevelt enacts the LendLease Act, in use from
1941-1945, the president
would lend or lease arms to
“any country whose
defense was vital to the
US.”
• Isolationist opposed this
plan. It passed regardless.
German U-Boats in the Atlantic
• As aide streamed across the Atlantic to the Soviet
Union and the Allied Powers, German U-Boats or
Unterseeboot were hunting all supply lines.
• Up to 40 subs patrolled the North Atlantic and were
responsible for sinking multiple ships.
• In 1941 Roosevelt granted the navy permission for
US Warships to attack U-Boats in self defense.
